Concord Supervisor Warren Boggess is proposing a $200,000 fund for a county strike force to hunt down the attacker. Boggess, currently in the midst of a tight campaign for re-election, will seek approval for the fund today at a special meeting of the Board of Supervisors at County Hospital in Martinez. Boggess said Sacramento County has spent more than $1 million attempting to catch the rapist, who is believed responsible for 39 rapes in Sacramento, Stockton, Modesto, Davis and Concord. "It will be expensive for us, too, but that's what taxpayers pay taxes for," said Boggess. He said the funds could come out of the county reserve fund of about $6 million. Boggess said he's talked with law enforcement representatives from Concord, the county. Pleasant Hill and Walnut Creek and all agree a coordinated task force is the best solution. Boggess said "anyone who has followed the pattern of this guy knows the next attack could be anywhere. I The first attack occurred on SOct. 7 during the early morning 'hours and involved a 26-year-old • woman, her husband and their sleeping infant. The attacker tied both the woman and her husiband, threatening them and their child before raping the woman. The assailant wears a ski mask and gloves and generally enters the house without detection to confront couples in bed at gunpoint with a blinding flashlight. The following Friday, during the early morning hours, he entered a house less than a mile from the first and similarly attacked a 29-ycar-old woman after tying a 30-year-old man while the woman's 8-year-old daughter slept. He then orders the woman to tie the man, and ties her in another room before the sexual attack. In each case, the rapist stole some items when leaving the house after several hours. Police are uncertain whether rape or robbery is the prime motive. It's also a neighborhood in terror. Twice in less than a week, a man police now believe to be Sacramento's notorious East Side rapist broke into homes less than a mile apart to terrorize and rape. A knife-wielding man entered the Rancho San Miguel home while the victim, her sister and parents were asleep. Police said the girl was bound before being raped. After the rapist left, the girl awakened her parents, who called police. Several police cars rushed to the neighborhood and cordoned off the area but did not spot the suspect. Police said the rapist wore a white mask, shorts and a shirt. He was described as 6 feet, 185 pounds. A similar description was given of the raipist who attacked a 17-year-oid feirl June 2.
