V?Doe2 was a student at Redisnds East Valley High School. S-Whitehurst was a substitute teacher at Radiands East Valley High School. In 2007, S?Whitehurst had a sexual relationship wi_at Redlands High School. During her relationship with-, S?Whitehurst stated she was called into Principal Chris as of?ce. Rivera questioned S-Whitehurst about her relations hip prim S?Whitehurst denied any inappropriate relationship. ?stated S-Whitehurst was questioned by the Principal, and he was questioned by School Counselor Mrs. Crew about his reiationship with S-Whitehurst. *denied any inappropriate relationship with S?Whitehurst. Was a student at Redlands High School. S-Whitehurst was a teacher at Redlands High Sohooi. S-Whitehurst had inappropriate communication via text messages with V?John Doe3. This occurred in 2011 while V?Doe3 was a student at Citrus Valley High School and S-Whitehurst was a teacher at Citrus Valley High School. S-Whitehurst met V?John Doe1 in July of 2012 at a school sponsored trip to Disneyland. They began a sexual relationship. S-Whitehurst became pregnant by V?Doe1 in September of 2012. S-Whitehurst announced her pregnancy in January of 2013, and never revealed who the father of the child was. In February 2013, the school conducted an investigation into inappropriate activities and relationships between teacher Brianne Lucero and students. During the investigation, a student prepared a written statement. in the statement, the student reported to Principal Bernard Cavanagh that teacher Lucero often let V?Doet skip her class to spend time with S-Whitehurst in S?Whitehurst?s classroom. Page 4 of 32 On May 15. 2013, Teacher Karen Alexander prepared a written statement to Principal Bernard Cavanagh and Assistant Principal Curtis Marcell. Aiexander reports she observed V?Doe?l exit S?Whitehurst's classroom crying. Alexander found classroom was locked. S-Whitehurst tater opened the door, also visibly upset. Alexander reports that she. teacher Sarah Seevers, and teacher Rebecca Strode observe V-Doe?i and S-Whitehurst spend a lot of time together, however is possibly due to both their involvement in a leadership club. Alexander also reports that the three teachers had observed a change in V?Doe?l attitude and demeanor. and also noted S-Whitehurst?s change in attitude and demeanor. The three teachers had discussed their observations, and Alexander wrote the report based on all three teacher's observations. Principal Cavanagh reports Alexander's report to Assistant Superintendent Sabine Robertson-Phillips. No report was made to CPS or Law Enforcement. On May 17, 2013, Assistant Superintendent Sabine Robertso and Principal Cavanagh arrange for a substitute teacher for S-Whitehurst's classes. Robertson-Phillips questioned S~Whitehurst at the District Of?ces about her relationship with V-Doe?l. S-Whitehurst advised she is close with V?Doe?l and advised she is a mentor to V?Doe?l. She also advised V?Dce?l has a pregnant girlfriend. While S-Whitehurst was being questioned by Robertson-Phillips, Principal Cavanagh questioned V?Dce?l about his relationship with S-Whitehurst. V?Doe?l advised he is close to S?Whitehurst, and locks to her for advice. V?Doe1 told Cavanagh he and S-Whitehurst are like cousins. Cavanagh noted that it appeared V-Doe1 was nerve would not make eye?contact while speaking about S?Whitehurst. ertson?Phillips discussed their interview, and shared notes. No report was made to CPS or Law Enforcement On May 30, 2013, Principal Cavanagh questions Substitute Teacher Luther Parks about V-Doe1 and S-Whitehurst. Parks advised S-Whitehurst told him V?Doei had a pregnant girifh'end. Parks advised that he observed a decline in V-Do?e?i?? ?5 performance at school. Parks also reported that S-Whitehurst had come to Parks' classroom and pulied V-Doe?i out of class. Halhvay through the class, Parks observed V?Doet was still not in class. He called S-Whitehurst and found V?Doe?i was still with her. Parks noted this was during S?Whitehurst?s pianning period. Parks reported to Cavanagh that he believed V?Doe's pregnant girlfriend was due about the same time as S-Whitehurst was due. Cavanagh reported and discussed his discussion with Parks to Robertson-Phillips. No report was made to CPS or Law Enforcement. On June 18, 2013, S~Whitehurst delivers her baby. V?Doe?i attends the birth. Teacher Sarah Seevers visits S-Whitehurst in the delivery room and observes V-Doe1 inside the deiivery room. Seevers questions V-Doe1 about being in the delivery room. Seevers also questions S-Whitehurst about V-Doe1. S-Whitehurst does not disclose to Seevers about her relationship with V?Doet. Seevers takes a photograph of the newborn baby with V-Doei in the background of the photograph. No report was made to CPS or Law Enforcement. Between June 18 and sometime during the last week of June, S?Whitehurst told her parents Dale Whitehurst and Pam Whitehorst who the father of the newborn child was. Dale Whitehorst