Singleton Charter School Response to Louisiana Department of Education’s October 3, 2017 and December 6, 2017 Letters Dear Ms. Baghian and Mr. Gendron: The Board of Directors (the “Board”) of the Dryades YMCA/James M. Singleton Charter School (the “School”) is in receipt of the Louisiana Department of Education’s (“LDOE”) correspondences dated October 3, 2017 and December 6, 2017, regarding LDOE’s concerns related to the compliance of the School’s Individual Accommodation Plan (“IAP”) requirements, as well as concerns related to specific testing irregularities. On October 31, 2017, the School’s then-current Chief Executive Officer responded to the LDOE’s initial findings regarding the testing irregularities. At that time, the Board’s Education Committee received assurances from former staff that they acted ethically, in good faith and in service of our students. Upon receipt of LDOE’s second correspondence, the Board determined that it would be in the best interest of the School to engage an independent third party consultant to(i) conduct a full audit and assessment of the School’s current IAP practices; and (ii) determine the root cause analysis of any findings of non-compliance. As a result of these independent findings, the Board took definitive corrective action to ensure that the School’s charter commitments and compliance requirements are met. A summary of each action taken is provided below. I. Action1: Engagement of Interim Team and Termination of Employees Directly Contributing to Root Cause On January 11, 2018, the third party consultant presented its initial findings to the Board of Directors, which revealed troubling and significant deficiencies in the prior reporting to the Board by administrative staff. Based on the State Department of Education’s findings and independent findings, the Board determined that four (4) employees contributed to issues discovered during the independent audit of the School’s IAP documentation. The termination of the administrative team was recommended by the CEO of the Dryades YMCA and on January 16, 2018, after careful consideration, the Board unanimously decided to terminate the School’s Principal, Social Worker, Special Education/504 Coordinator and District Test and Curriculum Coordinator. The Board of Directors took the unanimous vote to demonstrate its support of the CEOs Dryades YMCA/James M. Singleton Charter School October 31, 2017 Page 2 decision to move in a different direction. After further consideration, the CEO of the Dryades YMCA, Mr. Gregory Phillips, decided to resign from his position before spring testing begins in order to not become a distraction to the Board and its mission of refocusing the school. The Board took immediate action to engage a qualified Interim Administrative Team with a proven track record for turnaround work. The Interim Administrative Team will work in tandem with the third party consultant to ensure that all corrective actions are taken and that the Board’s Education Committee and the full Board are fully briefed on progress, timelines and deliverables. Brief biographies of each Interim Administrative Team member are provided below. Full resumes of each Interim Administrative Team member are attached hereto as Attachment A. 1. Tia Robertson Interim Head of School Tia S. Robertson is a professional educator with 30 years of experience in cultivating and leading youth, youth programs, and implementing professional development programs. As a former classroom teacher, Mrs. Robertson was instrumental in developing and utilizing teaching across the curriculum models, thematic units, pedagogy, and peer tutoring groups. Mrs. Robertson has a keen awareness of the importance and value of community based projects. In her former capacity as the Program Manager for the 21st Grant program for Orleans Parish School District, Mrs. Robertson successful developed and managed the program across four school sites for the District. Additionally, as the Executive Director for Love Impact, a local non for profit youth organization, Mrs. Robertson has been instrumental in the formative years, writing and securing grants for the organization as well as securing sponsorships for the growth and sustainability of the program. Mrs. Robertson's education, expertise, and training as a certified guidance counselor, and her unique innate quality to discover the "hidden treasures" within our youth, has propelled her to navigate pathways that yield success for youth of all ages. 2. Monique Handy Interim Assistant Head of School and Special Education Coordinator (New Position) Monique Handy-Colin has dedicated over a decade of service throughout the Orleans Parish School District. Her career began as a classroom teacher where she taught for 9 years before moving to Special Education Leadership. After serving two years of Special Education Leadership, she joined the school administration team as an assistant principal. Mrs. Handy grew up in New Orleans and attended schools in the Orleans Parish School System, where she graduated from Benjamin Franklin High School. She received her undergraduate degree from Louisiana State University with a major in Animal Science. She has continued on the path of life-long learning by earning a Master’s Degree in Educational Leadership from Xavier University of New Orleans, and is currently in pursuit of Ed. Doctoral degree of the same university. Mrs. Handy is passionate about servicing students with whom she can identify with. Her dedication to student academic advancement through holistic education continues to drive her work on a daily basis. Page 2 Dryades YMCA/James M. Erika Murray Interim Instructional Coach for ELA and Social Studies and District Test Coordinator (New Position) Ericka Murray has served in public education in various capacities for over 18 years. Erika is presently a Doctoral student in Educational Leadership and Innovation at St. Thomas University. Erika holds a Master of Science in Reading Education, from St. Thomas University and a Bachelor of Arts in English with a concentration in Creative Writing and a Minor in Cultural Anthropology from the University of New Orleans. She has served in the capacity of a Middle School English and Language Arts teacher and the Cheer Coach at Martin Behrman Charter Academy of Creative Arts and Sciences, English IV and Law Studies teacher at Eleanor McMain Secondary School, and 504 Coordinator, Testing Coordinator, and Mentor Teacher at Eisenhower Academy of Global Studies. She is a two time published author. Erika is a member of Metro Assembly of Faith, New Orleans; where she serves as a Minister and Director of Operations. 