STATE OF WEST VIRGINIA EXECUTIVE DEPARTMENT At Charleston EXECUTIVE ORDER NO. 6?18 By the Governor WHEREAS, West Virginia is blessed with educators, school service personnel, and public employees who are committed to their students and their state; and WHEREAS, the Public Employees Insurance Agency is an employment benefit that is of the utmost importance to West Virginia educators, school service personnel, public employees and to the State of West Virginia, itself: and WHEREAS, the long-term ?nancial stability and health of the Public Employees Insurance Agency has been a substantial concern to West Virginia educators, school service personnel, and public employees for a long time; and WHEREAS, the permanent fix to the long?term ?nancial stability of Public Employees Insurance Agency cannot be accomplished immediately, but requires a thorough and complete study; and WHEREAS, West Virginia educators, service personnel, and public employees deserve an opportunity to have input and be heard during this thorough and complete study: and WHEREAS, stakeholder participation in the study is essential to a positive and bene?cial result; and WHEREAS, the health and welfare of West Virginia educators, service personnel and public employees, is oi?paramount concern to Governor Jim Justice. NOW, THEREFORE, I, JIM JUSTICE, by virtue of the authority vested in me as Governor of the State of West Virginia, do hereby ORDER that: 1. The Task Force on Public Employee Insurance Agency Stability (the ?Task orce?) is hereby constituted. 2. The Task Force shall consist ofthe individuals identi?ed in this Executive Order, who shall serve at the will and pleasure of the Governor. The members of the Task Force may only designate individuals to serve in their place with the express written consent of the Governor. 3. Members of the Task Force shall be individuals who have education, experience, and particular knowledge regarding the Public Employees Insurance Agency, its financial stability, its participation and the public insurance industry, as follows: The Governor?s Chief of Staff, who shall serve as Chair ofthe Task Force; One current member of the Board of the Public Employees Insurance Agency. Three members of the State Senate, with two of the three members being of the Republican Party and one member of the three being of the Democrat Party, designated by the Senate President; Three (3) members of the House of Delegates, with two of the three members being of the Republican Party and one member ofthe three being ofthe Democrat Party, designated by the Speaker of the House of Delegates; A Representative of the West Virginia Federation of Teachers; A Representative ofthe West Virginia Education Association; A Representative of the West Virginia School Service Personnel Association; Five (5) members who shall serve at the will and pleasure of the Governor and shall be appointed by the Governor, as follows: (1) Three (3) West Virginia full-time public employees, after consultation with the various public employee associations. (2) Two (2) West Virginia retired public employees, with one retired public employee being a retired education employee and one retired employee being a retired state employee. Seven (7) members as the Governor, at his discretion, may appoint, having particular knowledge and expertise of the insurance industry and business. 4. The Task Force shall review, study and assess the current state of the Public Employees Insurance Agency as provided to PEIA insureds, including but not limited to: The current insurance plan provided to employees; The premiums paid by employees and their families; The current state of plan coverage, reductions, exclusions, expansions and medical costs; Control and reduce medical costs; Market analysis and trends of coverage; Economics found through efficiencies; and Anything else the Task Force deems necessary to provide a thorough evaluation in preparation ofits report. 5. The Task Force shall also elicit public input from West Virginia state employees, their families, and West Virginia public retirees, by coordinating public hearings in all Fifty-five (55) counties: These public hearings shall be at times and locations convenient so that public employees, their families and public employee retirees may attend; Public employees and retirees will be provided an Opportunity to ask questions and provide input to the members of the Task Force. 6. The Task Force may establish subcommittees as it deems necessary and convenient to carry out the requirements of this Executive Order. 7. After obtaining input from public employees and public retirees, the Task Force shall provide a report of the findings and recommendations of the Task Force for a long-term financial stability plan for the Public Employees Insurance Agency. 8. The Task Force shall hold its organizational meeting on or before March 15, 2018. 9. The Task Force shall prepare and issue a ?nal report prior to the December 2018 interim meetings of the West Virginia Legislature, advising ofits findings and recommendations. 10. The Report ofthe Task Force?s findings and recommendation shall be submitted to the Governor, and the Joint Committee on Government and Finance. 1 1. The Report of the Task Force shall be ?nalized prior to Public Employees Insurance Agency?s 2020 Fiscal Year Plan rollout. 12. Staff support and facilitation for the Task Force shall be provided by the West Virginia Governor?s Of?ce. 13. Reimbursement for Task Force travel expenses may be made from the budget of the Governor?s Of?ce.