is a teacher in the Redlands Uni?ed School District Pam Whitehurst is a Principal in the Yucaipa School District. No report was made to CPS or Law Enforcement On June 21, 2013, Teacher Sarah Seevers sends an email to all staff at Citrus Valley High School announcing the birth of S-Whitehurst?s child. She includes the photograph she took of the baby with V?Doe in the background. Principal Cavariagh saw the photograph and saw V?Doet in the background. Cavanagh forwards the email and photograph to Assistant Superintendent Sabine Robertson?Phillips. Robertson-Phillips and Cavanagh have a phone discussion about S?Whitehurst and V-Doet, and question why V-Doe?l would be in the delivery room with S-Whitehurst. Cavanagh states his suspicion about S-Whitehurst having an inappropriate relationship with V?Doet is elevated due to the photograph. No report is made to CPS or Law Enforcement. On July 01, 2013, V?Doe?l's mother meets Principal Cavanagh at Citrus Valley High School. V~Doe1's mother informs Cavanagh about the sexual relationship and that V?Doe is the father of S-Whitehurst's child- Cavanagh reports to Robertson-Phillips, who responds to the high school and meets with Cavanagh and mother. Robertson-Phillips reports to RedIands Police and Cavanagh reports to CPS. On July 01-2013, Detective Crawford and i conduct investigation. S-Whitehurst was arrested. After the initial report. several further victims were identi?ed. Sabine Robertson-Phillips refuses to cooperate with law enforcement and the investigation, and orders all School District Staff not to talk to the police without the School District's Attorney present. On July 03, 2013, a search warrant is approved and ordered sealed by Judge Richard Feet. The search warrant was served at Citrus Valley High School and Redlands Uni?ed School District. Sabine Robertson-Phillips was uncooperative and attempted to conceal and destroy documents. At least one document that was originally requested during the investigation had already been destroyed. On July 05, 2013, the sealed search warrant was released by an unknown person. Due to the release of the sealed search warrant, and Robertson-Phillips order to all staff not to speak with police, most teachers and staff refuse to communicate and cooperate with law enforcement and the investigation. GATION: On July 01 2013, Detective Crawford and began investigating a report of sexual abuse to V?John Doe by suspect Laura Whitehurst. It was learned S?Whitehurst was V?Doe?s teacher, and V?Doe was 16 years old when the sexuai relationship began. See Redlands Police Department case 130027404 (Court Case F881302854). During the investigation, several interviews were conducted with students, teachers, and Rediands Uni?ed School District Administration. On Tuesday, July 02, 2013. Detective Crawford and responded to the Rediands Uni?ed School District Of?ces located at 20 West Lugonia Avenue. We contacted Assistant Superintendent Sabine Robertson-Phillips. i took the following Deputy Report for incident 130028632 Page 6 of 32 statement. STATEMENT OF S?Rcbertson-Phillipe stated S-Whitehurst is currently an English teacher at Citrus Valley High School. S?Robertson?Phillips provided the following employment history, Jan '07?June '07: Long term substitute teacher at Redlands East Valley High School Summer '07: Summer school English teacher at Redlands East Valley High School School year '07f08: English teacher at Rediands High School School year ?03?ng English teacher at Redlands High School Laid off from employment Summer '09 School year '09i?10: English teacher at Orangewood High School School year English teacher at Citrus Valley High School School year '1 1f12: English teacher at Citrus Valley High School School year '121'13: English teacher at Citrus Valley High School S-Roberison?Phillips stated this year in May, another English teacher, Karen Alexander, contacted school administration regarding suspicions of an inappropriate relationship between V?John Doe and S?Whit'ehurst. S?Robertson?Phillips stated on May 16, 2013, she had a meeting with S-Whilehurst where she questioned S-Whitehurst about her relationship with V-John Doe. S?Whitehurst denied any inappropriate relationship with V?John Doe, and advised she was a con?dant to V?John Doe and often provided advice to V?John Doe. She advised they work closely with LINK CREW, a leadership organization on campus at Citrus Valley High School. S-Robertson?Phillips advised she took notes during the questioning. She further advised Bernard Cavanagh. Principal at Citrus Valley High School, questioned V?John Doe. She believes the questioning took place on May 17, 2013. Due to both V?John Doe and S?Whitehurst denying any inappropriate relationship, they took no further action or investigation. and did not report the allegation to CPS or Law Enforcement. S?Robertson?Phillips advised they have never had any other allegations, complaints, or investigations regarding