GENERAL WYOMING PUBLIC SERVICE COMMISSION UTILITY ANNUAL REPORT

report shall be filed with the Wyoming Public Service Commission on or before May 1 following the year end
to which this report applies.
2. Each inquiry contained in this report must be definitely answered.
3. Any material sought to be kept confidential must be mailed to the Wyoming Public Commission with a
written request that the material be treated as confidential under Chapter 2, Section 30, Confidentiality of
Information, of the PSC's Rules. All confidential information must be clearly labeled as such and printed on
yellow paper.

In our new work plan we are planning on rebuilding existing 69 kV transmission line. This line will requite Tribal Right of Ways and these could delay the project. These were the same as last year,
still working with Tribal Right of Ways. The JBC just start meeting again, after years of non-cooperation.

Effective April 29, 2016 High Plains power sold our 115 kV transmission lines and also facilities to our
wholesaler. In addition we had a large decrease in Large Power and Commercial Load that is attributed to the
Oil & Gas Industry.
