Hicaliber horse rescue

 
I do not have pictures of dead bodies other than the overhead pics of the tarps in the killing spots.  Horses are likely 
there on Friday since that seems to be their body pic up day.  Rick from ALAR 951 816 9612 is who is called for removal. 
She never shoots just one it seems.  I have NOT made contact to Rick. I would rather wait for proper authorities. Unsure 
how long bodies stay under the tarp and how many are picked up.  
She uses a .22 long rifle, as this opens, I would suspect there may be some concern for registration. Will address that 
issue with Deputy conteras.  So far there has been 18 horses shot. They have a web feed and admit to the shootings. It’s 
no secret. Michelle (founder) is the person that deems the animals ready for euthanasia, per 599(d)pc, concern she has 
no credentials for this.  
She has just put out a new video advertising herself to provide free euthanasia to those in need. I would think that 
someone offering such services would need certification/licensing. She refers to herself as a “safe refuge” which appears 
as she is operating as an animal shelter.  
 
Fire marshal Davison advised me to reach out to haz mat. Topics of dead carcasses, medications, medical supplies 
disposal. The 6’ high piles of manure may be haz mat issue. He also mentioned to contact deputy conteras ( I have left 
messages, but haven’t heard back).  
 
 
Meds are stored in the `med' room which is attached to the barn.  It seems like it's around to the right if you are 
standing in front of the barn.  You can see the A/C unit hanging out.  I'm told the ponds and water bodies are absolutely 
putrid on that property and that is partially due to the manure run off from those huge piles.  I may be able to get more 
info of that.  Here is an over head map of the place from their private groups.  They may have added more pens since 
this was done, but the layout is what is important.  The overheads showing where she puts the dead bodies are in 
photos.   
California board of veterinary medicine has open an investigation as to the practice of vet care and meds with proper 
credentials.  
 
Most of the horses they get are from Ontario auction. There are 3 known & named persons that supply them with the 
sickly/injured ones.  
Opd has been notified.  
The rescue does fundraising to pay for all the horses. Tax extensions have been filed and IRS has been notified so proper 
paperwork and filings will be looked into.  
 
They have a few permits awaiting, they are zoned to have 100 horses but are well over 180.  
 
The ac & humane society in sd area forwarded to LA county, they won’t be pursuing as there is a conflict of interest with 
the founder.  
 
Please let me know what else u may need & who would be able to look into the issues.
