Engagement approach SSC is preparing to engage with community organisations and the public on the approach for collectively developing the next action plan. A public survey to discover how New Zealanders would like to be engaged in the action plan process is ready for launch on Monday 27 November. This survey would be sent to the over 400 subscribers on our OGP mailing list, and publically available from the New Zealand OGP website. This survey acknowledges in the introduction that the National Action Plan 2016-18 would have benefitted from more time. The timings for action plan development in 2018 are being planned with increased engagement timeframes in response to feedback from New Zealanders. The survey will help further inform our planning for action plan engagement next year. SSC as part of its commitment to the OGP, chairs an OGP reference group, called the Expert Advisory Panel. This Panel enables regular consultation with community organisations during action plan development and implementation. The Panel have reviewed the approach and survey and requested no changes. At the heart of each country?s participation in the OGP is a National Action Plan - developed in collaboration with community organisations and the public. Each action plan contains specific commitments to enhance open government. New Zealand?s National Action Plan 2016?18 was approved by Cabinet in October 2016 and includes a commitment to support ongoing engagement for OGP in New Zealand. Engagement approach 4 The OGP co-production of the National Action Plan every two years call for significant public engagement, both online and in person. In our plan cycle, the SSC will need to engage with New Zealanders between February and June 2018. This will support the completion of a plan approved by Cabinet in line with the OGP deadline of 2018. The SSC recognises that community consultation is a specific area of expertise that it is growing but currently does not have in the depth and level required to undertake this important work. There is also significant benefit in facilitation by a neutral party. For this reason, an external consultancy is being engaged to work with SSC. Confirmation of the provider is currently underway. At a high level, the key deliverables are: 6.1 An OGP Consultation Plan covering online citizen dialogue, regional fora and design workshops. Also included will be face to face meetings with civil society organisations. The Consultation Plan will be in a draft ready to discuss with you in January 2018. 6.2 Facilitation of the National Action Plan 2018-20 co-design covering generation, refinement and prioritisation of ideas as well as workshopping of prioritised ideas 6.3 A National Action Plan 2018?20. Next steps 7 We began the online survey of civil society on 27 November that will run for six weeks. The information gained from this engagement will also inform how we work with civil society to develop the OGP Consultation Plan and how the National Action Plan 2018- 20 is facilitated.
