Seattle Transportation Benefit District Spring 2018 Update Transit Advisory Board Rachel VerBoort April 25, 2018 Our mission, vision, and core values Mission: deliver a high-quality transportation system for Seattle Vision: connected people, places, and products Committed to 5 core values to create a city that is: • Safe • Interconnected • Affordable • Vibrant • Innovative For all 2 Presentation overview • • • • Service Investments Transportation Equity Update ORCA Opportunity Status Update Expanding STBD Scope – Public Hearing: May 15 • OneBusAway Updates 3 Service Investments to Date • STBD currently invests in ~270,000 annual hours – Through March 2018, more than 65k hours have been supplanted Fall 2018 Service Investments • Improving household access to 10-minute or better transit service – Provide 10-minute or better service on routes 41 and 70 – Result:  Provide 67% of Seattle households with access to 10-minute or better service (up from 64% in 2017) Fall 2018 Service Investments • Add peak trips to address crowding – Routes 17, 18, 56, C Line, and D Line – Result: alleviate overcrowded buses, standing loads, and likely pass-ups • RapidRide E Line Partnership to add 14 trips • Minor trip adds to provide consistent headways – Route 7 - Ensure hourly overnight service – Route 106 - Ensure 30-minute weekend service Transportation Equity Update • Engagement & Enrollment Events – April 21, 2018: Seattle Housing Authority New Holly Mobility Fair • • • • 9:00 AM to 4:00 PM New Holly Gathering Hall, 7054 32nd Ave S 250+ attendees expected In coordination with Earth Day events – May 12, 2018: Lake City Mobility Fair • • • • 10:00 AM to 2:00 PM Lake City Community Center, 12531 28th Ave NE 250+ attendees expected Coordinated by Literacy Source, a Transportation Equity Ambassador Organization – Transit Month: Discover Your Community at High Point • 1:00 – 4:00 PM Transportation Equity Update • ORCA LIFT Enrollment Metrics – As of March 31, 2018, there are 62,738 ORCA LIFT Cardholders in King County • 36,510 issued to Seattle residents • SDOT Pre-loaded ORCA LIFT Cards – Of the 36,510 Seattle cardholders, 8,799 are SDOT’s pre-loaded cards, funded by STBD • 4,880 (56%) cards reloaded ORCA Opportunity 20172017-18 School Year 20182018-19 School Year • 3,000 Cards • 2,600 High School students • 400 Middle School students • 10,700 Cards • 10,200 High School students • 500 Middle School students • Annual Cost: $1M • Annual Cost: $4.8M • SDOT distribution • SPS will distribute cards • SPS role focused on communication and data sharing • SPS role will include card distribution, administering replacement cards, and responding to emails and phone calls • SDOT purchased cards from Metro • Metro is a funding partner and will participate in the evaluation of the pilot program ORCA Opportunity Timeline • School Board – Passport Agreement & MOA – – – – Operations Committee – May 10 Executive Committee- May 17 School Board – May 23 (discussion) School Board – June 6 (vote) • City Council – Material Scope Change – Transportation Committee – May 15 (Public hearing) – Full Council – May 21 Expanding STBD Scope • Material Change to the Scope Proposed – Public Hearing: May 15, 2018 • Changes – ORCA Opportunity – Seattle Routes Change to Seattle Routes • Seattle Routes must have 80% of their stops within the City of Seattle – Regional Partnerships require 50% partner funds – Excludes many routes that provide service at the northern-most and southern-most edges of the city, which have higher proportions of historically disadvantaged populations. • Proposed Change: – Revise the Seattle Routes definition to ‘Routes with at least 65% of all stops within the City of Seattle AND current and future RapidRide Lines serving Seattle that don’t otherwise meet the 65% threshold.’ Change to Seattle Routes • Adds Routes 106, 120, 124, 345, 372, 373, and E Line • Supports city-wide RSJI goals OneBusAway Updates • SDOT is now under contract with the open source transit app OneBusAway • OneBusAway Deliverables – User experience feature improvements – Accessibility features (e.g. alerting user when approaching stop to exit) – In-app service alerts and route changes – 360 feedback loop between data feeds, customers, and front-end development OneBusAway Beta Testers Needed • Accessibility Features – VoiceOver – High Contrast Mode • Looking for an informal group of frequent users to test and inform new features – Frequent users to provide feedback to developers re: new app features – Beta testers for VoiceOver, large fonts, and other features • Requires installing test versions of the apps Upcoming Work Date Activity/action May/June ORCA Opportunity June Ride Transit Month Summer OneBusAway Updates September Fall Service Change + School Starts October STBD Report 16 Questions?
