The black market distribution of steroids is a groWing health problem. Steroids are commonly purchased by athletes and body builders on the black market and are used to promote rapid increases in muscle tissue development and strength. Investigation has determined that black market distributors commonly use the U.S. Mail to order, send and receive steroid packages and payments. at present the investigation is attempting to identify customers and suppliers doing business with the above individual. . The act of dispense ing a drug contrary to the provisions of this paragraph shall be deemed telbe an act which results in the drug being misbranded while held for as e. (.2) Any drug dispensed by filling or refilling a written or oral pre- scription of a practitioner licensed by law to administer such drug shall be exempt from the requirements of section 352 of this title, ex- cept subsections (2) and (3), and of said section, and the packaging requirements of subsections and of said section, if the drug bears a label containing the name and address of the dispenser, the serial number and date of the prescription or of its filling. the name of the prescriber, and, if stated in the prescription. the name of the patient, and the directions for use and cautionarv statements, if any. contained in such prescription. This exemption shall not apply to any drug dispensed in the course of the conduct or a business of dispensing drugs pursuant to diagnosis by mail, or to a drug dispensed in violation of paragraph of this subsection. The Secretary may by regulation remove drugs subject to sec- tions 35203} and 355 of this title from the requirements of paragraph (1) of this subsection when such requirements are not necessary for the protection of the public health. DUCHAINE was observed entering WILSON POSTAL SERVICES at 702 Washington Street, Marina Del Rey, California driving a white Honda motor scooter with California plates 22E7430. DUCHAINE exited the mail box rental office carrying some small packages which he placed in a rear compartment of the vehicle. DUCHAINE was followed to COFFEE SHOP at 5th and Wilshire Boulevard in Santa Monica. During the surveillance it was apparent that DUCHAINE was surveillance conscious due to the fact that he: 1. drove very slowlyIr 2. made an e?etic Uoturn and proceeded to fOllOW? one of the surveillance vehicles for a while. Upon leaving POLLY's, DUCHAINE stopped at MUSIC PLUS RECORDS at 14th Street and Nilshire Boulevard. It was noticed that the driver, a middle age male, had salt and pepper hair. The driver was the same individual as observed writer on August 1, 1936 and identified as DANIEL R. DUCHAINE . It was later noted that a private mail box service is between Arizona Avenue and Santa anica Boulevard on Ocean Boulevard, number 1341. {Mr @320 $15
