While Pueblo Water very much appreciates the effort of the Upper Colorado River Commission to coordinate and administer the program and despite our belief in the intent of the program; given our recent knowledge of the actions taken by the Central Arizona Water Conservancy District (CAWCD) we cannot, in good conscience, participate in the program. Pueblo Water has a strong belief that cooperative efforts such as the SCPP are absolutely necessary to help preserve resources for all users of the Colorado River. CAWCD’s manipulation of demands in order to take advantage of their perceived “sweet spot” in Lake Powell water releases significantly undermines the spirit of cooperation and is unacceptable. If in the future the CAWCD recognizes the need for their cooperation with other users of the Colorado River, and consequently ceases their manipulation of demands Pueblo Water will reconsider its participation in the SCPP.
