The Board is charged with the responsibility of deciding which eligible felony offenders will be granted parole and released from incarceration to community-based supervision. Its members also review clemency matters for the Governor and make recommendations. - The Board of Parole provides cost avoidance for state government. For example, offenders placed on parole are supervised in the community at a cost far lower than that of incarceration. - The Boa rd considers many factors, including seriousness of the offense, time served, offender's institutional record, criminal history, statements of offender, program participation, support and opposition from interested parties, including victims, and others, risk to re-offend and other aspects of the case in determining whether to grant or deny pa role to an eligible offender. In order to fulfill this purpose, the Director should be an individual who is experienced not only in the investigation of crimes committed in the State of Tennessee, but someone who is just as familiar with the laws surrounding those crimes so that individual(s) responsible are brought to justice. I believe that the experiences throughout my career, in both law enforcement and as a prosecutor at the state and federal level have prepared me to lead this agency. For example, as a former Agent, under the leadership of Director Arzo Carson, I was part of an investigative team that excelled in the investigations of violators committing various serious crimes. During this time, I participated in joint investigations that resulted in the dismantling of major drug trafficking organizations. I also participated in numerous investigations of State crimes that were thought to be unsolvable. At the conclusion of these once unsolvable investigations, the guilty parties were ultimately brought to justice. I went on to use this experience as an Assistant District Attorney, which lead to my appointment as the first Director for the West Tennessee Violent Crime and Drug Task Force This Task Force was created to bring multiple Judicial District?s together to investigate major narcotics offenders as well as the investigation of violent crimes. Two examples of successes by the were the investigation and prosecution of several cold case homicides. These cases include, State of Tennessee y. Gerald Powers, 101 383 (Tenn), and State of Tennessee y. Brenda Holliman, 2005 WL 819735 (Tenn) Both Powers and Holliman were convicted of first degree murder despite the lapse in time from the date of the commission of the offenses and their ultimate apprehension. Furthermore, Powers received the death penalty and Holliman was sentenced to life without parole. In both of these cases, I worked jointly with the TBI in successfully solving these very serious cases. I also participated in the investigation and successful prosecution of Phillip Workman. After filing a writ of error coram nobis, Workman claimed that he had newly discovered evidence, which would prove he was not responsible for the shooting death of Memphis Police Sergeant Ronnie Oliver. After a thorough hearing on the issues, Workman's writ was denied by the court resulting in Workman?s execution. State v. Worltnigg, 111 S.W.3rd 1O (Tenn). Additionally, I prosecuted Charles ?Country" Thompson, the Chief of the Traveling Vice Lord gang, for the murder of a Shelby County prison guard. Thompson ordered this ?hit? from his jail cell and instructed others gang members to kill Deadrick Taylor. Later that night, Taylor was gunned down in his driveway. Thompson was convicted of murder in the first degree and received a sentence of life without parole. See State v. Thompson, 2001 WL912715 (Tenn). I submit the aforementioned cases as examples of my leadership and experience in the investigation and successful prosecution of crimes involving violent offenders. Currently, as both an Assistant District Attorney and an Assistant United States Attorney, have lead multiagency task forces, at both the federal and state levels, in the successful indictment and conviction of hundreds of defendants in various cases. I believe and have lived by the famous quote by Ronald Reagan, ?[Tjhere is no limit to the amount of good you can do if you don?t care who gets the credit.? Although investigative divisions are vital in assisting local law enforcement with violent crimes, investigating police-involved shootings, and addressing public corruption cases, some of the lesser?known units have played a critical role in supporting those investigations. The Forensic Crime Laboratory receives, processes, and tracks evidence, while TBI special agent forensic scientists provide testimony crucial to successful prosecutions. The Technical Services Unit provides the technical experts and specialized equipment to work cases involving child abductions, child pornography, cybercrime, and network intrusion. These units are coming under increasing pressure because backlogs and demand are stretching their capabilities. Additionally, TBI maintains the access portal to the nation?s NCIC access, and background checks for all gun purchases in the state are performed by the TICS unit. As demand across all units increase, we must look to alternative solutions like technology and automation where it is appropriate. Machines will never fully replace people, but they