As requested here is additional information-that i hope will help you in making a decision on whether to participate in the 408 Coalition. The approach we have Outlined involves several components: prepare briefing sheets. for several projects to help garner support among Congress; arrange and attend meetings for coalition members With Corps leadership and also. congressional offices and committees ofjurisdi'ction; develop language suitable for inclusion in" a WRDA to address- 3 this issue; draft 408 comments that can be submitted to the Corps on the current 408 guidance; monitor 408 activity as it progresses lie; WRDA 2.016, implementation guidance for WRRDA 201d Sec 1007?); and keep the coalition informed and involved throughout the 4 month long effort. This is estimated this wili'take about 300 hours, at a corresponding cost of-S100,000. it is doubtful that as'maller-ef-fort-could be as impact-fol as need be. Several levee and flood protection districts'in the Midvvest and'South are beingasked to share the cost of this effort. We are first seeking to identify those ie?vee/ drainage/flood protection districts to vvhorn this effort is of value. Recognizing that varying districts have varying issues, we?ll then work-with you and fairly apportion the costs. The southern Districts (Louisiana) can be assured they will not" bare even half the Cost of this overall offer-t. The legal analysis. a significant undertaking, has already been completed and, hence, is not included in the $100,000 estimate. Additionally, there are several levee/ drainagejtlood protection districts in the MidWest (mideississippi River basin) that have already invested in and who are continuing "to support this effort. I Our Husch Biackv?veii team looks forward to working with you on this, and an overview ofour approach is attached. Because it is important that work begin soon, i hope tohear back from you in the very near future concerning whether you?ll be participating in the coalition.
