[y Climate Change Secretariat Secretariat sur les chongements climothues Date: 20 April 2018 Reference: MESSAGE TO PARTIES Non-reimbursable loan agreement in the secretariat The United Nations Framework Convention on Climate Change secretariat is pleased to inform Parties and observer States to the and other potential donors that a new human resources initiative has been launched. This initiative offers the opportunity to Parties, observer States and potential donors to provide to the secretariat the services of their own staff for periods of one to three years through a non-reimbursable loan agreement (N RLA). The NRLA allows staff recommended for the initiative by Parties, observer States and potential donors to take advantage of an excellent career development opportunity and gain experience in the ?eld of climate change, and the secretariat to bene?t from the expertise of highly quali?ed staff. Under this initiative, the secretariat provides Parties, observer States and potential donors with terms of reference describing the services required. Donors may then provide pro?les of potential candidates for selection, and enter into a memorandum of agreement which lays out the terms of the relationship and administrative details of the arrangement. Selected candidates will continue to be remunerated by the donor government or organization while working for the secretariat. The donor Party or observer State would be responsible for any costs related to the engagement of the selected candidate in the secretariat. No ?nancial responsibility would fall on the secretariat.