4. Dr. Chanel Payne Interim Instructional Coach for Math and School Building Level Committee Chair (New Position) Dr. Chanel M. Payne is the owner and lead academic consultant for CMP Educational Consulting Services, LLC. Dr. Payne is a native New Orleanian and proud product of the New Orleans Public School System. She earned her B.A. and Alternative Teacher Certification from Southern University at New Orleans, Master’s and Doctorate in Educational Administration from Texas Southern University. Dr. Payne has over 15 years of experience as a certified, highlyqualified, and successful educator in public and charter schools in New Orleans and Houston. Her certification areas are: PreK-3rd, 1st-5th grades (Louisiana) and Early Childhood-4th, 4-8th grades, Principal K-12 (Texas). Dr. Payne recently completed research entitled, The Influence of Demographics and School Related Factors on Disciplinary Actions under the Zero Tolerance Discipline Policy, which examined the racist and discriminatory practices associated with the policy. Some of Dr. Payne’s other research interests include teacher diversity, school-to-prison pipeline, and student engagement. Additionally, she has served as a presenter at local and nationally education conferences and coordinated the social justice symposium, Criminal versus Gentlemen: What defines the black male image, which focused on the negative perceptions of African American males and their disproportionate representation in the criminal justice system. The Interim Administrative Team will report directly to the Board during their interim tenure. Each member of the Interim Administrative Team has received an accountability work plan (see Attachment B) that addresses key priorities and deliverables for bringing the School back into full compliance while ensuring that there is a seamless transition from the prior administration for our staff, students and families. Compliance Action 2: Independent Team to Bring Section 504/IAP Documentation into The Board’s Education Committee will maintain oversight responsibility over Section 504/IAP compliance matters. Based on the audit and assessment of the School’s current IAP practices, our third party consultants and members of the Board’s Education Committee collaboratively developed an action plan (the “504 Action Plan”) that addresses several critical areas and presents a path forward to bringing the School into full compliance and ensures that tools for ongoing compliance are in place. The 504 Action Plan addresses deliverables for, amongst other things, internal and external (parent) collaboration, school building level committee roles and responsibilities, responses to intervention, student screening, student records and assessment reports. A working draft of the Section 504 Academic Support Action Plan is attached as Attachment C. The 504 Action Plan is updated on a daily basis, and is available to the Board in real time. Using the Orleans Parish School Board’s RTI/504 Compliance Policy, our team is working aggressively to bring all IAP/504 documentation into full compliance, and expects to have this work completed by February 28, 2018. Thereafter, our Board Chair and members of the Board’s Education Committee would respectfully request a meeting with the State’s team to review our progress, assess compliance and discuss any opportunities to reinstate the results of those students who qualified for 504 accommodations, but were zeroed out due to lack of documentation. III. Action 3: Development of Test Monitoring Controls On the recommendation of the Board of Director’s Education Committee, the Board will employ a three-phased strategy to address the concerns raised by LDOE regarding testing irregularities. In addition to the State’s annual test security protocols, Phase 1 includes the Board’s Education Committee, along with the school’s interim administrative team, introducing an updated LEAP Test Security Policy, which will be introduced to the Board of Directors for full adoption at the meeting scheduled on Tuesday, February 20, 2018. These testing protocols will act as safeguards during the LEAP 2025 testing cycle. The updated LEAP Test Security Policy assurances will include, but are not limited to: (i) Testing Administration Policies/Procedures; and (ii) Test Security Policies/Procedures that are directly aligned to LDOE’s expectations. These key policies will be clearly outlined in a school based testing manual that includes the roles and responsibilities for all who will be involved in testing along with an outline of disciplinary consequences for non-compliance. In Phase 2, the Board has engaged a third party to conduct a robust staff and board member training on the adopted Phase 1 policy. Staff members who do not participate in the mandatory training will be disciplined in accordance with School policy, and will not be permitted on the School’s premises during any LEAP 2025 testing period. In Phase 3, the Board has engaged a third party to (i) monitor the School’s testing practices in action during the LEAP 2025 testing period and report its findings to the Board, and (ii) make recommendations to the Board for improvement based on observations and best practices. We hope to continue to maintain an open dialogue with LDOE and work collaboratively with the State to ensure that the action plan and deliverables set forth herein exceed the State’s expectations. Create a SBLC Binder (4 inch – 3 ring binder) Organize with Month Tabs (JAN-DEC Index Divider) Include all 300 R Forms, SBLC Agendas from the (2017-2018) with participant signatures and copies of supporting documentation Schedule SBLC Meetings (January 22th – January 31st) for all students with current 504 plans Create a SBLC scheduling document for each SBLC meeting day with allotted time frames, when scheduling meetings with parents note the scheduled day and time. From the schedule document create the SBLC meeting agenda – Be sure to invite the referring teacher (teacher must attend meeting – classroom coverage may be needed to cover teachers for meetings), necessary support staff and all SBLC team members. Call to reconfirm meeting date and time with parent 1-2 days prior to meeting date (document on contact log). Print agenda and sign in sheet for each scheduled meeting day. Following SBLC meeting place copy of 300R in student 504 folder.(I will ask Ms. Jackson to do this tomorrow.) Response to Intervention Provide a copy of the Interventionist schedule and current rosters (to include student name and grade level) Provide copies of any previous rosters of students served during the current school year. Each interventionist should provide the following on all 504 students who have received interventions this school year: • Student work samples that show evidence of suspected disability (Due: January 11-12 during Teacher Review Meetings) • Documentation of interventions administered. Include date/duration (minutes) of session/standard and/or skill targeted with work samples (Due: January 11-12 during Teacher Review Meetings) • Progress monitoring documentation (ie. Charts/graphs (running records), assessments, etc.) (Due: January 16 during FollowUp Teacher Meetings) Student Screening 504 Screener Training (Wednesday, January 10th 2:00 pm – 4:00 pm; Friday (All Day) Following dyslexia screening trainings, trained staff will screen (reevaluate) students who are currently listed as having characteristics of dyslexia, d.
