Box 42001 San Juan, Puerto Rico 00940-2001 RE: Request to Extend USACE Mission Assignment for Temporary Power Dear Mr. Marrero: This letter reSponds to your April 29, 2018 request to extend the United States Army Corps of Engineers (USACE) Mission Assignment (MA) to support Puerto Rico Electric Power Authority?s (PREPA) request for temporary power through mega generators providing grid stabilization and supply of power generation for approximately 850 critical facilities and infrastructure locations. The Federal Emergency Management Agency (F EMA) has approved the extension of the USACE MA for emergency power restoration as follows: 0 Lease, Operation and Maintenance for the three mega generators until PREPA completes the purchase of those three generators. Once the purchase is complete, the lease and maintenance will terminate; 0 Logistics and materials management for power grid stabilization - PREPA is in the process of procuring a logistics management team and will transition with USACE to the new team; and 0 Temporary Power Generators for approximately 700 critical facilities and infrastructure locations. As of May 18, 2018, USACE will no longer provide line restoration work for PREPA per the direction provided by the Energy Uni?ed Command Group and con?rmed by the PREPA Chief Executive Of?cer. To ensure our readiness and preparedness efforts are coordinated as we approach the 2018 Hurricane Season, 1 request PREPA provide a plan describing how PREPA will support current and future temporary power needs. This includes prioritizing which generators should remain on the island, and which generators can be removed to better allocate limited resources to those in greatest need. Developing this plan is part of our overall joint planning for the upcoming hurricane season, and will require continued collaboration and action from all partners. Investing our time in this engagement now will result in enabling us to act quickly and decisively should a major event impacting the still-fragile power grid occur, and ensure Puerto Rico builds back more resiliently.
