Skaggs, dba The Trixie Foundation, in Elliott County, Kentucky. IN VES TIGA TION: On February 1, 2018; this of?cer responded to 1167 Little Brushy Creek Road near Webbville, Kentucky along with Elliott County Sheriff Ronnie Stephens and Elliott County Animal Control Of?cer Ronnie Smith. We were met by Randy Skaggs, President of The Trixie Foundation, at the time of arrival. This of?cer informed Skaggs of the complaints that the Department and Elliott County had received concerning his operation. Skaggs con?rmed that he knew of several social media complaints. Skaggs verbally agreed to an inspection of the facilities at that time. He stated that he would have one of the employees, Debra Durham, show me around. Skaggs stated that he had a hard time keeping help, and donations, for the Foundation due to the increased amount of complaints that were on social media. According to numbers provided by Randy Skaggs; there were 164 dogs, 50 cats, 8 chickens, and 2 horses at the facility at that time. He con?rmed that the Foundation had approximately 400 total acres at this time; but total space available for the dogs and cats at the facility were estimated as about 2 acres. The inside of the perimeter fence was mostly dirt/mud, with the temperature being approximately 55 degrees at the time. Approximately 30 to 40 separate runs were noted inside the facilities fence, along with several outbuildings contained inside the perimeter fencing. Skaggs stated that during periods of cold weather, heat was provided via coal or wood stoves in the outbuildings. Two smaller, roofed structures were noted by the mail boxes. Skaggs stated that those were to provide for convenience to quickly retrieve the different sized animal carriers. He af?rmed that some animals had been dropped off in them in past without his knowledge or consent. Skaggs con?rmed that food and water was provided two times per day. He stated that they begin feeding at approximately 7:30 every morning. An evening feeding usually was ?nished by 5:30. Skaggs had a building containing several bags of dog and cat food, also containing a food mixing station. Skaggs stated that all the dead animals were buried on the compound property, but were not marked. At that time, Debra Rennirit-Durham appeared from the "main" house of the facility. Durham con?rmed the feeding routine that was given by Skaggs. Durham, and this of?cer, proceeded in front of the facility to the west end of the location. Durham identi?ed several spots where containers &/or boxes were bedded with straw for the cats to use outside the main perimeter fencing. Durham stated that some of the buildings were in the process of being remodeled on the inside, and not currently being used. She con?rmed that those were locations for workers to stay when at the facilities. Durham pointed out that the small breed dogs were separated in runs from the main compound on the west end of the facility. Along with the location of the of were the chickens were being kept in another separate pen. Several open bags were noted in and around a platform just south of the road. Durham stated that they used the bags to dispose of the feces that was collected from inside the lot. Durham indicated that a small white dog, inside one of the buildings on the west end, belonged to the newest worker at the Foundation. Durham con?rmed that was also were he was being housed while working. Durham stated that she had came to the Foundation as a worker in 2016, but had to leave due to family matters. Durham af?rmed that she came back to work there in August, 2017, and had been there since. Durham stated several times during the inspection that Randy and the workers love the animals at the Foundation. She stated that they go as far as trying to have a weekly "popcorn night" with the animals, in which they ?x and share popcorn with most of the animals and themselves. Durham further added that she had been reported as one of the alleged kidnapping victims that was mentioned on social media. At that time; Randy Skaggs was questioned about his veterinary procedures at the facility. Skaggs con?rmed that Dr. Ward in West Liberty was his primary veterinarian. Skaggs verbally agreed to allow this of?cer to speak with Dr. Ward's of?ce at that time. Skaggs con?rmed that they administered most vaccinations in house. Skaggs agreed to produce the vaccine at that time. The vaccine was being stored in a refrigerator inside one of the outbuildings beside the road. Skaggs produced several containers with vials of various vaccine. The rabies vaccine showed at date of "21 OCT 16". Skaggs was not sure if that meant the vaccine was expired in 2016 or 2021. This of?cer informed Skaggs that the vaccinations were most likely out of date, but would con?rm. Skaggs stated that he had been certi?ed through Public Health to administer the rabies vaccinations, but that it had been a while since his certi?cation. Skaggs stated that every animal at the facility was up to date on rabies vaccination utilizing that vaccine. Skaggs affirmed that he had most of his rabies vaccination certi?cates up till approximately 6 months before this date. Skaggs stated that a previous worker had apparently taken a lot of his documentation upon them leaving. Skaggs also produced a large bag or various medicines from a bag located on the passenger side seat of the Foundations van. Skaggs added that they vaccinate for parvo, and have never had a case at the facility. Skaggs stated that they don't take in near as many animals to the facilities as needed, and af?rmed that they will not take pit bulls. Skaggs stated that they