I need formal notice from the city to state if we are allowed to use the ?re hydrants or if we are not allowed to use them. Please advise so we can plan for emergencies accordingly. The City cannot allow use of its fire hydrants and water system by the for any purpose other than emergency involving the protection of life or property within the city limits. I am concerned that, as an employee of the you have given incorrect information to the citizens of Wood Heights regarding how their home insurance might be affected. However, you are now aware that the City has certified water distribution operators, in compliance with the law. Our operators will be flushing the City?s fire hydrants on Saturday, June 9, 2018 (weather permitting) and our citizens will be notified in advance. A scheduled maintenance flushing, flow and pressure test scheduled for Saturday, June 9, 2018 will be conducted by certi?ed City personnel as long as weather permits. Citizens will be notified in advance. ISO Ratings are determined by reports that are provided by the following entities: 0 Wood Heights Fire Protection District responsible for reporting fire training and equipment maintenance. 0 Wood Heights Water Department responsible for reporting hydrant flushing and maintenance. 0 Ray County 91 1 responsible for reporting crime rates and response times. The City of Wood Heights Missouri owns the water distribution system within the City of Wood Heights Missouri. Here are the reasons that the City of Wood Heights Missouri cannot allow the Wood Heights Fire Protection District to use the Wood Heights ?re hydrants for training purposes. 1. Fire Protection District Training is a liability to the City in several ways: a. Ifa City ?re hydrant is damaged in any way it is a ?nancial liability for which the City will have to pay. b. If a water line is damaged due to improperly shutting off a ?re hydrant, it can cause what is called a water hammer, which can break the line. This is a financial liability because the City would have to dig up the line and pay the cost of the repairs, which would include materials, labor and equipment. 0. lfa Fireman is injured, it is a ?nancial liability for which the City could be held responsible. 2. The City of Wood Heights will not allow training for the Wood Heights Fire Protection District within our City Limits due to the following reasons: a. If not done correctly it can cause cross contamination to our drinking water distribution system, for which a boil order would be issued. b. Additional bacteriological sampling would be required until the water supply was deemed safe within the guidelines of the State Health Department and Department of Natural Resources. c. Additional Operational man hours and cost to the City of Wood Heights may be incurred. 3. The City of Wood Heights would be responsible for paying for the water dumped out onto the ground for training purposes. That incurred cost would then be passed on to the City residents. 4. The Wood Heights Fire Protection District has its own ?re hydrant, located on its own property that can be used for their training purposes. a. The Wood Heights Fire Protection District would then be billed directly for the amount of water used during their training from the Public Water Supply District #2 of Ray County. b. This saves the City of Wood Heights residents that expense. The Wood Height Fire Protection District is allowed, for the purpose of ?re emergencies within the city limits of Wood Heights, Missouri, to use the Wood Heights, Missouri, city owned fire hydrants for their intended use of extinguishing ?res pursuant to Missouri State Statute 320.095. The City requires that the Wood Heights Fire Protection District show documentation that they use an approved and certified backflow device on the hydrants before any hose is attached to our hydrant. The Wood Heights Board of Aldermen will review all requests from the Wood Heights Fire Protection trict on are received and make a determination with the information they are given.