S?Whitehurst. I requested to review S-Whitehurst's personnel ?le and requested a copy of the notes S?Robertson-Phillips prepared during her questioning of S-Whitehurst. S-Robertson?Phillips refused to allow me to review any ?les and refused to give me a copy of the notes she took during her questioning of S~Whitehurst informed S-Robertson-Phillips reviewing the personnel ?le was important to our investigation regarding any past complaints and investigations. S?Robertson?Phillips refused to cooperate with the investigation and refused to release any documents. CONTINUED: On Tuesday, July 02, 2013, Detective Crawford and responded to Citrus Valley High School located and 800 West Pioneer Avenue and contacted school Principal Bernard Cavanagh. i took the following statement. STATEMENT OF S-BERNARD CAVANAGH: 101941]? Deputy Report for Incident 130028632 Page 7 of 32 S-Cavanagh stated he ?rst heard about a possible inappropriate relationship between S?Whitehurst and V?John Doe in May. Teacher Karen Alexander reported to him that she thought there may be something inappropriate between S-Whitehurst and V-John Doe. On May 17, 2013 he spoke with V?John Doe and questioned him about his relationship with S?Whitehurst. At the same time. S?Robertson-Phillips questioned S-Whitehurst. He learned both V?John Doe and S-Whitehurst denied any inappropriate relationship. V~John Doe told him that he was stressed and was going through a lot at home with his family. He was also working on getting his future college plans. S-Cavanagh took no further investigation. S?Cavanagh stated he was on vacation during the last week. When he returned to work on Monday, July 01, 2013, he had an email from V?John Doe?s mother, advising she wanted to meet with him. The email was sent on June 28. He called her and arranged to meet in his of?ce. She arrived and informed him V-John Doe had disclosed to her that he was now a father and the mother of his child was S-Whitehurst. Before continuing any further, S-Cavanagh noti?ed S?Robertson-Phillips and requested she respond immediately to his of?ce. S?Robertson?Phillips arrived within five minutes and they continued discussing the incident regarding V?John Doe and S-Whitehurst. After discussing for a few minutes, S?Robertson-Phillips noti?ed Rediands Police Department and S-Cavanagh noti?ed CPS. S-Cavanagh also told me about a photograph that was sent to all the staff at Citrus Valley High School. He advised the photograph was sent out by a teacher named Sarah Seevers on the school's email. The email was "Welcome Baby Whitehurs and showed someone holding a newborn baby. in the background of the photograph was V?John Doe. S-Cavanagh stated he believed it was very strange that V?Doe was in the photograph in the hospitai, and further raised his suspicions about a relationship between V?Doe and S?Whitehurst. S?Cavanagh stated he sent the email to Sabine Robertson-Phillips. and in the email said "look who is in the photograph.? S?Cavanagh sent the email and photograph to Sabine as soon as he received the email from Seevers. Sabine later called him to inquire what he had meant. S-Cavanagh informed Sabine that the subject in the background of the photograph was V?Doe, who they had spoken to in May about a relationship with S?Whitehurst. S?Cavanagh stated even though the photograph heightened their suspicion about rat-relationship between V?Doe and S-Whitehurst, S-Cavanagh nor S-Robertson-Phillips reported the suspected abuse to Law Enforcement or CPS. (Of?cers later recovered the email and photographs sent by Seevers to all staff at Citrus Valley High School from a search warrant on S~Whitehursts School District Email.) I requested to see the photograph and obtain a copy. S-Cavanagh stated he was ordered by S?Robertson?Phiilips to not release anything. i was unable to obtain a copy or viewthe photograph. . INVESTIGATION CONTINUED: Detective Crawford later contacted S?Sabine Robertson-Phillips and requested a copy of the email and photograph. After ?rst refusing. the photograph was sent to Detective Crawford. See Detective Crawford's supplemental report. 101'04/17 Deputy Report for incident 13002-8632 Page 8 of 32 During the investigation, prepared a search warrant to search the Redlands Uni?ed School District and Citrus Valley High School for all Personnel Files, email records for the email address and any property showing evidence of a relationship with a student past or present. The warrant was approved and signed by the Honorable Judge Richard Peel. See search warrant for details. On Juiy 03, 2013, the search warrant was served. Sergeant Hardy, Detective Ortiz, and responded to Citrus Valley High School and conducted the search. Evidence seized included S-Whitehurst's personnel ?le from the school, two investigation reports, a disc of recorded video surveillance, 3 photograph of V-John Doe from S-Whitehurst's desk, a window sign from S-Whitehurst's classroom, and the hard drive disc