Participation in NOPS Public Hearing Dear Charles, This Council takes very seriously the admission that an Entergy contractor paid actors to participate in the Council?s public comment process during the consideration of your NOPS application. As you know, public comment is designed as a forum for genuine discourse of concerned citizens of this City. While we do appreciate Entergy?s efforts in launching an internal investigation and creating a report, the Council is obligated to perform its own independent investigation to ensure the protection of the public interest. The Council expects nothing short of the full cooperation of ENO, Entergy and all other Entergy af?liates as we perform our independent investigation. By this letter the New Orleans City Council, in its capacity as regulator, directs ENO to maintain and preserve all evidence related to the allegations that ENO, Entergy or some other entity paid or participated in paying actors to attend and/or speak at one or more public meetings in connection with your NOPS application. Speci?cally, ENO is directed to preserve all physical manifestations, written or recorded, in whatever medium, of communications including, but not limited to, letters, emails, texts, voicemails, memos, notes, etc. in any way related to public relations and community support in the NOPS public proceedings. ENO is also directed to preserve all contracts, agreements, communications, memos, etc. with, to or from any third-party regarding public relations and community support in the NOPS public proceedings, including, but not limited to, paying or giving anything of value to anyone in exchange for support, or for appearing and/or speaking at one or more public meetings.
