LOUISIANA DEPARTMENT OF EDUCATION October 3, 2017 Mr. Gregory Phillips RSD-Dryades YMCA 2220 Oretha C. Haley Blvd. New Orleans, LA 70113 Dear Mr. Phillips: The Louisiana Department of Education and Board of Elementary and Secondary Education (BESE) are committed to rigorous, reliable state assessments and employ security measures to ensure accurate test results. One of those statistical methods, answer change analysis, identi?ed speci?c test documents in your district. Answer change analysis, according to Bulletin 118, Chapter 3 Section 309, identi?es students with an excessive number of wrong-to-right answer changes who tested in classrooms with excessive answer changes. The test results of students within these classrooms whose wrong-to-right answer changes are greater than four (4) standard deviations above the state average are voided in the assessment index and result in a zero for school accountability. Additional students tested by the same test administrator may also be identi?ed as having wrong-to-right answer changes significantly in excess of the state average. These are not voided because they do not exceed the strict criteria of four (4) standard deviations from the state average, but they should still be investigated thoroughly. The following actions are required by the LEA per Bulletin 118: I The LEA must investigate the irregularities, provide a detailed report of the occurrences, and create a written plan of action describing future prevention efforts to LDOE by October 31, 2017. The LEA must provide documentation of any personnel action associated with the educator(s) in question that could result in the suspension and revocation of certi?cate/endorsement per Bulletin 746, Chapter 9, Section 908. Please contact Bryan Gendron at (225) 342-7685 or assessmenthagov with any questions or concerns.
