RESOLUTION NO. ___________ RESOLUTION A RESOLUTION OF THE COUNCIL OF THE CITY OF KNOXVILLE RESPECTFULLY REQUESTING THAT THE MEMBERS OF THE KNOX COUNTY LEGISLATIVE DELEGATION OPPOSE EFFORTS TO UNDO LOCAL SHORT-TERM RENTAL ORDINANCES THAT WERE DEVELOPED THROUGH AN OPEN PUBLIC PROCESS AND ARE REFLECTIVE OF COMPROMISE BETWEEN VARYING INTERESTS. RESOLUTION NO: _________________ REQUESTED BY: Vice Mayor Saunders and Councilmembers Wallace, Roberto, Singh-Perez, and Rider PREPARED BY: Council APPROVED: ________________________ APPROVED AS AN EMERGENCY MEASURE: _________________________ MINUTE BOOK: ________ PAGE ______ WHEREAS, the City of Knoxville, for well over a year, had a public input process regarding short-term rental properties in the City of Knoxville; and WHEREAS, Knoxville City Council and the City administration afforded ample opportunity to any affected short-term rental operator, resident, business group or neighborhood organization to discuss and provide valuable input on the ongoing and future needs of the short-term rental industry balanced with zoning laws; and WHEREAS, the rights of property owners were given consideration in the preparation of the ordinances related to short-term rentals within the City of Knoxville; and WHEREAS, throughout a lengthy public process involving many meetings, multiple public forums and innumerable communications with members of the public, short-term rental operators and different businesses, an ordinance was passed that was reflective of compromise on the part of the various stakeholders in allowing short term rentals in Knoxville; and WHEREAS, the City of Knoxville has been issuing permits to short term rental operators under the system, and the system is working well for the short-term rental operators and the City; and WHEREAS, because City Council believes in the procedure followed and the viability of the framework that has been set in place as well as being effectively administered by the City of Knoxville, City Council therefore respectfully requests that its ordinance not be preempted by legislation. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KNOXVILLE: SECTION 1: The Council of the City of Knoxville hereby respectfully requests that the members of the Knox County Legislative Delegation carefully consider and weigh proposed state-wide legislation that would undo the carefully developed short-term rental ordinance in the City of Knoxville which was established through a public process lasting well over a year, balancing competing needs between affected parties. SECTION 2: Upon adoption, the City Recorder is hereby respectfully requested and directed to forward a true and correct copy of this Resolution to the members of the Knox County Legislative Delegation to apprise them of City Council’s respectful request.
