There also an interior perimeter around the parking lot and store front of the aforementioned medical office. I noticed the medical olfiee appeared to have two entrance/exit doors facing east. I could see the non]: door to the businers seat located south of the south door and another one north of the north door. After the preliminary examination of the scene. briefing was conducted by Sergeant Hughes. 1 attended the briefing along with Detective Gregory. During the briefing Sergeant Hugh: advised oflieers were dispatched on 4125/" or about 1150 hours to 212 Goodman Street, regarding a shooting that had just occurred. Medical personnel from Hall Ambulance Servil: also reaponrded, and ultimtely pronounced the gunshot victim as deceased while at the scene; and the decedent was then maintained in place pending iurther investigation. Alter reading the advisement to ZONG. I asked if he would explain the events that occurred which lead to his injuries. ZONG advised he was at the end ofhis work day and he was seeing a few extra patients afier bouts and afler his receptionist had already left the facility. He adviSed he finished with a female patient and the female patient lefl the office. ZONG said he noticed the suspect (DAVID IANG) waiting outside the office and also observed another atient arrive to the front of the oilioe in a truck. ZONG said he that asked to call 911 as he was having difficulty seeing as a result ofthe luck and the loss ofhis eyeglasses. ZONG advrsed he used a towel to wipe the blood from his tree and waited inside the business for police and medical aid to arrive. As I confirmedsomeof the details with ZONG, he again mentioned that DAVID LANG cussed at him and asked somethingabout "money".ZONG said hewas attempting to direct DAVID LANG to money; however, the suspect jumped over a desk at him and attacked.I asked if he recalled DAVID LANG using an object as a weapon; however,ZONGstated he was unable to see any objects in LANG's hands because the attack happened so rapidly. ZONGsaid when DAVIDLANGjumped over the desk he fell to the ground and DAVID LANG continually struckhim.ZONG said he maintainsa firearm in the middle draw of the desk that DAVID LANGjumped over. He said the gunis registeredto him, and hehas owned the gun for several months. He describedthe gun as a .40 caliber" Sig" and he thought the firearmwas loaded with 7 live rounds prior to the start of the incident. ZONG was unsureas to how many times he firedhis gun and he was unsure if he had struck DAVID LANG. He mentioned that he had difficulty seeingand stated that he does wear eyeglasses;however, his glasseswere knocked from his face during the strugglewith DAYID LANG, and he was having difficulty seeing due to the multiple strikes andblood flowing into his eyes. I asked ZONG, "What do you think would have happenedto you if you wouldn't have shot the gun"? ZONG replied,"I thought I would be dead". Detective Gregory asked if DAVID LANG actedstrangelyduring his initial interaction and ZONG was unable to describe his actions prior to being attacked, as the incidentoccurredrapidly.At one point I asked if he believed the suspect may have had the opportunity to take any items during the offenseandhe stated he was not sure. I questioned ZONG about his medical practice and methods in which he collectspayment. He advisedthathe does see patients who pay for services in cash and be often times has large amountsof currencyin his possession. He stated both his clinic and personal vehicle have been burglarized in the past and he has lost money,property, and a previously owned firearm as a result of those offenses. I asked if ZONGprovidesprescriptionsfor medical marijuana and if he is affiliatedwith the marijuanadispensary located next to his clinic. ZONG statedhe does provide medical marijuana prescriptionsto those existing patients that bebelievescould benefit from the treatment. He advised he does not advertise as a medical marijuana evaluator,and that area of medicineis not his main focus, as his main discipline is internal medicine.I then asked if WNO had any family membersin town that he wished for me to contact, in order to update them on his whereaboutsand his status. ZONG then became emotional and began to cry as he mentionedhis parents had just left Bakersfieldafter visitinghim and he was glad they were not here to see these events. Detective Gregory then obtaineda DNA sample from ZONGand also took digital photographs of his injuries.I provided ZONG with