Magistrate Peter Printed name and title Case 7:18-mj-00203 Document 1 Filed in TXSD on 01/30/18 Page 2 of 2 Attachment A On July 20, 2017, U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) in McAllen, Texas received information from the U.S. Customs andBorder Protection, Office of Fields Operations at the Pharr, Texas Port of Entry (POE) regarding a vehicle loaded with narcotics that they encountered. On that date, a Mexican national had attempted to enter the United States from the United Mexican States with approximately 11.06 kilograms . of Cocaine concealed in a non?factory compartment located in a black Nissan Altima. In November 2017, HSI Special Agents received information from a Cooperating Defendant (CD) regarding the aforementioned seizure of narcotics. The CD stated that the aforementioned vehicle was utilized on severa?l'occasions to transport narcotics into the United States at the direction of a drug trafficking organization (DTO) Operating in Reynosa, Tamaulipas Mexico. The DTO requested that after the vehicle successfully entered the United States it needed to be turned over to a male subject in the United-States. The CD later positively identified the recipient of the narcotics as Jorge Ignacio CAVAZOS. The CD further stated that CAVAZOS picked up the vehicle on several occasions. The CD recalled that on'July 19, 2017 CAVAZOS had traveled to a Walmart in the McA?lIen, Texas area in a black pickup truck to pick up the black Nissan Altima loaded with narcotics. On January 29, 2018, CAVAZOS was interviewed by Homeland Security Investigations (HSI) Special Agents. During a post-Miranda interview, CAVAZOS stated that he has been assistinga DTO in furtherance of narcotics transactions since 2016. CAVAZOS admitted that the DTO sent vehicles loaded with narcotics 7 on a weekly basis. CAVAZOS admitted one. of those vehicles was the black Nissan Altima. CAVAZOS stated he. was responsible for receiving the vehicle in the United States and extracting packages of seVeral kilograms of cocaine and sometimes other narcotics from hidden compartments within the vehicle.
