This amendment is to give notice of an oral extension and amendment to the written agreement between Registrant and the
Ministry of Foreign Affairs of the Kingdom of Saudi Arabia, filed as Exhibit B on September 27,2016. Registrant and theForeign
Principal orally agreed that Registrant would provide Foreign Principal general government relations services in exchange for
a monthly retainer fee of $100,000 per month beginning in July 2017.