my businesscard and contactinformation.I spoke with medical staff at the hospital, who advised ZONG would not be admittedinto the hospitalfor further treatment, as his injuries were not life threatening.I then directed OfficerPrattto remain at the hospitaluntil ZONG was released from treatment in order to transport ZONG to his residencesafely. Upon arrival Inoticed seva Iamily members tad friends had gathered at the residence, We were invited into the residence by DAVID LANG's wife, MONIQUE where we spoke with her, his mother (KAREN GALYAN) and his brulher (CI LANG). We smut a dining room table and I recorded the conversation with them. The following is a summary of the recorded conversation and not verbatim. 1 first identified myself. and Detective Gregory, to the fumin and informed them that we wanted to speak with them ahout the circumstances surrounding the death 01' DAVID LANG. MONIQUE LANG stated things were going well and therehad been no arguing or issues thathad come about, leading to any arguments or outbursts that may have led to DAVIDLANG become upset. Shestated DAVID LANG was in some pain and rubbing out knots that would form in his shoulders;however, nothing appeared out of the ordinary. I asked if he had mentioned anything to her about going to visit a doctor and she said, "No". GALYAN then advised during the morning of 4/25/17, she was at DAVID LANG's residenceand he had complained to her about the excruciatingpain in his shoulder. GALYANthen advised him she would take him to the VA Hospital the following day (4/26/17) at 0900 hours, and he seemed to be receptive to her offer. MONIQUE LANG and GALYAN then explained the cause and extent of DAVID LANG's injuriesthathe sustained during his enlistment in the United States Marine Corps from 2004 to 2008. They advised he completed three deployments as an Infantryman, two in Iraq and one in Afghanistan.MONIQUELANG advisedwhilein the military, DAVID LANG sustained a back injury during a "Humvee roll over" and a major concussionduring his second deployment. GALYAN also advised DAVID LANG had beendiagnosed with severe Post Traumatic Stress Disorder (PTSD) upon his return from military service. When askedif DAVID LANG was currently seeking medical treatment, the family advised that he has been seen by severalVA doctors within Californiaand Oregon, and he has sought treatment from local physicians, including DR. ZONG. GALYAN then explained that due to his extensive doctor prescribed use of opiates while in the military,DAVID LANG, developedan addiction to pain medications and opiate related derivatives. The familymembers also advised that DAVID LANG suffered from nightmares; at times resulting in the need for MONIQUELANG to sleep in a separate room, as DAVID LANG would sometimes act out in an aggressive manner.MONIQUE LANG advisedDAVID LANG had pushed her at times during the nightmares; however, he had never harmed her in any way. I then directed the conversation to their mention of DAVID LANG beingtreated by DR ZONG in the past. MONIQUE LANG stated he was treated by DR. ZONG on various occasionsfrom approximately2012 to 2015. She and GALYAN advised DR ZONG would provide DAVID LANGwith a prescription for suboxone, which was used as a treatment to curb DAVID LANG's opiate addiction.GALYAN and MONIQUELANGalso advised DAVID LANG was more recently treated by the AEGIS MedicalTreatment Facility on West Columbus Street, where he has received similar pain and addiction treatment, since May 2016. In addition to the physical pain related treatment, GALYAN also advised that DAVID LANG was receiving mental health treatmentfrom AEGIS as well. The family further explained that DAVID LANG spokeabout committing suicide on multiple occasions; however, he never seemed to be homicidal and never mentionedharming anyone else. GALYAN advised DAVID LANG made mention of suicidal thoughts within the past 6 months, and GALYANwas able to calm him down. Detective Gregory then asked MONIQUELANG if she could think of anything, no matter how insignificant it may seem, that may have been out of the ordinary involving her interactionwith DAVID LANG on 4/25/17. MONIQUE LANG stated her husband appeared to be handling the daywell. CJ LANG then mentionedthat the Saturday before Easter, he recalled DAVID LANG mentioning that he wanted to change his identitybecause, "he didn't want to be him anymore". At this point in the interview a questionwas asked as to the eventsthat transpired leading up to the shooting.