from the computer located in S-Whitehurst's' classroom. I prepared a search warrant receipt and gave the receipt to Principal Cavanagh along with a copy of the search warrant. Commander Ryan. investigator Strobaugh. and Detective Crawford reSponded to the Red lands Uni?ed School District Of?ces. Sergeant Hardy and 1 later responded to assist. Several items of evidence were seized. During the service of the warrant, S-Sabine Robertson-Phillips was uncooperative and was attempting to destroy or conceal documents on her computer in her of?ce. While serving the search warrant. SvRobertson-Phillips . her attorney. and District Superintendent Lori Rhodes told of?cers the search warrant was not acceptable. and of?cers could not obtain the documents listed on the warrant. District Superintendent Lori Rhodes also commented to Detective Crawford that it was unacceptable for of?cers to be conducting a search warrant on a holiday weekend. SRoberlson?Phillips refused to provide the documents requested, and went to her computer in her of?ce. 1 observed S?Robertson?Phillips begin closing documents on her computer and highlighting portions of documents and deleting portions of the documents. It appeared to me S-Robertson?Phillips was deleting documents on her computer and trying to hide evidence. She was speaking to her attorney on the phone and I heard S-Robertson-Philiips saying "no. they can't have th at" and "don?t give them that" while working her computer. I intervened and stopped S?Robertson?Phillips from accessing her computer. I asked S-Robertson-Philiips where the handwritten notes were located which she took during her interview with S?Whitehurst in May. These are the notes Detective Crawford and originally requested from S-Robertson-Phillips on July 02, 2013. S?Robertson?Phillips had previously refused to allow Detective Crawford and to review the notes or obtain a copy. S-Robertsc n-Phillips was advised the notes were of evidentiary value to the investigation. S-Robertson?Phillips stated she wrote a narrative from the notes and did not have the original handwritten notes any longer. I was unable to locate the notes in S-Robertson?Phiilips of?ce. See Detective Crawford?s report for further on the service of the search warrant at the RedIands Uni?ed School District Of?ces. CONTINUED: On Saturday. Julyr 06. 2013. Detective Crawford received a phone message from Deputy Report for Incident 130028632 Page 9 of 32 _Jegarding her daughter? She advised *was in S?Whitehurst's class. and wanted to speak with Detectives. Detective Crawford took _statement. i took ?id?statement. STATEMENT OF ?stated her daughter-attended the Disneyland trip with S-Whitehurst and V?John Doe in July of 2012. .and V?John Doe became friends and were interested in dating each other. In September 2012, V?John Doe asked-to attend the Homecoming Dance with him. ?accepted his invitation. VnJohn Doe came to the-home and met W-and her husband, both migrants. They both wanted to meet V?John Doe before they allowed?a sophomore, to attend with V?John Doe, a senior. After meeting V-John Doe, they approved?Ito attend the dance with V?John Doe. A few days later. noticed her daughter was withdrawn and did not want - to attend school. This was highiy unusual for- who was active in school clubs, leadership, and academics. After discussing with -. !eamed S?Whitehurst had confronted??n her classroom about her relationship with V-John Doe. S-Whitehurst had told-she should stay away from V-John Doe and said V?John Doe was a bad in?uence. During another conversation, S-Whitehurst told-that V?John Doe already had a girlfriend. and continued to caution? against having a relationship with V?John Doe. Finally, S-Whitehurst confronted-inside S-Whitehurst's locked classroom and made- swear to secrecy S-Whitehurst mic. that not only did V?John Doe have a girlfriend, but that the girl friend was pregnant by V?John Doe. Shortly after her conversations with V?John Doe-told V?John Doe that she would not attend homecoming with him, and did not want to talk with him. V-John Doe confronted?and was yelling at her asking what S?Whitehurst told - and what she knew. V-John Doe became angry and grabbed?by her Shoulders, arm. and hair and continued yelling at her. V?John Doe shook "while asking her what S?Whitehurst had told her. During this time, campus security of?cer Wagner rode up on a bicycle. He told V?John Doe "when a girl says no. no means no!? V?John Doe let go of- and Wagner rode away. -Iater reported the incident to S?Whitehurst. After-learned about the incident, she contacted Assistant Principal Wes Cullen. Cullen advised her he was out of the of?ce during the week, and would have Of?cer Kivett, head of Citrus Valley High School Security, investigate the claim. After speaking with Kivett, ?lm-learned the video surveillance was not retained for that long of a time, and was not available to review. Kivett advised he would speak with V?John Doe,? and