All of Registrant’s foreign principals identified above share the goals of stable governance in Libya and the prevention of Libya operating as a base for regionally or globally disruptive activities and organizations, including those involved in terrorism and human trafficking. All of Registrant’s activities have been on their joint behalf and directed toward identifying and promoting unified, stable governance for the country acceptable to the people of Libya as a whole and to the United States and other international actors. In' particular, Registrant has met with representatives of various constituencies and institutions within Libya to gain greater understanding of the country’s internal dynamics and areas of available compromise and cooperation. Registrant has sought to influence policy with respect to Libya so that such policy would be inclusive of governance approaches generated internally within Libya and would avoid unintended consequences further destabilizing the area through the eruption or use of violence. Registrant has sought to promote appreciation of the fact that the LPA has not been endorsed as contemplated by the HoR and that as a result it does not, in its current form or at the current time, provide a comprehensive basis for Libyan stabilization and peace.. Registrant has not directly engaged United States’ media to influence policy through press releases, op-eds, appearances, speeches or similar activities, but has fielded multiple inquiries from international and/or internet-based media organizations about Registrant’s foreign principals and/or Libyan governance and stability. In fielding such inquiries, Registrant provides Registrant’s analysis, which is consistent with the positions shared among Registrants’ foreign principals outlined above. Media and internet reports based on, incorporating or potentially influenced by those inquiries have been available in the United States. Registrant frequently converses with reporters about a variety of subjects, including Libya, without always knowing the media organization, if any, that may publish reports from the reporters and does not track where reports ultimately surface, are published, or are republished. Registrant has further sought information on behalf of the foreign principals from various international actors to identify their policies, priorities, and degree of willingness to participate in political solutions for Libya.
