The atmosphere was quite relaxed other than at one point when the Director misinterpreted a Maury comment to indicate that the Director should utilize other papers already in his possession to prepare testimony for a Congressional appearance. 2. I reported that an additional communicator is being processed I:Iand that he should move out at the beginning of next week making a total of five communicators plus the special collection team. The Director's reaction was: "That's good; they are going to need him. 3. Mr. Maury reported a conversation with Congressman Rivers 25x1 A on the Pike hearing being conducted by the subcommittee being headed by Congressman Pike. The Director is to testify before the Pike com- mittee on 5 March. The Director is worried about this appearance because there is so little for the Agency to say. Mr. Maury advised that the Director is to appear on 18 March before the full (40 member) House Armed Services Committee. Mr. Maury confirmed that he would collect Senators McClellan and Jackson Saturday morning to bring them to the building for 8 a. m. breakfast and the briefing sessions. In addition to the Director and Colonel White, Smith, Duckett, Karamessines and Maury will be present. m3. WNW 4. Mr. Karamessines reported advice from the Operations Center relaying appreciation from the Joint Chiefs for Agency Vietnam Sitreps and responses to Specific queries concerning the situation in Vietnam. Mr. Karamessines also noted the likely appointment of Jack Irwin as Ambassador to Beirut. 6. Colonel White advised that Mr. Mayo had agreed to come to the Agency for the FMSAC briefing but then cancelled-~Colonel White believes that Jim Clark suggested the change since the BOB group had grown to eight people. Colonel White reported his telephone conversation yesterday with the advance man and the fact that the latter is coming here Monday to run through our proposed drill. The Director asked Colonel White to talk with him con- cerning the visit later today. 8. The Director noted that Senator Symington had told him last evening concerning the appearance before the Senate Foreign Relations Committee think you skated through that one all right. 9. The Director again noted that this is a very ?mean" period on the Hill, that he had never seen it so bad and that the members of Congress were polite only in the evening. He indicated that Senator Symington had stated that the Armed Services Committee had been very rough yesterday andGeneral Wheeler. - Mr. Houston advised that the lawyers for the Dulles estate have asked the Agency to take custody of papers which are in the house, numbers of which they have noted bear classification stamps. He has been in touch with Mr. Osborn on this subject. I agreed that we should do this but only after the attorneys have informed Mrs. Dulles (who is apparently still away) and the peeple who are in charge of the house. Mr. Houston agreed. Subsequently I talked to Mr. Osborn who indicated that he did not want his people taking anything out of the house except when one of the attorneys was present to see what was being taken and to receive from our people a receipt. I reported on our decision to cancel campus recruitment at Indiana which had been scheduled for this week- -decision reached at the suggestion of the university. I indicated that the student candidates will be interviewed off campus early in March. Finally I indicated that we had informed OLC and that we understood they had passed the word to Congressman Bray. I also called attention to the increased communications work- load I: and the likelihood that TDY assistance would be needed. The irector reacted immediately with instructions to send the hel -- ?It will get worse before getting better. 3. The session with the Foreign Relations Committee apparently went well. Mr. Smith mentioned personal testimonials to the Director by Senators Symington, Mansfield and Fulbright. Mr. Maury indicated that there was certainly more trouble between members of the Committee trouble for the Director. From subsequent conversation it appears that Senator McGee somehow got crosswise with Senator Fulbright which led to some rather pointed words in the hearing and some shouting outside of the hearing. 4. Mr. Houston mentioned that the annual Donovan Award dinner invitation has been received and thastp is to be this year?s recipient. The Director confirmed that Mr. Houston should handle this ?in the usual way. 4. Mr. Karamessines reported on a one -hour question and answer session in which he participated yesterday and which constituted the end of an OTR basic course for new Foreign Service officers. He indicated that the session had gone well and pointed out that he understood 8 to 10 of the new officers come in without examinations and from underprivileged or disadvantaged areas. Colonel White reported that Mr. Mayo, Director of the Budget, had asked for a briefing by Mr. Brandwein and he wondered if a representative should be present. Mr. Duckett indicated that this was an annual proposition in connection with BOB consideration of the NASA program. The Director asked Colonel White to ask Mr. Mayo to come to the FMSAC Center for the briefing noting that no Budget Director had ever visited the Agency and therefore anticipating a negative response from Mr. Mayo-l 7. The Director indicated that he had called for a Friday meeting of all interested parties to focus on this year's Ervin Bill and apologized for not having done this earlier on. His objective is to discuss the what and how of Agency actions including a determination of What sort of price we are willing to pay for obtaining our objective(s). 