Of?cer Wagner, and S-Whitehurst. Kivett later contacted to advise he completed an investigation- ?vett advised he spoke to both V-John Doe and and stressed they both had a clean record. He advised W?that they both wanted to remain friends. Kivett also stated Of?cer Wagner recalied the incident, and did not believe there was any abuse. Kivett advised there would be no further investigation. W4. advised throughout the school year,_has had several problems 10104?? S?Whiteh urst always seemed preoccupied with V-John Doe, and students' completed work backed up ungraded. stated she has complained throughout the entire school year to Principal Cavanagh. Assistant Principal Cullen, Counselor Trish Scott, and S-Whitehurst. During the Christmas season, Counselor Trish Scott emailed? along with several other school personnel. an inappropriate email including comical Christmas photos. _complained to Principal Cavanagh. -also requested Cavanagh assignha different counselor. Cavanagh advised he would address the email issue. and would arrange for a new counselor. ?later received a call from a different school administrator, who advised -could not switch counselors. _Went to the School District of?ces to complain. Near the end of the school year, ?went into Counselor Trish Scott's of?ce to again complain about SuWhitehurst. .beli eves this was the last day of cal, and was concerned S-Whitehurst was going to give?lad unfair grade due to S-Whitehurst not completing her grading. During the conversation?accused Trish Scott and the school of covering for S?Whitehurst, even though they all knew who the student was that is the father of S?Whitehurst's child. .advised Trish Scott appeared shocked, and inquired about who was the father of S-Whitehurst's child. ?refused to answer. "advises she believes her daughternwas targeted and retaliated against by S-Whitehurst for having an interest in V-John Doe, and having information about V-John Doe. Though it was never expressed or stated by V-John Doe or and believed V-John Doe was the father of S?Whitehurst's child. CONTINUED: During our investigation. Detective Crawford and identi?ed? as a past student who had a sexual relationship with his teacher S?Whitehurst. tated during his relationship with S?Whitehurst. there were rumors at school (Radiands High School) of his relationship. During his relationship with itehurst in 200?, he was questioned by his school Counselor Mrs. Crew about his relationship with S-Whitehurst was questioned by the Principal at RHS. -could not remember it the Principal was Christina Rivera or Pat Halley. After discussing the questioning with S?Whitehurst,??and S-Whitehurst agreed to be more cautious and careful with their relationship to further conceal the sexual relationship. During a subsequent interview with S?Whitehurst, S-Whitehurst con?rmed she was questioned by Principal Christina Rivera about her relationship with- S-Whitehurst stated she denied any relationship with-. S?Whitehurst stated she did not know ?was questioned. Detective Crawford took-and S-Whitehurst's full statement. See Detective Crawford's full statement. On Saturday, July 06, 2013, Detective Crawford and contacted Radiands High School Principal Christina Rivera at her residence. 1 took the following 17 Deputy Report for Incident 130028632 Page 1 1 of 32 statement. STATEMENT OF RIVERA: S?Christina Rivera stated she has been a principal at Redisnds High Schooi for approximately 10 years. S?Rivera stated she recalls having S?Whitehurst as a teacher at RHS around 2007 and 2008. S-Rivera stated she had never known of any abuse and had never heard of any abuse. S-Rivera stated she had a conversation with teacher Kris Farina on Wednesday July 03. Farina had mentioned hearing that this same thing had happened with S-Whitehurst providing sexual favors and services to a high school sports team. She did not have any further information and passed the information on to Sabine Robertson-Phillips. S-Rivera was later told by Farina that this had occurred at another school. S?Rivera did not have any information about where this occurred. S?Rivera did not have any further information about S-Whitehurst. or any teacher, providing sexual services to any students. S-Rivera recalls counseling S-Whitehurst when S?Whitehurst was a teacher at Redlands High School. S?Rivera advised most of the counseling was related to classroom management. and maintaining control of the classroom. She counseled S?Whitehurst on using the tools she has learned in college to control and manage her classroom. S?Rivera advised this type of counseling is very common with ?rst year teachers. S?Rivera also recalis a time when she learned S?Whitehurst had provided a ride to a female student. She learned S-Whitehurst drove the female student to the student?s home since the female student was having personal problems in life. S-Rivera counseled S-Whitehurst against providing transportation to students, and ordered