MACH RANDY WATSON June 18, 2015 Honorable Greg Abbott Governor of Texas State Capitol Austin, Texas 78711 Dear Governor Abbott, The 84th Legislature has authorized the Department to purchase a new high altitude support airplane. This aircraft will be primarily used on the Texas and Mexico border assisting local, state, and federal law enforcement agencies in combating organized criminal activity including, but not limited to, the interdiction of illegal drugs, human trafficking, weapons, stolen vehicles, and bulk cash. In May, 2013, DPS Aircraft Operations, authorized by the 82nd Legislature, placed into service a new Pilatus PC-12NG Spectra high altitude support airplane. During the past two years the Pilatus has flown 1,585 hours, participated in 201 investigations, performed 772 agency assists, directed ground personnel to interdict 3,464 persons, and located 20 lost persons. The Pilatus has been force multiplier and an effective tool in assisting public safety personnel in the performance of their duties. Therefore, the Department proposes to add an additional airplane to assist the important work being performed by our public safety partners engaged in securing the Texas and Mexico border.
