On the same day, I reviewed email correspondence sent to IAD from Inspector Themas . STIGLER regarding this matter. . On Friday, February 10, 2017, I conducted a non?recorded telephone interview with of Dignitary Security, who described the actions of Captain Johnny SGRIGNUOLI on January 13, 2017. - . On Wednesday, March 1, 2017, I contacted Operations and Maintenance Manager Matthew MORTWEDT of the Department of public works to obtain A documentation of ID card swipes for all City Hall and Zeigler Building employees who accessed the Zeigler Building parking garage on Market Street on January 12, 2017, between 6:00 pm. and 10:00 pm. I reviewed the document to see if anything stood out and it did not at that point. 5 a On Monday, March 6, 2017, I conducted a Pl-21 interview of Captain SGRIGNUOLI. Captain SHEPARD was present during the interview and Captain SGRIGNUOLI answered questions without representation present. Captain SGRIGNUOLI indicated during the interview that he and his were having marital problems and were both seeing a therapist named During the interview, Captain SGRIGNUOLI indicated that he went and viewed video at City Hall without prior authorization (on January 13, 2017) because disclosed to him that his was having an affair, and she was supposed to have been in the area of the Ziegler Building, on Market St, on January 12, 2017. Captain SGRIGNUOLI acknowledged violating GP 1.03. . On Friday, March 17, 2017, I received information from the Office of the Chief that prompted me to review the card swipes from the Zeigler parkmg" garage once again. It was related to IAD that on March 4, 2017, retired member, Captain Mark STANMEYER, observed Captain SGRIGNUOLI and Marynell Page 1 of2 REGAN together at the Total Wine liquor store at 17300 W. Bluemound Rd. After reviewing the cards swipes a second time, i determined that on January 12, 2017, Marynell Regan used her employee ID to enter the Zeigler Building parking garage at 8:33 pm. She then left the garage in her personal vehicle and exited onto Market St. at 8:38 pm. She did this all within the timeframe that Captain SGRIGNUOLI requested to view on January 13, 2017. Based on this information, it was believed that Captain may have been untruthful during his interview and that he was really looking to find Marynell REGAN on the video. On Wednesday, March 22, 2017, I responded to Total Wine and reviewed interior surveillance video of the business from March 4, 2017. At approximately 3:42 pm, Captain STANMEYER is observed standing inside the business holding a shopping basket. At 3:48 pm. (15:48:09) Captain and Marynell REGAN entered the store together. Captain grabbed a shopping basket as they entered. At 3:58 pm. Captain and Marynell Regan entered the check?out line at register 8. Captain removed one bottle of dark liquor from his basket and placed it on the counter. The sales clerk scanned the'alc0holic beverage and Marynell purchased it- with a credit or debit card. Captain grabbed the liquor once it was bagged and they both left the store at 4:00 pm. The aforementioned was burned to a disk. it should also be noted that I also observed video footage of Captain and Marynell Regan eWWn STANMEYER in the center ofthe stofe'That footage could not be burned to a disk. On Monday, April 3, 2017, IAD received information from the Office of the Chief . that Captain had moved into an apartment at in Wauwatosa. Lieutenant Timothy informed me that he called the contact number to the address and spoke to a woman who identified herself as Lieutenant confirmed that Captain had signed a lease at the location. Lieutenant asked if Ms. REGAN was also on the lease, and replied no, she was- only a ?point of contact.? Lieutenant directed me to follow?up on this informa Ion. On Friday April 7, 2017, I responded to and obtained a copy of Captain residential lease agreement (lease), upon the direction of Captain SHEPARD. I spoke with onsite manager She provided me with the lease and indicated that Marynell REGAN was not listed as a resident or erson of Captain Between April 7, 2017 and April 20, 2017, I made several unsuccessful attempts to locate Marynell Regan at Captain apartment. i also never observed her ered outside the apartment. On Thursday, April 20, 2017, I followed Marynell REGAN after she exited the Zeigler Building parking garage in her personal vehicle, to see if she would drive to Captain residence at I did this only Page 2 of 2 #17-0015 for the purpose of confirming that Captain was in a relationship with her.
