Winds had pushed the ?re east into Annadel State park. ME25 protected the structure at the very end of Sullivan and proceeded with a 1400' progressive hoselay wrappiong the 5.14 acre ?re that had one slop over and one spot ?re totaling an acre. WT1 and a RP engine assisted with containment. We utilized the single track Sullivan Trail as the ?re break and some spots ?red off that into the main body of ?re to clean up the containmant lime. We then plumbed the line with 1 inch and Line and mopped up 30 feet in on our way down the hill. We heard traf?c that Fountaingrove was being impacted and several structures were involved. We left the ?re with 7580 and took what hose we could ?nd to form bump and run lines and proceeded to structure protection on Hadley Hills. PR 7 1 Incident 10:16:32 Wednesday, January 17, 2018 2501 Moon, Scott 7104 3 I was noti?ed of the ?re off Sullivan Way by Battalion Chief Mark Basque on Monday morning October 16, 2017 while in my of?ce at Fire Administration, one week after the Tubbs Fire incident. Based on my observations at the scene there was no connection between this ?re on Sullivan Way and the Tubbs Fire due to the separation and distance of the incidents. During my visit to the site 1 met with an occupant who lived at 4814 Sullivan Way with his Aunt and Uncle and he described his observations prior to the incident (the night of 10/8/17), and once the ?re started. The occupant stated that he observed a smell of smoke, strong winds and very warm temperatures the night of the ?re as he was outside in his backyard having a smoke around 2330 hours. His backyard faced south towards Howarth Park, in the opposite direction of where the wind driven ?re was coming from. He further said that in his effort to investigate the strong smell of smoke he went to the front of the house and observed ?re moving up the hill from Sullivan Way and starting to involve the brush at the entrance to his drive way and his neighbor's house at 4822 Sullivan Way. At that time, he alerted his neighbors and his Aunt and Uncle, and they evacuated safely. Unfortunately, their house and the neighboring house at 4822 Sullivan Way were extensively damaged or destroyed by the fire. While on site I also met with a private ?re investigator from Fire Cause Analysis who was following up on the incident and obtaining some investigative details related to the fire. The private investigator had spoken to a neighbor who lived. at 4747 Sullivan Way, and she stated that she was up the night of the fire and reported seeing ?ashes of light coming from the street at the front of her house before the ?re started in the vegetation on the slope across the street. She said the winds were very strong and erratic and keeping her up. She could. see arcs from the power lines that ran in front of her house on Sullivan Way, the lines are oriented in an east to west direction down the street. The lines ran through a tree that was across the street from her house and down slope of the homes located at 4814 and 4822 Sullivan Way, and at this location she observed the arcing. Upon investigation of the ?re area, the burn patterns observed to the vegetation on the slope moving up the hill from Sullivan Way at the base of the utility power pole showed signs of the ?re moving up from the street and around the slope to the two homes that were involved in the fire. The next day I reviewed run reports to the location and one of the responding company officers had spoken to a representative during a follow up response to the area on 10/ 15/ 8, prior to my investigation of the incident. Jon Kotula, who is a Troubleman/Restoration (707) 490-8280 for shared with our Captain that during the wind event a neutral line broke in the trees along Sullivan Way, the neutral line slipped out of the spreader and the line slid onto a hot phase resulting in an arcing condition. Subsequently the transformer tripped because of this condition and power was lost to the area. Based on these fmdings the fire appears to have been the result of a natural cause and consequence of the Red Flag weather event that occurred the night of October 8, 2017 and extended into the early morning hours of October 9, 2017. Ignition of vegetation resulted. from the arcing overhead power lines that were damaged by the extreme winds, spreading the upslope and into the two structures. We established a supply line across the street in a court and applied the deck gun to the structure. We then advanced a progressive hose lay and extinguished the grass on ?re. An established ?re in a storage and chicken coop, as well as about a 1/4 of grass was on ?re. MEO4 used a crosslay off Engine 4 to extinguish the fire in the storage/chicken coop and grass near the school. The fire was caused by high. winds and trees hitting a power line. All throughout the incident, the lines would arc starting small ?res back up that were quickly extinguished. was requested and the secured the lines on their arrival. After reloading all equipment, ME04 returned in service. DC71 Incident 14:23:38 Monday, October 30, 2017 400 - Shubin, William 7101 1 Upon arrival DC71 established IC and found EN04 pulling lines to an approx. 1/4 acre grass fire which had extended to an outbuilding at the Brush Creek Montessori School. There were wires arcing in the trees on the north side of the property. M1304 performed an exterior attack on an outbuilding, while extingusihing a small grass fire on the property. MEO7 was assigned to established a water supply on Aslan Lair Cr., then performed an exterior attack on the outbuilding with the deckgun across Brush Creek Rd and to performed a progressive hoselay on the property just north of the ?re. TKO 1?s crew assisted with ?re extinguishment and overhaul. M1304 was released upon arrival. The ?re was quickly extinguished and all units were released due to multiple incidents throughout the City. Upon my arrival to the school site I attempted to check in at the of?ce; however, it was closed at the time of my visit. I proceeded to make contact with one of the teachers in the preschool classroom and was shown to the area where the ?re destroyed a chicken coop, a wooden handball board and trees and grass on the north east portion of the property. Based on the ?re crews accounts of arcs occurring in the overhead lines while they were on site in the last hours of October 8, 2017 and small ?res starting in the grass as they attempted to extinguish the chicken coop and vegetation ?res, it was determined that the ?re damage to the site was a direct result of the high winds causing the power lines to are starting a ?re in the combustible vegetation on the school grounds. At this time the investigation is concluded and the cause has been determined to be the result of arcing electrical lines igniting vegetation, an outbuilding and a handball board on the school property.