would typically draw up a sponsorship agreement for animals taken in by the facility. He con?rmed that since this last round of complaints, they were down to one sponsored dog, and was not receiving the donations on it now. Skaggs con?rmed they operated mainly of donations at the facility. Skaggs verbally agreed to a more thorough veterinary inspection of the animals and property at that time. Skaggs also agreed to an inspection of any paperwork surrounding The Trixie Foundation. Skaggs stated he would get the information together for review at the same time. This of?cer spoke with Dr. Derek Caudill, veterinarian with Animal Care Hospital in West Liberty, at his of?ce. Dr. Caudill con?rmed that The Trixie Foundation (also known as ?Pauly?s Place" to them) was a client since approximately 2014. Dr. Caudill stated that The Trixie Foundation typically will bring 3 to 4 dogs every week on average to their clinic. Dr. Caudill con?rmed that Randy Skaggs would typically authorize approximately 40% of the requested diagnostics. And that all requested euthanasia by the veterinarians was denied by Randy Skaggs. On February 2, 2018; this of?cer, along with Dr. Beth Johnson (KDA OSV Field Staff Veterinarian) responded to The Trixie Foundation location for inspection. Ronnie Smith, Elliott Co. ACO, met us at the facility. Randy Skaggs, Debra Durham, and Kenny Hampton from The Trixie Foundation were present as well. The main area of the facility was once again found to be dirt/mud conditions. Snow had been received in the area, and temperatures were around 20 degrees. Skaggs had a large volume of paperwork to be reviewed upon arrival. Skaggs stated that he kept both a business log and a medical log at the facility. The decision was made to do the physical examination of the facilities and animals ?rst due to the environmental conditions that day. Skaggs' number of animals located at the facility was consist with what had been reported a day earlier (164 dogs, 50 cats, 8 chickens, and 2 horses). Skaggs stated that approximately 110 of the dogs were housed together in the main compound lot. Several V-shaped feeding troughs were located with free choice dry food being provided. Water appeared clean at the time of inspection. Three buildings at the facility had heat being provided via coal and/or wood stoves. During the inspection, several dogs were noted scratching themselves. Skaggs identi?ed one of the buildings containing most of his veterinary supplies/medications. Skaggs stated that most of the antibiotics, including those that require prescription. were purchased through Lambert Vet Supply in Kansas. When questioned by Dr. Johnson as to who provided the prescriptions; Skaggs stated that a veterinarian at Lambert did that. A review of the vaccinations utilized by Skaggs was performed. The rabies vaccine was found to have expired in October of 2016. Skaggs recon?rmed that he had obtained a certi?cation to vaccinate the dogs and cats with the rabies vaccine, but he thought it may have expired. {Dr. Johnson spoke with Dr. Kelly Giesbracht, State Public Health Veterinarian, on February 5, 2018. A search of Randy Skaggs was performed back to 2012 and they could not ?nd Skaggs in the certi?cation database} Dr. Johnson did review corrective actions with Skaggs covering several items at the facility. Another Trixie Foundation employee, Taj Boyd, appeared at the entrance at that time. Boyd stated that he had been working and living a the site for about one week. Boyd stated that he had been burying an animal on the property. The horses were located on The Trixie Foundation property, on the north side of Little Brushy Creek Road. Dr. Johnson found the horses to be of adequate body condition. Due to the length of inspection time, the decision was made to review the paperwork at a later date. NOTE: SEE DR. BETH REPORT. On February 9, 2018; this of?cer, along with Ronnie Smith, met with Randy Skaggs to review the Foundation paperwork. Skaggs stated that they feed approximately 150 pounds of dog food, and approximately 30 pounds of cat food per day. Skaggs produced a log of procedures that included times of special feeding and veterinary procedures performed by Foundation staff or himself. Receipts for purchase of feed (latest from Sexton Brothers Dog Food) appeared with frequent and regular intervals according to date of receipts. A copy of The Trixie Foundations 2016 990 was also reviewed at that time. It showed that the Foundation had total revenues of $123,210. Schedule 0 listed "Animal Food And Supplies" expenses as $13,645 and "Veterinary Fees" expenses as $5,703. Receipts from "Help for Animals Spay/Neuter Clinic? in Barbourville, West Virginia were also noted in the paperwork. Skaggs stated that he would occasionally utilize there services as a low cost spay 8 neuter clinic as well. Skaggs agreed voluntarily sign Authorization for Release of Veterinary Medical Records forms for both Animal Care Hospital in West Liberty. KY, and Lambert Vet Supply in Fairbury, NE. The form was deliveried to Animal Care Hospital, and Dr. Derek Caudill was requested to provide a statement. On February 14, 2018; the form was emailed to Lambert Vet Supply. On February 28, 2018; received statement from Animal Care Hospital, Dr. Derek Caudill concerning Randy Skaggs The Trixie Foundation. NOTE: SEE DR. D. STATEMENT. On March 6, 2018; this of?cer received an email from Randy Skaggs amending the number of animals at The Trixie Foundation. According to Skaggs the count is 139 dogs and about 40 cats. Skaggs indicated in the email that he had forgotten to 'delete' the ones that had died