Georges Duponthoc, the head of the energy section of Group Planning at Shell in London, is patently one of a group which could be described as technological optimists. He refuses to accept that the steady stream of technological modernisation and improvement which has always been with us - and has actually been gaining pace constantly ever since the industrial revolution - has now suddenly come to a halt. However. ideas may still founder during this growth period. Behind that is a wave of still exploratory science where attempts are being made to investigate new discoveries and ideas. Finally. probably still fifty years hence. there is a wave of the completely unknown, it is impossible to predict what force that wave will have when it finally reaches the shore Oil. gas. nuclear energy and water power form the present core of "modern" commercial technology. \Mnd turbines and photovoltaic cells are deemed to belong to the "second wave", as are modern biomass and tuels. Controlled nuclear fusion and superconductivity at room temperature are at the stage of exploratory research. as are artificial and magma energy (terrestrial heat). It is entirely probable that new nuclear technology and particle physics will form the l"fourth wave". which Georges Dupont>>Roc introduces in his scenarios as "the surprise". "Precisely the same surprise as the discovery of radioactivity a hundred years ago". Growth and lots ol growth The Group Planning energy study presents two long-term visions. "Sustained growth" and "Dematerialisation". They look ahead to the year 2060 and even. tor a number of hypotheses. as far ahead as 2100. Around 2060. the energy mix - the number of energy sources - has risen to around ten. each with a market share of between 5 and 15 per cent. Substantially more oil and coal is consumed in the "Sustained growth" scenario (ample supply) than in the "Dematerialisation" scenario (strong emphasis on new technology and improved energy efficiency). Gas. which can be used efficiently and relatively cleanly to generate electricity. will have an even greater level of consumption in the "efficiency scenario". Volgens Dupont-Roc betekenen de veel lagere prognoses ten aanzien van de COz-emissie en de -concentratie dat het niet zinvol is om heffingen en be- lastingen te gaan leggen op fossiele energie met als doel om een klimaat- verandering af te wenden. Een bijko- mende overweging daarbij is dat er we- tenschappelijk nog steeds geen bewijs is dat hogere COZ-concentraties leiden tot (schadelijke) klimaatwijzigingen. Bovendien, aldus de scenaristen van Shell, zorgt een dergelijk ?Wegzuigen? van geld richting de algemene midde- len van de overheid ervoor dat de ener- giesector minder kan ontwikkelen aan nieuwe energiebronnen.
