North Carolina Department of Public Safety Community Corrections Roy Cooper, Governor Erik A. Hooks, Secretary Reuben F. Young, Interim Chief Deputy Secretary Tracy K. Lee, Director May 8, 2018 To: All staff From: Tracy K. Lee RE: Offender Housing – Recovery Connections Recovery Connections is a housing option which a few offenders under our supervision are utilizing. Participation is voluntary and Community Corrections does not make referrals to the program. Recovery Connections has also stated they provide recovery support to residents at their locations. In August of 2017 a clarification memo was sent concerning this agency, substance abuse treatment, and housing. Recovery Connections is not an approved treatment provider as stated in this memo. Since this time, we have monitored offenders residing at the Recovery Connections locations and their progress under supervision, including a recent six month follow up from field operations. We have determined that the Recovery Connections locations do not align with our mission, vision, or goals. Going forward, these locations are not an approved housing solution. Officers should assist offenders in finding other suitable housing. Our special populations section here in the administration office can assist you in finding a suitable plan for those without other options, including the use of our transitional housing contracted providers. Thank you for your attention to this important matter, please address questions through your chain of command.
