On 06/23/2016 Of?cer Miles and I were dispatched to the area of 4th Ave and Wood Street for a threat in progress call. Upon arrival
we met with Eboni Sanders who stated that she was just threatened by a male known to her by the name of Thomas Mowbray.
Eboni Sanders was visibly shaken up by the incident. She was shaking, could hardly talk and crying. It was clear that Sanders

was distraught and extremely shaken up by the incident. Sanders explained to us that she was walking down the side walk

coming from her appointment on Wood Street. She was approached head on by Thomas Mowbray who was walking with his
girlfriend. Mowbray started walking directly toward Sanders. Sanders immediately became nervous and slowed down her walking.

Mowbray walked directly toward her while starring her in the face and threw his shoulder upper arm area into the side and shoulder
area of Sanders body. This knocked Sanders off her balance and to fall toward the side while trying to keep upright. Sanders could
still feel the area where she was struck by Mowbray. While Mowbray ran into her he yelled You a dead bitch", while looking
directly at Sanders. Sanders was immediately put into fear and believed Mowbray was going to try to harm her. Previously in
another documented incident, Mowbray used his ?ngers and thumb in a motion consistent with someone slicing someone's threat.
This along with what just happened, Sanders was clearly in fear of being seriously harmed and in fear of her life. Mowbray has
threatened and harassed Sanders under the following Incident numbers which were taken by Of?cer Agliori and Of?cer Nelson on
numerous reports under the following report numbers16-32522 on 02/22/2016, 1646161 on 03/18/2016, 16-70180 on 04/18/2016.
16-71711 on 04/20/2016, 16-75281 on 04/25/2016 and 16?105219 on 06/07/2016. Mowbray has demonstrated a continued course
of threatening conduct that is getting more serious as time goes on.

Eboni Sanders has an ongoing criminai case against Mowbray OTN G741056-i for Harassment and Indecent Assault) where she
is the victim and is awaiting court proceedings after the case made it through the preliminary hearing and awaiting trial at the Court
of Common Pleas. Mowbray was advised of a no?contact order and told to stay away from Sanders who is the victim in this case.
Mowbray continues to violate the order and the Magistrates orders when he approaches and threatens Sanders. Sanders has also
found numerous threatening letters left around where she goes to appointments and in elevators which is documented in several
Incident reports signed by "Hunter" which is Mowbray?s nick name.

Sanders is forced to have doctor appointments in the downtown area of the city and has been threatened and harassed by
Mowbray. Over the course from the ?rst incident the threatening encounters by Mowbray have become more intimidating,
threatening and violent. Of?cer Miles and beiieve Sanders to be in danger. We also believe that if Mowbray's bond is not revoked
or he is not in jail he will cause serious physicai harm to Eboni Sanders.

I spoke with ADA Ed Sheid today at 1945 and he stated we should charge the following
