The Government of Israel ­ Ministry of Defense (“GOI­MOD”) invites [REDACTED] to provide 
information regarding Research and Development (R&D) Vulnerabilities and Zero­Day Exploits. The 
GOI­MOD is at a preliminary stage in the procurement process and has not made any final decision with 
respect to whether it will proceed to issue a Request for Proposal (“RFP”) for the capabilities described 
herein (see attached list). The information the GOI­MOD receives in response to this Request for 
Information (“RFI”) will assist the GOI­MOD in deciding whether it will eventually issue an RFP. 
 
The information you provide should include prices and the anticipated time for delivery 
(measured from the effective date of a contract). Because the information to be provided pursuant to this 
RFI will be used by the GOI­MOD as part of its decision whether to eventually engage in a procurement 
that would involve the use of Foreign Military Financing (“FMF”) funds, the GOI­MOD requests that you 
also provide information regarding the percentage of U.S. and non­U.S. content in your proposal.  
 
All expenses associated with the preparation of your response to this RFI and your participation 
in a solicitation (if an RFP is issued to you) are for your account and will not be reimbursed by the 
GOI­MOD. This letter does not give rise to any commitment by the GOI­MOD to issue an RFP to you.

The Government of Israel Ministry of Defense (GOI­MOD) is interested in advanced 
Vulnerabilities R&D and zero­day exploits for use by its law enforcement and security agencies for a 
wide variety of target platforms and technologies. We are interested in both offensive and defensive cyber 
security contractors focused in vulnerabilities R&D that will enable the GOI­MOD to identify and engage 
with relevant team and projects. 
 
As part of your response, please provide a short answer to the following: 
 
a. Does your company profile include independent vulnerabilities R&D? 
b. Alternatively, do you purchase vulnerabilities exploits from a sub­contractor? 
c. Do you publish advisories or exploits for zero­day vulnerabilities? 
d. What is your disclosure policy? 
e. Do you offer vulnerabilities to your clients as an independent product, or it is a 
sub­component of a complete offensive cyber security solution? 
f. What are your main platforms of interest for vulnerabilities R&D? (Windows / Linux /

g. What is your support policy? Do you provide the client with a replacement vulnerability 
in case of patch publication?
