SHU: Tony Shu, S-H-U. Good morning, Mr. Chairman and members of the Committee. 21 My name is Tony Shu. I'm the current 22 president of Chinatown Chamber of Commerce. I have 23 been formerly also elected as president for two 24 terms and also two terms as chairman of Chinatown Veritext Legal Solutions www.veritext.com 888-391-3376 Page 10 1 Chamber of Commerce. 2 The Chamber of Commerce was 3 established in 1983 to represent the business 4 interests and also the general welfare of the 5 Chinese community. 6 in Chinatown since 1980. 7 also taxpayer of SSA 73. 8 9 10 I'm also an attorney practicing I am a property owner and And I'm in support of the SSA because I believe it is vital to the continual growth of Chinatown. 11 Recent articles have described 12 Chicago's Chinatown as the only one in this country 13 that has grown in population in the past decade. 14 Our numbers have increased 26 percent, where all the 15 other Chinatowns in this country have seen a 16 decrease. 17 18 One of the articles attributed two reasons for this phenomenon. 19 No. 1 our Chinatown residents have a 20 strong desire to maintain their cultural heritage, 21 and No. 2, we have affordable housing for new 22 immigrants. 23 Our Chinatown has blossomed into a 24 major tourist attraction for visitors coming from Veritext Legal Solutions www.veritext.com 888-391-3376 Page 11 1 the city, state, and the midwest. 2 beneficiary of many major capital improvements 3 supported by both private and public sectors. 4 example, we have Ping Tom Park, state-of-the-art 5 Leonard Louie Fieldhouse, a boathouse allowing 6 access to the river by kayaks and canoes, and an 7 award winning public library named by Wired Magazine 8 as one of the ten best public libraries in the 9 world. 10 We are the For Chinatown Chamber is the leading 11 organization in the community. 12 parking facilities in Chinatown, which is essential 13 to the prosperity of our businesses. 14 We manage the We have organized a dragon boat race 15 for the past 16 years, averaging 10,000 attendees 16 each year. 17 past 30 years averaging over 500 guests each year. 18 We have also worked on numerous Chinese new year 19 parades, summer fairs, business luncheons, and 20 workshops. I am the immediate 10 past president of the Chinatown Chamber of Commerce. 11 My family owns property in Chinatown Square, and I'm 12 happy to be here to support the Chinatown SSA Number 13 73, which we hope will be in force next year. 14 I'm going to talk about how grateful 15 the Chinese community is for the improvements that 16 Tony just pointed out. 17 library, also the ongoing -- the currently ongoing 18 Wells Wentworth Connector Project. 19 seen a lot of growth, and the city of Chicago has 20 put a lot of money investing in our community; and 21 certainly, the SSA will be committed to maintaining 22 the landscaping features, and the public areas that 23 the city is building to make sure that it's a 24 beautiful place to come and an inviting place to be. I'm a 19 member of the Chinatown Chamber of Commerce, and the 20 reason I'm here, it was that I followed in Ping 21 Tom's footstep when he pass away in 1995. 22 over his position as a president of the Chinese 23 American Development Corporation, and I finished the 24 project in around year 2000, and that has been I took Veritext Legal Solutions www.veritext.com 888-391-3376 Page 15 1 20 years since I finished the project. I left it. 2 But the reason I come, they asked me, they said, 3 well, Raymond, you finished the project, and you 4 know, it is running -- very run down because the low 5 assessment they have been assessing on all the store 6 and people, in fact, stop me, complain that, you 7 know, the Chinatown is going so run down, and you 8 know, like during snow, because they had no money to 9 remove all the snow, they just put the little path 10 so the people could walk through. And they said -- 11 and then there's -- I just walked by the other day 12 one of the elderly, the chef's roof is coming down, 13 and they just block it up in a couple of months now. 14 I know that the security, they want 15 to buy a camera, but they got no money because the 16 association, they feel, don't assess so much money. 17 And the cleaning and because it's such a heavy 18 traffic to the Chinatown Square, that in the 19 evening, the garbage overflow. 20 pick it up. 21 do not work late, but they don't get up in the 22 morning to clean it up either. 23 24 They have no time to I guess that the people walking there The stairway is rusted away, and I know they tried to do it because it's the limit. Veritext Legal Solutions www.veritext.com 888-391-3376 Page 16 1 Therefore, I want to come in to -- now, I personally 2 own about five properties in Chinatown -- in the 3 Chinatown Square and in the other end of Chinatown. 4 It means more money as an owner of the property, you 5 have to pay more, but in the long run, we much be 6 spend some money to bring it down, not to the 7 original level, at least make it decent so that the 8 tourists continue to come to Chinatown because it's 9 very heavy traffic on Saturday and Sunday, at least 10 over 10,000 people coming down, including employee. 