her not to transport any students anywhere. S-Rivara stated she does not recall?Iand does not remember him as a student. S-Rivera stated she had never heard of any rumors of inappropriate relationships involving S-Whitehurst. S-Rivera stated she would immediateiy report any teacher invoived in any inappropriate relationship to law enforcement upon learning of the abuse. S-Rivera stated she has had to make such noti?cation twice in the past. One incident involved a male teacher at RHS involved in a relationship with a student, and the other incident was when she was at a different school in a different district. S?Rivera stated she would have immediately reported any abuse, and knows she cannot wait to provide information. S?Rivera stated she does not recali ever questioning S?Whitehurst about having a relationship with- or any other student. Had she received any report about a relationship. S?Rivera advised she wouid have immediately noti?ed law enforcement. S?Rivera stated since the news media surrounding the case, she has questioned other English teachers that had classrooms near S-Whitehurst if they ever had any knowledge or heard any rumors about S-Whitehu having rotationships with students. No other teachers admitted having any knowledge of any relationships involving S-Whitehurst. 1 0/04? 7 Deputy Report for incident 130028632 Page 12 of 32 INVESTIGATION CONTINUED (SEARCH WARRANT): Detective Crawford and I reviewed information and evidence that was seized during the execution of a search warrant at Citrus Valley High School and Redlands Uni?ed School District. i watched the recorded video surveillance provided on a disc by S?Cavanagh. At approximately 1305 hours on 054 3?13, teacher Karen Alexander is observed speaking with two female students outside a classroom in the main hallway. At approximately 1313 hours, while Karen Alexander and the two students are still speaking, Vsiohn Doe exits S?Whitehurst's classroom, which is located immediately next to Alexa nder?s classroom. V-Doe appears to be wiping his face as he walks away. After V-Doe walks away, Karen Alexander and the two students walk over and attempt to enter S-Whitehurst's classroom- Karen Alexander tries to open the door, which is found to be locked. Karen Alexander leaves and enters her classroom and the two female students knock on S?Whitehurst's classroom door. S-Whitehurst opens the door and both students enter the classroom with S?Whitehurst. The'video recorded on the disc then ends. During the search warrant, a photograph was located inside S?Whitehurst?s classroom. inside a desk drawer at S?Whitehurst?s desk. The photograph depicted V-John Doe. and appeared to be taken at an amusement park or event. The photograph had handwriting on the back, with "09-21-12? and "Make written on the back. Inside S?Cava nagh?s of?ce, S?Cavanagh kept a folder named "investigations." Inside the folder. I located two relevant investigations. The first was comprised of three documents. The ?rst was a typed statement from Karen Alexander, documenting her observations and suspicions about a possible relationship between S-Whitehurst and V?Doe. In the letter, Karen Alexander details how Rebecca Strode, Sarah Seevers. and she had concerns regarding V?Doe, S-Whitehurst, and S-Whitehurst's pregnancy. Karen Alexander states that she observed V-Doe exit S-Whitehurst?s classroom upset. She then found the classroom was locked and S~Whitehurst was inside. When she and . students knocked at the door, Karen Alexander wrote that S?Whitehurst opened the door and also appeared upset. Karen Alexander wrote that what she was writing was without any evidence, and was the purpose was for context to her observation related to the classroom incident. Karen Alexander advises in the letter that she ?understand my obligation as a mandated reporter to communicate my suspicions" and because of those suspicions took her information to "Bernie and Curtis". The letter was dated May '16. 2013. and had a signature from Karen Alexander on the front page. The second part of the investigation was a typed statement, apparently taken by S-Cavanagh while speaking with teacher Luther Parks. In the statement; Luther Parks discusses S?Whitehurst pulling V?Doe out of his classroom, and noticing V-Doe spending a lot of time in S-Whitehurst?s classroom during her planning period. while V-Doe should be in class. After, S-Whitehurst contacted Luther Parks and advised him V?Doe has a pregnant girlfriend. The interviewer asks 10mm Deputy Report for Incident 130028632 Page 13 of 32 when the baby was due. Per the document. Luther Parks stated he believed V?Doe's child was due around the same time as S?Whitehurst. The third part of the investigation was hand written notes, and were mostly illegible. V?Doe's name was written on the top, and the date written on the notes was 05-17-13. The second investigation ?le I found relevant was an investigation into inappropriate communication