COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
In accordance with Federal Acquisition Regulation 13.106-1(b) (1), I hereby determine that the
Greyshift GreyKey Forensic Extraction Systems listed on DJF-18-1800-PR-0005744 is
available from only one manufacturer (brand name only), and competition is precluded as there
are no substitutes available.
1. Identification of the agency and contracting activity
The United States Department of Justice, Federal Bureau of Investigation (FBI), and
Information Technology Acquisition Unit (ITAU) has prepared this Justification for Other
Than Full and Open Competition on behalf of the Electronic Device Analysis Unit (EDAU).
2. IDENTIFICATION OF THE STATUTORY AUTHORITY:
Pursuant to FAR 6.302-1(c), an acquisition that uses a brand name description or other
purchase description to specify a particular brand name, product, or feature of a product,
peculiar to one manufacturer does not provide for full and open competition regardless of
the number of sources solicited. It shall be justified and approved in accordance with FAR
6.303 and 6.304
3. NATURE/DESCRIPTION OF THE ACTION:
This justification and approval covers the purchase of the brand name Greyshift GreyKey
Forensic Extraction Systems for the FBI’s Computer Analysis Response Team (CART)
hosted by the EDAU.

GreyKey is a forensic software tool that provides native support to acquire, search, parse and
present relevant data from iOS devices (iPhone, iPad, etc.). Only the GreyShift/GreyKey
solution can meet the FBI’s technical requirements. Extensive market research has been
conducted to determine that the GreyKey forensic software is a key product that can meet the
CART mandatory requirements and provide a more economical solution for iOS mobile
device processing. EDAU is responsible for purchasing mobile forensics tools for the FBI’s
CART Examiners and has determined that this product fills a critical need. The number of
examiners that use this software is expected to grow in FY18 due to a new certification
process that will allow additional CART examiners to examine Apple devices. Findings from

 CART examination are vital for FBI criminal investigations and court proceeding.
Several unique forensic products are required to provide adequate capability against an evergrowing spectrum of mobile devices. Not all mobile devices are covered by each forensic
analysis solution and therefore it takes several products, like GreyShift/GreyKey, to ensure
mission success.
ACTIONS TO REMOVE BARRIERS TO COMPETITION:
Future orders will be evaluated to determine whether an alternate brand of forensic software can
be used. Evaluations and technical improvements may make other competitor products suitable
for future procurements. However, the GreyKey forensic software product is a COTS product
sold only by GreyShift LLC.
