Box 2750 Durango, CO 81302-2750 Phone: (970) 247-5786 ● Fax (970) 247-2674 www.lpea.coop RESOLUTION 2017-05 WHEREAS, La Plata Electric Association, (LPEA) and Tri-State Electric Generation and Transmission Cooperative (“Tri-State”) have entered into a Wholesale Electric Service Contract whereby LPEA has agreed to purchase at least 95% of its electric service including capacity and energy from Tri-State, with the remaining 5% being supplied through distributed or renewable generation that LPEA either owns or controls; and WHEREAS, LPEA’s members have expressed a strong desire to continue development of local renewable generation and local distributed generation that meets LPEA’s sustainability objectives and provides electric generation in LPEA’s remote service territory location; and WHEREAS, the Board of Directors recognizes that, although Tri-State has vetted, through various committees within its governance, the issue of some Tri-State member’s demand for additional self-generation, no action has been taken by Tri-State to address this demand; and WHEREAS, the Board of Directors recognizes that while there are various avenues LPEA can take to address the concern that LPEA has with the restrictions placed on it by the 5% limitation imposed by Tri-State, the Board of Directors values the cooperative model and the desire to work with Tri-State to address the demand for additional self-generation before exploring these other avenues. NOW THEREFORE BE IT RESOLVED by the Board of Directors of La Plata Electric Association, Inc. that LPEA’s Management Staff is directed to seek from Tri-State its options for increasing its distributed generation to 10% of its energy and formally request an increase in its distributed generation allowance.