and relationships between Brianne Lucero and several students. I observed the ?le also had several "Student Data Printout" about individual students, including V?John Doe. There were three statements, two of which were written by students, and one written by S?Whltehurst. The two student statements were written try?am. Both detail inappropriate comments, actions, and occurrences in Brianne Lucero's classroom. Detective Crawford interviewed Brianne Lucero and took her statement. It was learned Brianne Lucero resigned over the investigation. The written statement by? states the following: ?Mrs. Lucero frequently lets (Vi?Doe) skip class and instead go to Mrs. Whitehorst?s class." The statement also discusses V?Doe being sexually inappropriate in class. and summarizing literature sexually. At the end of the statement. states "i am uncomfortable writing this information about a teacher but I am doing it because I know it is important information for Mr. Cavanagh to have and he has asked me to do so." The document is signed by? Deteotive Crawford also recovered several items of evidence from the Redlands Uni?ed School District Of?ces. See her supplemental report. A disc with email information was recovered, including backup storage tapes of email. I reviewed the email evidence and located the email sent by Sarah Seevers. The email was sent on 06-21-13 at approximately 1437 hours. The email was sent to 2.ca.us and was sent by The body of the email stated "For those of you who wanted to see pictures. here is one of mom and baby and then one of just Both Laura and- are doing well. The email was titled "Pictures of new baby Blackhawk-?. There were two photographs attached, including the photograph of the newborn with V-Doe seated in the background. On 07-09-13, at approximately 1315 hours, i contacted teacher Sarah Seevers on the phone. I requested to speak with her regarding the investigation into S-Whitehurst. Seevers stated she was advised by the school district to have a lawyer present during any police interviews. Seevers stated she would call the attorney and arrange to meet tomorrow for an interview. During the same time, Detective Crawford contacted teacher Karen Alexander to request to speak with her. Alexander advised she also was advised to have a lawyer present during an interview. Alexander advised she would contact her attorney to arrange a meeting for an interview. 1 later received a call from Matthew Singer, who identi?ed himself as the attorney retained by the Teacher?s Union to represent teachers. Deputy Report for Incident 130028632 Page 14 of 32 meeting tomorrow. 07-10-13, at 1000 hours. to meet with Seevers and Alexander. i made the following contacts with teachers, counselors, and administrators. 07-09-13i1607 hours: Left message for Curtis Marcell, assistant principal at Citrus Valley High School. i never received a call back. 07-09-13I1610 hours: Contacted Tony Wood. counselor at Citrus Valley High School. Wood advised he was ordered by a lawyer to contact an attorney before giving any statement. He advised he would call the attorney to arrange a meeting. Wood called back at 1722 hours to advise he would be at the meeting tomorrow, 07-10-13 at 1000 hours with the attornEy to give a statement. 07-09-1311620 hours: Contested Gina Porter, English teacher at Citrus Valley High School. Porter advised she met with the teacher?s attorney last night and would like to have the attorney present during an interview. She advised she would call the attorney to arrange an interview. At approximately 1642 hours, Porter called back to advise she would give an interview with her attorney at 1300 hours tomorrow at the Rediands Police Department. 07-09-13i1625 hours: i contacted Rebecca Strode, English teacher at Citrus Valley High School. Strode advised she would like to have the attorney present during an interview. She advised she would call the attorney to arrange an interview. At approximately 1635 hours, Strode called back to advise she would give an interview with her attorney at 1300 hours tomorrow at the Redlands Police Department. 07-09-1 310800 hours: I contacted Chris Galloway. Physical Education teacher at Citrus Valley High School. Galloway advised he was out of town today, but would come to the Redisnds Police Department at 0800 hours tomorrow to give a statement. On Wednesday. 