can aid and assist process. The next Director will need to ?nd solutions to alleviate these areas of increasing demand and shrinking resources. I am prepared to take on this important task. During my tenure as an Assistant Special Agent in Charge in the Tennessee Fusion Center, I managed response operations, lead and tip management and communications from the field as well as the Fusion Center. In this role, I also utilized technology solutions to alleviate backlogs. I designed and implemented electronic registration for Tennessee Sex Offenders, decreasing the incoming ?paper? load to the Bureau from 20,000 documents a quarter to less than 100. The new electronic system noti?ed the public of relevant offender information in less than 24 hours rather than 72 hours, an improvement to public safety. Additionally, I observed Fusion Centers across the United States, including Los Angeles and New York, leverage technology in their day-to-day operations to solve crime and predict criminal activity. As TBI Director, I will ensure that the Tennessee Fusion Center has access to needed technology to process disparate pieces of information so that no tip or lead falls through the cracks. Counties across our state are being ravaged by the opioid epidemic. In 2002, I began conducting state wiretaps on heroin distribution networks. The opioid problem has grown at an alarming rate and I saw ?rst-hand how opioid addictions impacted human traf?cking victims. However, the overall professionalism of rural law enforcement in this state has increased and many agencies which used to rely heavily on the Bureau are now more independent. I believe the future of the Bureau lies in six primary areas that need to be addressed by new Director. These areas are the Drug Division, Forensic Services, Criminal Justice Information Systems Division (CJIS), Medicaid Fraud Control Unit (MFCU), the Criminal Investigation Division, and budgeting. We are all aware of the link between narcotics abuse and crime. The opioid crisis, along with the influx of other illicit narcotics, is a problem forthis state and society. Local rural law enforcement lacks the resources with which to effectively battle these issues. Tennessee presently ranks thirteenth in the United States in opioid related deaths. If that trend continues, Tennessee will soon be in the top five states in the nation for opioid-related deaths. The Bureau of tomorrow needs to place more of an emphasis on drug investigations and providing assistance to this state?s law enforcement agencies to combat the influx of narcotics. A Tennessee faces many future critical issues such as the infusion of illicit drugs, the gathering of law enforcement intelligence, human trafficking, and many other criminal elements too many to mention here that impact our way of life. The Bureau has statewide authority and the resources to battle and assist local law enforcement in the detection and prosecution of mobile perpetrators of such offenses crossingjurisdictional boundaries. The Bureau is also the premier laboratory service for law enforcement agencies in Tennessee. Laboratory advancements and integrity, of which the Bureau has an impeccable reputation, must keep pace with the ever-changing field of forensic science. The importance of the TBI Forensics Service Divisions cannot be stressed enough for its role in successful prosecutions. Without the ability and integrity provided by the Bu reau's forensic science special agents, many criminals may walk free. The CJIS ofthe Bureau is the home ofthe Fusion Center and is the central repository of intelligence information and statistical data for the State of Tennessee. All law enforcement in Tennessee relies on the ability of the CJIS. The MFCU saves millions in the investigation of fraudulent claims and services. The CID will always be vital in providing professional investigative services and assistance to prosecutors and local law enforcement. I may not have led an agency of the size ofthe TBI but that doesn?t mean I lack the ability to lead it to a new day. it isn?t about from where the new Director comes, but rather the vision and ability to lead the Bureau into the future. I have experience in both state and local law enforcement giving me a unique perspective of the Bureau. I have experienced the dependency of local agencies relying on the Bureau?s resources as a Agent and as the head of a small rural agency. have also worked in cooperation with federal law enforcement. It isn?t about the person but rather about a leader who is passionate about the character of the Bureau, it?s employees and their mission The position of Director is a unique position by virtue the Tennessee law and is free from the major political power plays of other executive positions. This provides the Director the autonomy to surround himself to effectively carry out his responsibilities without fear of political retribution in the Bureau?s ability to prosecute all manner of criminal activity. That is the reason it was separated from the Tennessee Department of Safety and created as an independent agency in 1981. have served in an executive service position before and understand the intricacies ofthe interaction with the legislature and other governmental relationships needed to negotiate the state budget process and legislative oversight.