8. The Director was emphatic in stating that the Agency will not get excited about the Pueblo business but would respond in a Straightforward fashion to official inquiries made of it. 9. One "tone? item was in connection with a question about which Vietnam figures to provide the Fulbright Committee. The Director indicated that at this juncture the Agency would use its own figures and state its own position rather than feeling constrained to represent an agreed position as was necessary in support of President Johnson's desires. He stated that this is now a new ballgame and he does not feel any constraint in using defensible Agency figures. The Director opened the meeting by describing a telephone call received yesterday The caller, unidentified, asked if she knew Mr. Hoover of the FBI. She said ?yes. Mr. Maury reported that the session he and Mr. Houston had with Senator Ervin was not productive. He also indicated doubt that any real assistance would be received from members of the Senate. Those contacted were consistently sympathetic but not prepared to take action. The Director asked Mr. Houston to research Judiciary Committee activities of some years ago which apparently worried with Executive Department security. The Director wants if possible to gethor examplet to Senator Eastland and to Senator McClellan statements which they may have made at that time which might induce them to move against the Ervin Bill. The Director instructed Mr. Maury and Mr. Houston to see Senator Eastland concerning the Ervin Bill. This had been suggested by Senator Stennis. The Director also instructed that the Ervin Bill should be included as a subject during the 1 March visit to Headquarters of Senator McClellan and Senator Jackson. 3. With regard to the visit of Senators McClellan and Jackson the Director instructed that they should receive a full briefing on the Agency. The principal subject of the meeting of 24 February was the upcoming appearance of the Director before the full Senate Foreign Relations Committee. This apparently was an outgrowth of the Director's session last week before his regular committee which was attended by Senator Fulbright as an invitee. The Director gave specific instructions concern- ing the items he wishes covered in his briefing notes. 2. With reference to last week's hearing a note was made of Senator Symington's highly complimentary statements concerning Agency personnel and their briefings during his recent overseas trip. The Director instructed the to send a "well done" to overseas station personnel concerned. Note was also made by DD /1 to the effect that the gadget (apparently a table top lighted lectern affair) which was used for the first time was pro- duced by with DD cooperation. Apparently a Bruce Clarke assistant had the idea and requested technical assistance in developing it from a TSD man who had been a Midcareer classmate. 3. Further connected with hearings the Director mentioned his session today with Senator Stennis in the Senator's office and the fact that Senator Stennis had offered an office near his office in the hearing room for exclusive CIA use. Mr. Maury reported on a 45 -minute conversation he had the end of last week with Representative David Henderson concerning the Ervin Bill. Mr. Henderson again desires to be helpful and wishes to have further conversations with Mr. Maury after Maury and Houston see Senator Ervin. Mr. Henderson is anxious to have the J. Edgar Hoover views surfaced publicly and will attempt to get Mr. Hoover to do so. Mr. Henderson intends at some point to see Mr. Ervin but does not believe that he or anyone else will be successful in getting Mr. Ervin to make any major changes in his position. 5. Following certain elements of training we would then have her go through an indoctrination program by each of the seven Offices and then have her work under] on basic 25X1 A problems. In this way we could better determine her interests and capabilities and see more accurately what nature of service she would prefer to pursue. I do think that she would be useful at a later date in the Office of Training under Hugh Cunningham as he obviously is going to have a number of new programs and revisions of activities. If her interest lends itself this way she could be most useful. The Executive Director is considering other possible assignments around the Agency and had asked each Directorate to offer up such an assignment. Request to BOB for Allocation of Supergrade Positions: Following discussion with John Clarke, PPB it was agreed that a letter proposing an increase in supergrade positions be drafted during my leave absence and upon return I will send a letter to Jim Clark, BOB, to follow up with a meeting. This is a slight change in tactics but it is proper that we put in written form our specific proposal before