in 2017. On March 7, 2018; Warrant for Arrest was executed by Tpr. Kyler Wright, KSP Post 8 - Morehead, for Elliott County District Court on Randy Skaggs. This of?cer assisted Tpr. Wright in execution of the warrant. Skaggs stated several times while being detained that he was the only one that knew the feeding schedule and procedures for the dogs. Both Kenny Hampton and Debra Durham were both present at the Foundation property as well at the time of arrest. Tpr. Officer Shane Mitchell visited the premise on Thursday, February and made some initial observations. We went through all of the housing facilities and observed most of the animals present at the premise. Randy states that he has 164 dogs, 50 cats, 8 chickens and 2 horses. Most of the dogs (Randy stated approximately 110) are housed in a large pen with several dog houses bedded with straw and at least two small ?apartments" that had wood/coal stoves for warmth. They utilize straw as the primary bedding for the animals. There are several ?feeding? stations that are troughs with free choice dry food available at all times and several buckets of water around for the animals. There are also several pans with food available. Inside the houses, there were several older animals with debilitating disease due to old age. They were resting comfortably by the stoves. Randy showed us a room in one of the apartments that contained the antibiotics, etc. that they use to treat certain ailments that occur with the dogs. i.e. Beagle had puncture wound on leg that had minimal swelling and they were going to give him cephalexin 250mg. He states that they purchase most of their antibiotics from Lambert Vet Supply in Kansas. asked who signed his prescriptions and he said a veterinarian at Lambert did that. He also utilizes two local veterinarians in the area for the animals. They also order products from Jeffers, etc. There were several dogs with what appeared to be Demodectic Mange. He stated that he had been treating the dogs for Sarcoptic mange with Paramite. He stated he had Amitraz to treat the dogs for Demodex. Most of the dogs were mature to geriatric in age. Most of the dogs were in good body condition. The only dogs that appeared thin were very old. All of the dogs that die on the place are buried there. One dog had just recently passed away and one of the helpers was digging a grave for this dog while we were there. There were three other areas that housed smaller dogs or very old dogs. The other areas primarily housed the dogs in apartments heated with wood or coal and the cats had access to these facilities as well. Once again food was available in the form of dry food and water was present in buckets and was clean. There was a bin of food under a shed where they kept the dog and cat food. Most of the food is purchased from a local pet food manufacturer. All of the cats located on the premise had free range and several pet doors were present in the housing areas for the cats was impossible to catalog all of the cats. Officer Mitchell told me that all trash (feces, dirty straw, etc.) is collected and placed in dog/cat food bags. The bags are stored beside the road and taken to a dumpster in town for disposal at regular intervals. Areas where the dogs were confined to, did appear clean (minimal feces) considering the muddy, cold environment that we have had recently. Vaccines: All vaccines were stored in a refrigerator in one building. All of the vaccines were expired including the Rabies vaccine. Most of the vaccine expired in 2016 or 2014. The vaccines available include: Rabies- single dose vials 4?way Feline rhinotracheitis?panlekopenia -Ca icivirus-chlamydia No vaccines included Coronavirus or leptospirosis for the dogs or Feline Leukemia vaccine for cats. She stated he would have to recertified by attending the course which is offered in November and must maintain certification by renewing yearly between January 1-February 27 each yeah Flea Control: He stated that they utilize a pyrethrin spray on the premise to control fleas and ticks. They bath the dogs in Dawn to get rid of fleas and ticks. We discussed the following topics for improvement: Check each animal and any new additions for microchip. Vaccinate the animals (dogs and cats) on the facility immediately with nonexpired vaccine. This includes Rabies and vaccine which includes leptospirosis for the dogs and feline leukemia for the cats. Initiate treatment for demodectic mange immediately for the several dogs exhibiting signs. The one concern I have is with the increased prevalence of influenza and kennel cough in the dog population this facility would be very susceptible for an outbreak and would be very difficult to contain and treat all animals. We were not shown any quarantine facilities on the premise. A written protocol should be established for isolating new additions and/or sick animals in a quarantine facility. Another concern is the overcrowding issue. This presents problems for increased I incidence of trauma due to aggressive behavior, increased disease risks and concern for those animals which are unable to consume the dry food due to dentition problems or advanced age. Another concern is that it appears that they are caring for these animals on a day by day basis. Their funding is not secure and what is going to happen when there is no funding Randy states that he has room to expand up where the horses are and the fencing is available but they lack the labor to build. The other concern of moving the animals to top of hill is lack of shade. Where they are located right now there is plenty of trees to provide shade.
