MEMORANDUM TO: FROM: SUBJECT: DATE: INTERESTED PARTIES GENE ULM—PUBLIC OPINION STRATEGIES RECENT WI CD-01 SURVEY DATA MARCH 21, 2018 The following memorandum is based on a survey of 400 likely voters completed in Wisconsin CD-01 March 18-20, 2018. The margin of error for the survey is plus or minus 4.9%. One-hundred and sixty interviews were completed via cell phone. Key findings: 1. Paul Ryan continues to grow his lead on the ballot over Randy Bryce, 55%-34%. A full 21-points over his opponent.    Ryan is winning independents 56%-27%. Forty-three percent of voters are “definitely” voting for Ryan in November. Fifty-three percent of the voters have a favorable impression of Paul Ryan, including 51% of independents. 2. Bryce continues to struggle to gain any foothold.  Only 38% of district voters have ever heard of Randy Bryce, and only 14% have a favorable opinion of him. Nine percent have an unfavorable opinion of him. 3. Voters approve of the Republican agenda and of the President.  Fifty-one percent of voters approve of President Trump, including 53% of independents.  Republicans have grown their lead on the generic ballot to 12%, 48%-36%.  By a 55%-32% margin, voters believe the recent tax reform legislation is good for their family. The bottom line is that Paul Ryan is poised to handily win re-election. Don’t hesitate to call with questions.