the BOB. 2. I Mr. Wattles gave me a memorandum written on an incident on 11 February where he went to the apartment ofl land found her in a state of hysteria apparently induced by excessive drinking. : tried to obtain assistance, particularly from the Medics, which was provided but after a lapse of several hours before anything definitive could be done. I called Dr. Tietjen and asked if he would pull up the record on this case and see me. He did so and we discussed the matter on 20 February. There are equities on each side of the case and on each side there is the element of judgment of the people directly involved. In another situation perhaps everybody would have acted differently. The Medics do have certain ethical con- siderations which constrain them in moving too quickly on a given case but on the other hand they can take this to an extreme and act in a bureaucratic manner. Rehashing this case will not serve any specific benefit but does highlight a problem and attitude existing between Personnel and the Medics. Accordingly I advised Dr. Tietjen to meet with Mr. Wattles and lay this issue on the table so that there can be a frank discussion and remove the heat from this situation and get things back on a better working basis. Dr. Tietjen advised he would do so and I informed: of 25X1A this action and asked him in turn to make this known to Mr. Wattles. 3. Supergrade Promotions: The Executive Director called me to advise that Mr. Helms had signed the five recommended super- grade promotions. In the course of the discussion the Executive Director exoressed the feeling that this represented the end of the line in promotions f0] I advised that we had an equal concern and had given careful consideraton to these recommendations and we felt much the same way. A certain number of questions are still unanswered and I asked Security to come up with a schematic of the Security controls around the auditorium and the entrance to the building and asked Personnel to prepare a space allocation for the use of the auditorium by groups, an outline of the schedule of the visit with alternative suggestions, a list of actions we propose to take and a list of questions to be resolved. I asked Mr. Coffey to arrange a meeting with the Executive Director the first part of next week to go over all of these arrangements for the Executive Director's approval and resolution of the questions at issue. We do wish to avoid a problem in the past where Agency officers were asked by outside groups to speak at public meetings and such officers did perform such briefings without specific approval of the request including their designation as the Agency speaker for that occasion. This is the guidance I refer to in relationship to the 12 February 1969 memorandum from Colonel White. 2. Colonel L. K. White--Nomination for National Civil Service League Award: 1 was informed by the Director of a conversation he had witl?l: wherein he had asked : to consider the 25X1A nomination of Colonel L. K. White as one well deserving of the League award. : indicated he had not received any papers as yet but would certainly keep this in mind and he did know of Colonel White. 3. I ~Request for Extension of Retirement: In reference my Memorandum for the Record dated 11 February 1969 Mr. brought to me the analysis of comparative income that : 25X1A would receive after retirement plus the income from a contract with OTR. 2 5X 1 A My judgment on this matter was correct and : would receive on the basis of annuity plus contract about $200 less in net pay than he is receiving now on a regular salary basis. I suggested that he place more emphasis on the points in the Bill that will cause us serious legal difficulties: Employee right of counsel and disciplinary actions, Employee Appeal Board, The right of entering suit in the Federal District Court. The study tends to indicate that real time readout on the system analyzed may be of marginal value. This immediately evoked a discussion as to whether the analysis was on the proper aspect of the real time program or not. Additionally concern was expressed that this kind of an analysis, even though limited, might be well used as an argument against the program before we have even had a chance to fully and seriously consider it. Real Time Readout Task Force: I asked : to provide 25X1A Space for about five people for this task force in Headquarters Building. He has located suitable space on the ground floor near the Northeast Entrance. I will inform John Clarke of this. Clarke does want the task force to sit next to him and he would like to use the Space now occupied by: 25x1 A of Comirex. I will inform Clarke that we provide the space downstairs but if he can personally convincel Ito move and exchange that space it is OK with us --but I will not ash to move. 3. John Reed-~Defense: John Reed, Deputy Assistant Secretary of Defense for Housing, telephoned Ia personal friend, and posed the following question: ?Does the Agency have legislative authority or precedent for leasing quarters in the United States for a military person?? This question is being checked with OGC and I queried the Executive Director on this matter. We have no precedent and it is our joint Opinion that our legislative