Ensure proper labeling at the point the first sharps is placed in the container. Owner stated that no reportable hazardous materials or hazardous waste are stored or generated onsite. Fuel and vehicle maintenance are conducted off site. Owner also stated that no pharmaceutical waste is generated at this time. Guidance was provided if this changes in the future. Owner denied any infectious animals onsite now or in past. Be advised if you generate any hazardous waste (pesticides, motor oil, antifreeze, etc) will need to be disposed of by a registered hazardous waste hauler. It may be possible to utilize the facility in Ramona if these items are generated in small amounts. The Hazardous Materials Division (HMD) of the Department of Environmental Health is the Certified Unified Program Agency (CUPA) for the County of San Diego. As the local CUPA, the HMD implements the Unified Program in the County and regulates businesses that manage hazardous materials, hazardous wastes, aboveground petroleum storage tanks, and underground storaganks. He was at the committee hearing, too, for the section, and claims a senator said that said he didn’t want his horse ranch to be regulated because it was similar to home waste. They then added the (f) exclusion in §117700. §177670 also has the similar basis with “household, farm or ranch.” Therefore, I would exclude private ranches, but not places that are engaged in business for sport (racing or show), or other reasons. I think if we ever did try to pull in the big ranches like Foster Farms or Harris Ranch, they would stay with the non-infectious argument that has been used with vets for a long while. The County of San Diego has engaged a third party agency, Society for the Prevention of Cruelty to Animals Los Angeles (SPCA LA), to investigate HiCaliber Horse Rescue?s operations. While the formal investigation is being conducted, information cannot be made available or disclosed, therefore, we respectfully request your patience until the investigative report becomes available. The County, however, can speak to its other involvement with HiCaliber Horse Rescue related to solid waste and zoning ordinance code compliance violations. The County of San Diego?s Department of Planning Development Services (PDS) has been in regular communication with the rescue since early 2017 and is currently implementing a compliance schedule to reduce the number of horses on the property. HiCaliber Horse Rescue has applied for an Administrative Permit that could allow up to 100 horses on the rescue?s property. Per the compliance schedule, PDS Code Compliance staff will be verifying that an incremental reduction in the number of horses onsite is occurring every 90-days.
