As requested here is additional information that hope will help you in making a decision on whether to participate in the 408 Coalition. The approach we have outlined involves several components: prepare briefing sheets forseveral projects to help garner support among Congress; arrange and attend meetings for coalition members with Corps leadership and also congressional offices-and committees ofjurisdiction; develop language suitable for inclusion in a WRDA to address this issue; draft'408 comments that "can be submitted to the Corps on the. current ?108 guidance; monitor 408 activity as it progresses WRDA 2016, implementation g?uidanCe for WRRDA 2014-Sec 1007); and keep the coalition infermed and involved throughout thee month long effort. This is estimated this will take about 300 hours, at a corresponding cost of $100,000. it is doubtful that a smaller effort could be as impactfol as need be. Several levee and flood protection districts in the Midwest and South are being asked to" share the cost of this effort. We'are "first seeking to identify those. levee/ drainagefflood protection districts to-whom this effort is'of value. Recognizing that. va rying districts have varying issues, we?ll then work with youand fairly apportion the costs. The southern Districts (Louisiana) can be assured they willnot bare eaten half the cost of this overall effort. The legal analysis, a significant undertaking, has already been completed and, hence, is not included in the $100,000 estimate. Additionally, there are several levee drainage/flood protection districts in the MidwestlmidAMississippi River basin) that have already invested "in and who are continuing to support this effort. Our Husch Blackwell team looks forward to working with you on this, and an overview of our apprdach is attached. Because his important that work begin seen, i hepe to hear back from you in the very near future concerning whether you?ll be participating in the coalition. Also attached for your reference is a draft engagement letter. Please let me know if you have questions or'if there. is additional information-that'would be helpful to makingyoor decision, Kindest regards; Karin Karin M.