authority does not provide for this provision n'or was it in the intent of Congress. The Deputies did, however, readily agree after a short discussion that the two adjective ratings should be changed together with the definition of two of the ratings. The rating "weak" is to become ?unsatisfactory;? the rating "adequate" is to become "marginal. It was also agreed that the reviewing officer must make a positive statement concerning his review. It was further agreed that in any fitness report where there is a critical or derogatory comment then the subsequent fitness report must treat to this subject and state whether or not improvement has been made. It was further agreed that training in the use of fitness reports will be included in all supervisory courses under OTR. Additionally it was agreed that there would be stricter control of personnel files and that they would go only to the proper officers who had requested them and they would not permit them to circulate to the interest of other persons who should not have this knowledge. Visit, February 14, U. S. Student Press Association: Today I had a meeting of Messrs. Goodwin, Osborn, Ito dis- 25x1 A cuss arrangements for the transportation and handling of the 25 student editors who will be visiting Headquarters at our invitation. A bus is being provided to be at the Shoreham Hotel at 9 a. m. on February 14. Mr. Goodwin and a Security representative will be present and will accompany the group to Agency Headquarters. Security will issue the visitors' con- ference badges and escort the group to Room 1 A-13. At 10 a. m. the Executive Director, Mr. Goodwin and the four Deputies will be present. Colonel White will give a short talk followed by an intelligence roundup by Jack Smith and then there will be approximately 30 minutes of questions. I asked that Mr. Goodwin, after everybody is on the bus enroute over here, give them a short briefing of the arrangements for the visit to Headquarters. 2. CIA Records Management Board: On 11 February I met with Mr. Coffey and: regarding the quarterly report of the CIA Records Management Board dated 29 January 1969. I feel that the report did not re?ect adequate progress in the course of discussions. I feel that perhaps the Board was not proceeding in accordance with its charter and was not sufficiently adOpting a centralized approach to the Records Manage- ment problem. It was desired that : Chairman of the Board, give a briefing as to progress being made and a brie?ng of problems and policy under which the Board was approaching these problems. At the same time I became aware that Mr. John Clarke was also seeking information on the Board's operations because of some query raised by the Executive Director. I called John Clarke and advised that I had concerns and suggested we join forces in a single briefing. OTR Program Call: I telephoned Mr. Richardson and advised that would visit him with the OTR program call as certain corrective action must be taken. I mentioned a number of points such as really de?ning alternatives, eliminating from the category of objectives certain proposals which were at this time merely conjectures and putting the emphasis that OTR is an Agency training service and is not an extension of the Mr. Richardson acknowledged these comments and I so notified E0 proceed. 2. Executive Director Inquiry Re Recruitment Shortfall: The Executive Director called today concerning a reclame that he was about to make to the Bureau of the Budget for the cutting of 89 positions in our FY 1970 budget. The Executive Director was advised of our recruitment shortfall and I advised that the projected 85 professional shortage was principally the result of the components failing to put in requests in time to be processed this fiscal year. Further, the shortage of 200 clericals is based upon our current rate of progress but that a special effort is being made to overcome this deficiency before 30 june. A majority of the short- fall can be attributed to the personnel ceiling restrictions, the BALPA cut and the holdback by Agency officers in not initiating recruitment requests because of a sincere desire not to exceed ceiling. I reviewed in broad terms the Logistics activities and spoke in a most complimentary fashion of the work of Mr. Meloon and Mr. Blake. I did not specify any areas for Special 2 5X1 A inquiry nor did I indicate any sensitivity about any inquiry the group wished to pursue. : raised the question of a trip to Southeast Asia as part of the survey and I advised I had no objection to a field survey in general terms. I did point out that a specific, detailed survey might be a bit troublesome at this time in view of the Operational pressures under which the Southeast Asia Logistics personnel are working. 2. Dulles Scrapbook: I spoke to : about preparing three scrapbooks of press clippings to be distributed as follows: Mrs. Clover Dulles, Mrs. Eleanor Dulles and one for the Agency. : will prepare 25X1 A all the press cli in and turn it over to the for appr0priate binding. Traffic Signal in Director's Garage: I informed the Executive Committee that a rubber strip traffic signal would be laid across the garage access way so as to alert the guard that cars are leaving the garage.