11 So, I really -- I approve and support the SSA even 12 though -- even though I have to pay more money 13 because I own five property in Chinatown within this 14 SSA area. 15 16 Well, thank you for listening. TU: My name is Sharyne Moy Tu, and I Veritext Legal Solutions www.veritext.com 888-391-3376 Page 17 1 am the executive director of the Chicago Chinatown 2 Chamber of Commerce, the sponsor agency for the 3 Chinatown Special Service Area Number 73. 4 to the Finance Committee -- Committee on Finance of 5 the City Council for your consideration of the 6 creation of the Special Service Area in Chinatown. 7 Thank you The Chinatown community is a major 8 tourist destination in the City of Chicago, the 9 current Chinatown location centered by Wentworth 10 Avenue and Cermak Road was founded in 1912 and it 11 has grown exponentially over the years and 12 continually expands its borders in all directions. 13 Today, the neighborhood is a thriving 14 and active community, where guests from all over the 15 world travel to dine at over 80 restaurants and 16 bakeries and over 90 gift, grocery, and herbal 17 stores. 18 bicycle, water taxi in spring and summer months, and 19 CTA bus and both Red and Green rail lines. 20 Chinatown is easily accessible by car, Chicago Chinatown, as mentioned 21 previously, has been singled out as the one 22 Chinatown in the United States which is booming 23 while others across the country are fading. 24 Numerous articles have been published in print and Veritext Legal Solutions www.veritext.com 888-391-3376 Page 18 1 online in the Chicago Tribune, CEGOT, CCTV, New 2 City, and other media sources in the past year, 3 highlighting Chicago Chinatown's successes. 4 They cite Chinatown's attractiveness 5 to visitors because of its variety of its regional 6 Chinese cuisines, historical architectural landmarks 7 and events featuring our traditions and cultural 8 heritage, including the annual dragon boat race and 9 lunar new year parade. 10 A recent press release from the 11 Mayor's press office announced Chicago experienced 12 record tourism performance for the first 13 three-quarters in 2016. 14 52 million visitors in the city in 2015 and is 15 closer to achieving Mayor Emanuel's goal of 55 16 million visitors annually by year 2020. 17 includes an increasing number of visitors to 18 Chinatown including guests from China who are 19 visiting Chicago Chinatown for their native foods 20 and products. 21 Chicago welcomed more than And this In order to maintain the growth and 22 sustainability of Chinatown, the community needs to 23 continually invest in improving its infrastructure. 24 The proposed SSA will provide a major funding source Veritext Legal Solutions www.veritext.com 888-391-3376 Page 19 1 to keep the neighborhood clean, beautiful, and safe, 2 for the increasing number of visitors to Chinatown. 3 Businesses will benefit from the SSA with facade 4 improvement and new signage, maintenance of public 5 ways, and increased production and distribution of 6 the marketing materials that will assist in driving 7 more tourism into the neighborhood. 8 With funding sources dwindling, SSA 9 funding is critical for communities like Chinatown 10 to continue to attract visitors to the neighborhood. 11 There are currently more than 50 12 Special Service Areas which support similar 13 neighborhoods in the City of Chicago. 14 To remain competitive as a major 15 tourist destination, it is essential that the 16 Chinatown Special Service Area be approved. 17 you for your time. 18 CHAIRMAN BURKE: 19 there any questions for this witness? 20 Thank you very much. Thank you 9 My family has been in the Chinatown 10 area for a long, long time, going back to the days 11 when Chinatown was just Cermak and Wentworth 12 basically, Cermak and Wentworth. 13 came here, they worked very hard on their own to 14 build Chinatown to what you see it is as today. These people that 15 Now, I have heard all the great 16 things about how Chinatown is, and how it is a 17 tourist attraction. 18 attraction. 19 presence of an SSA. 20 and sacrifice, and I stress the word sacrifice, on 21 behalf of the people that built Chinatown. 22 talking about the older generation. 23 with virtually nothing, with prejudice, couldn't 24 even get a job, and these guys worked and worked and Yes, it is a tourist Most of this was done without the It was done by the hard work And I'm They came here Veritext Legal Solutions www.veritext.com 888-391-3376 Page 21 1 worked to build the Chinatown that you see today. 2 If you go to Chinatown, in recent 3 days, you can look down Wentworth Avenue, and it 4 won't be anything like what you might have seen 5 before. 6 evening, and see no cars parked on Wentworth Avenue 7 from Cermak going down to 24th. 8 walk on the street. You can go down there 7:00 o'clock in the 9 Not many people Looks almost like a ghost town. You can go down Wentworth Avenue and 10 see vacancies. You probably didn't see vacancies 11 before. 12 On Leong building, you guys remember, the On Leong 13 building, it used to be the hot spot for all the 14 activity. 15 Wentworth Avenue to do business. 