Date: December 20, 2017 Subject: Landslide Monitoring Columbia AK Anderson Quarry Parker, Washington 2642 This memo is an update to our memo released December 15, 2017 and addresses an increase in velocity observed with the recent GPS monitoring. GPS Monitoring The GPS monitoring method currently deployed at the Columbia AK Anderson quarry uses a Topcon GR-3 base and rover, with a FC-5000 data collector. Columbia personnel walk to survey hubs to measure the positions. Informational background on the hubs is provided in the December 15 memo. Monitoring Results A site topography map, generated from the Dec. 5th flight by Columbia, with the baseline location of the survey hubs is provided on Figure 1. Also shown on the map are alignments, collected with handheld GPS, of select ground fissures as well as visual alignments of the outside/lateral limits of the slide movement. The hubs are separated into eight groups to represent portions of the landslide and surrounding area, as listed in the following table. It is our opinion that these hubs represent activity of the main portion of the slide. The hubs in the toe area of the slide are also considered important, for they precede the main mass movements. Recent monitoring results since the December 15th memo have been updated in the charts provided as Appendix A. The landslide appears to be gradually increasing in movement and velocity, i.e., it is accelerating. Data from early December (4-11) indicated the rate of movement was relatively constant after a bulging toe appeared within the floor of the quarry. Since then, the velocity has increased, which indicates resistance to sliding has continued to decrease. As of Wednesday Dec. 20, the rate of movement of the Central Mass is approximately 1.3 feet per week, while Group C, closest to the highwall, is approximately 1.4 feet per week. Prior to Dec. 13 the rate of movement of these two groups was approximately 0.8-1.0 and 1.1 feet per week, respectively. Since monitoring started October 4, the rate of movement has slowly increased in segments, each segment lasting approximately 4 to 15 days. Also, the duration of each segment appears to be decreasing with time. Evaluation of Slide Movement The data trends from the GPS monitoring results are becoming more reliable. The apparent segmented movement is interpreted to be a result of the basal shear zone and slide toe-shear breaking through materials of higher strength. The more reliable data also provides confidence in looking forward, predicting future movement. Displacement and velocity plotted in approximate weekly segments provides a relatively smooth curve and a consistently increasing hyperbolic trend (see attached A-13, Charts A and B). In addition to plots that show increasing accelerated slide movement, another tool for predicting possible large slide movements is a plot of the inverse of slide movement velocity (see attached A-13, Chart C). The trend of the inverse velocity with time is a sloped line that appears to be converging on “0”, indicating a mass movement event may be imminent. A straight-line extrapolation of the current trend line of inverse velocity indicates that theoretically a mass movement event might occur in midJanuary. Risk Assessment Update Based on recent detection of continued acceleration of slide movement, the risk of large-scale slide movement is now interpreted to be “high.” Given inaccuracies in extrapolating trends, we would interpret that a mass movement event could occur in the next month and that planning of precautions and less-risky methods of slide monitoring be initiated very soon. A mass movement event could be comprised of several mechanisms. The primary mechanism would be forward movement (generally to the South) of the lower landslide mass into the quarry pit. Based on the GPS monitoring, the slide is moving on a shear zone that is dipping 10 to 15 degrees to the south (approximately Azimuth 190 degrees). Portions of the slide mass at the toe could slump and collapse December 20, 2017 2 Cornforth Consultants, Inc. 2642 into the Northerly portion of the quarry pit and possibly extend into the Southerly area of the pit. The slide mass consists of large blocks of moderately- to highly-jointed basalt rock, which could include rubbleized rock fragments that could scatter and travel a distance from the debris pile when the slide toe slumps. The landslide contains primarily rock materials with no apparent groundwater (or only minimal amounts), and therefore we do not anticipate a fluid slide mass or fluid runout. We would anticipate that most material could be contained within the quarry and nearby land. The risk of slide debris to the south reaching Thorpe Road is interpreted low to moderate, and reaching homes on the opposite side of Thorpe Road is interpreted low. The risk of debris movement to the south reaching interstate I-82 is interpreted to be very low. There could be a dust cloud associated with a fast, large slide mass movement. In addition, as the western flank of the landslide moves, debris and rockfall will be displaced and likely travel down the slope to the west, coming to rest on the lower portion of the hillside where the slope angle becomes flatter at a buried irrigation canal and Thorpe Road. We interpret there is a high risk that rockfall and debris would reach Thorpe Road. In our opinion, the risk of rockfall and debris to the west reaching Interstate 82 is low to moderate. However, mass movement onto Thorpe Road could also displace subsurface materials depending on their geotechnical conditions, such as unconsolidated sedimentary materials being displaced by sudden loads. There is significant uncertainty in predicting the size and extent of a large slide movement event and when it might occur. At this time, the foregoing opinions are preliminary for initial site management planning and discussions with stakeholders and emergency responders, based on a cautious approach to potential landslide and rockfall hazards. Modifications to the landslide monitoring approach appear necessary to reduce risks to personnel. Consider setting one or more automated GPS units on the active central slide mass, connected to portable and maintainable power sources immediately outside the active slide which could be accessed with minimum risk. Alternatively, total station surveying could be established outside the margins of the slide to scan the slide mass surface, or prisms could be included to increase precision (although it may be too risky to have personnel walk on the landslide to install prisms). Another option is to utilize radar interferometry to scan the toe of the landslide, which can be positioned south of Thorpe Road and possibly on the South side of the river. Survey contractors or civil engineers should be contacted for these services.
