After our phone call, i believe 1 need to explain the reason that we did not
participate in the Washington lobbying effort and the press release for the center.
Chancellor Sharp is constantly advocating in Washington with Governor Abbott
to generate federal funding for Texas hurricane victims and to rebuild housing and
after Harvey. He does not want us to do anything that detracts from
that effort and was concerned the difference between this funding request and the
funds needed for hurricane recovery would not be clear to our elected officials in
Washington. Also, the Chancellor did not want it to seem as ifTexas was
enriching its research budget at the expense of necessary hurricane relief funds.
He believes appropriation requests such as this should be directed through the
Governor and his Commission to eliminate misunderstanding by our
congressional delegation. Given that Texas has one of the largest groups of
hurricane experts in the nation, the Chancellor has made it clear to all of us that
we are to assist UH and other universities along the Gulf with hurricane research
projects in any way that we can. 1 hope this information allows you to better
understand why we did not participate.