16 vacancies there now. 17 educational center. 18 getting more vacancies on Wentworth Avenue. But there's vacancies now. Used to be the That was a key location to get a spot on 19 Well, there's two One is semi occupied by an The other one is empty. We're I bring this up because I want to 20 make a point. The landlords aren't collecting any 21 more rent. 22 more rent to offset the cost of an SSA, and the 23 point is we need more businesses, we need more 24 attractions. They're not going to be able to charge We don't need more bureaucracy, and Veritext Legal Solutions www.veritext.com 888-391-3376 Page 22 1 that's where this SSA money is going to go. 2 If you attract somebody to do an 3 attraction, you can get business in Chinatown. 4 you go and put up garbage cans, fancy lights, that's 5 not going to bring business. 6 for attractions. 7 street or a garbage can or something else. 8 trying to diminish what these people and the 9 supporters are trying to promote. 10 If You go to Disney World You don't go there to see a clean I'm not But I'm saying the shortest route is creating attractions. 11 The other point I wanted to say is 12 the notice that went out, that part of this record I 13 believe is defective. 14 include on its description the properties on south 15 China Place, which are commercial properties. 16 So, the notice does not There is 33 PINS that are listed on 17 the attachment, but they are not described on the 18 page describing the service area. 19 they were excluded. 20 by accident or intentionally. 21 I don't see why I don't know if it was excluded But those people on south China Place 22 reading this notice would believe that they're not 23 going to be charged anything for this SSA, which is 24 erroneous because their PINS are listed on the Veritext Legal Solutions www.veritext.com 888-391-3376 Page 23 1 notice. 2 So, I asked this board to reject this 3 based upon the defective notice; but that's just for 4 the purpose of this hearing. 5 The other thing is I don't believe 6 that the people, the taxpayers, should have a legal 7 obligation to support the Chamber of Commerce. 8 9 If these guys short -- run short on their money, run short of their rent, fail to pay 10 part of their taxes, you can enforce that just like 11 a failure to pay real estate taxes, and I don't 12 think that's proper. 13 I also don't think it is right that 14 about 20 percent of the people that are eligible to 15 vote or be heard on this matter can make a 16 determination for the other 80 percent. 17 So, I ask this Council to help 18 Chinatown by not creating more bureaucracy. 19 incentives to create attractions. 20 go to Navy Pier for. 21 World for. 22 we want, that's what we need. 23 for that. 24 Give us That's what you That's what you go to Disney You create attractions, and that's what We need the support And security-wise, well, what do we Veritext Legal Solutions www.veritext.com 888-391-3376 Page 24 1 do? My family owns a business in Chinatown Square. 8 And we oppose the creation of SSA 73 for the 9 reasons -- Good morning, chairman and the committee 10 members. 11 overwhelmingly overtaxed and expenses are extremely 12 high for us as a community. 13 We oppose it because we are already As the previous speakers have 14 mentioned, the taxes -- property taxes have gone up 15 significantly this year. 16 has already seen almost a 15 percent increase in 17 property taxes; and with the city already opposing 18 or considering additional taxes over the next three 19 years, with possibly another $225 million in the 20 next three years with the CPS also interested in 21 adding another $250 million in taxes, which would 22 bring the total tax for next three years to be 23 $475 million, which then would be spread out among 24 the entire community including Chinatown. Which, as you all know, 2017, Obamacare 20 It can go up We So how, when people have to choose, 21 food, housing, and healthcare, are they going to 22 come shop? 23 restaurants? 24 down and affect us. So, I seen the SSA to increase the Veritext Legal Solutions www.veritext.com 888-391-3376 Page 43 1 rates, that's just an excuse by certain group of 2 people who are for their personal interest. 3 By the end, by the end, I want to ask 4 Council and ask every people try to cancel this SSA 5 proposal for the majority of the people in the 6 Chinese community and then, as Pat explain, our 7 association already try to organize several project. 8 I personally meet with a mainstream corporation, I 9 don't want to disclose their name, but he promised 10 he's going -- they promised me they're going to 11 donate 15 trash can for free for us, and then they 12 had a budget for $12,500 for 15 trash cans. 13 I don't believe that. 14 hire some people to make it cleaning, and we 15 already -- the Chinatown Square Association, we 16 already pay about $400 every month to make the 17 Chinatown Square very beautiful, very clean, and 18 then we have a Christmas lighting, we have all the 19 Chinese culture festival, we have a dragon parade, 20 they all the work of the Chinese people in the 21 community. 22 I said And then we are also going to It's not only one person.
