UNCLASS IFIED OF DC 20511 ES 2018?00180 MEMORANDUM FOR: Distribution SUBJECT: Issuance of Updated Intelligence Community Directive 107 on Civil Liberties, Privacy, and Transparency I am pleased to announce that on February 28, 2018, I signed a newly revised version of Intelligence Community Directive (ICD) 107 on Civil Liberties, Privacy, and Transparency. This directive was originally issued in 2012 to establish IC policy on protecting civil liberties and privacy. I have updated this directive to include transparency. With the reissuance of ICD 107, we have firmly established transparency as a foundational element of securing public trust in our endeavors, alongside the protection of civil liberties and privacy. This directive institutionalizes a strategic, coordinated, and proactive approach to inform and enhance the public?s understanding of the IC. During my tenure as DNI, we have continued to promote transparency in a responsible manner that protects national security information, and have already seen outstanding results. To name a few, the ODNI has: 0 Re?launched the INTELLIGENCEGOV website to expand and improve public access to information about the 0 Created a new historical declassification program, with the first release focusing on the Vietnam War?s Tet Offensive; and 0 Provided new details to the public about the oversight and use of key national security authorities, such as Section 702 of the Foreign Intelligence Surveillance Act. ICD 107 calls on IC elements to ensure that civil liberties and privacy protections are integral considerations when planning and conducting intelligence activities, and to support implementation of the Principles of Intelligence Transparency for the IC. As provided in ICD 107, please ensure that your respective organizations have designated senior officials to participate in the IC Civil Liberties and Privacy Council and the Intelligence Transparency Council, and that those officials have the support, resources, and information they need to carry out their important responsibilities.