07-1 0-13, at approximately 0800 hours. Chris Galloway came to the Rediands Police Department. i took the following statement. STATEMENT OF GALLOWAY: Vii-Galloway stated he is a PE teacher at Citrus Valley High School and a water polo coach. He has been at Citrus Valley High School for the past four years. One of his auxiliary duties is a LINK Crew adviser. assisting S?Whitehurst. W~Galloway only knows S?Whitehurst through work. He first found out about S-Whitehurst being pregnant after winter tree it. W-Galloway never knew or heard who the father was. Vii?Galloway did hear rumors from students about S-Whitehurst and V?Doe. He overheard-?d?talking about V?Doe being the father of S-Whitehurst?s child. He told the students not to Spread rumors. W-Galloway stated he believed the protocol for mandated reports was to notify the principal with any suspicions or reports. He stated only upon substantial evidence would he ever be told to report directly to CPS. I showed W?Galloway the photograph of the Baby with V?Doe in the background. lOiO4l17 Deputy Report for incident 130028632 Page 15 of 32 W?Galloway stated he had seen the photograph before, and stated W?Seevers sent the photograph out to all Citrus Valley High School Staff after the child was born. W-Galloway stated he did recognize the subject in the background as V-Doe. Vii-Galloway thought it was odd that he was in the hospital room, however did not think much of the photograph. He deleted the email. till-Galloway stated after speaking with me, he would go home and log on to the School District email and forward me the email from W?Seevers with the photograph, if he could ?nd it in his deleted email. Vii-Galloway stated he attended the trip to Disneyland in July of 2012 with the A88 group. He knows S?Whitehurst attended. W?Galloway does not remember who was in each adviser-'5 group. He stated he drove a school van with students. He observed that S-Whitehurst drove her personal vehicle and took students in her car. INVESTIGATION CONTINUED: After completing the interview, 1 received an email from W?Galloway. W?Galloway stated he could not find the email. He stated the email was removed. W?Galloway stated he did not permanently delete the email, and believed someone else removed the email. I met with Karen Alexander at the Redlands Police Department. She was accompanied by attorney Matthew Singer. attempted to take a statement from till-Alexander. advised W?Alexander she came voluntarily, and was free to leave at any point during the interview. Attorney Singer stated all of his clients, including the teachers scheduled for interview later today would not give any statement and would not answer any questions. i asked Vii-Alexander if she had prepared a written document about her observations regarding S-Whitehurst. Attorney Singer ordered Vii?Alexander not to answer. it appeared W-Alexander wanted to speak with me, regardless of her attorney. Attorney Singer ordered Vii-Alexander to say she wished to remain silent per her Fifth Amendment rights. i took no further statement. Detective Crawford and I attempted to speak with substitute teacher Luther Parks at his residence. W-Parks stated he was ordered not to speak to police without an attorney. W-Parks stated he refused to speak to us without his attorney. Detective Crawford and I attempted to speak with Assistant Principal Wes Cullen at Citms Valley High School. W?Cullen stated he was ordered not to speak to police without an attorney. W?Cuilen stated he would not speak to us without his attorney. While at Citrus Valley High School,?rovided a phone number for Trish Scott. I called the number on 07-10-13 at approximately 1439 hours and left a message. I received no call back. I again called on 07-11?13, at 1803 hours. I left a message with a male subject who answered the phone. He advised he would pass on the message to Trish Scott. I received no phone call back. 0n 07-10-13. at approximately 1645 hours, Detective Crawford and contacted her work. i took the following statement. 10/64/17 Deputy Report for Incident 130028632 Page 16 of 32 STATEMENT OF- ?stated she has heard rumors during the school year about V-Doe and S-Whitehurst. She was in LINK Crew with V?Doe, and S?Whitehurst was the adviser. ?stated she believed most students in LINK Crew knew that V?Doe was the father of S-Whitehurst?s child. stated W-Galioway was her PE teacher, and she is also in Water Polo. She o?en spoke about S~Whitehurst and V?Doe with her friends. She believes W?Galloway overheard her one day, and told her not to spread rumors. She stated W?Galioway did not ask any questions about the rumor. CONTINUED: On July 15, 2013. i received a letter in the maii at the Redlands Police Department. The ietier did not have a return address. The letter was dated July 09, 2013, and was addressed to "Bet. Dominick Povero." The letter stated "Be sure to talk to staff members at Citrus Valley HS about the Whitehorst case. Some of them knew from comments overheard that ?there was a sex abuse case about to come down? several weeks before Whitehurst?s arrest." The letter was signed Friend.? I entered the letter into evidence and attached a copy to this report. I took no further action regarding this case. She was an adviser for a club V?Doe 1 was in. She began a sexual relationship with V- Bee 1 when he was 16 years old; Doe 1 is currently 17 years old. Their relationship resulted in a pregnancy that produced a child, Baby Doe. As the investigation continued we learned of other inappropriate relationships S-Whitehurst had with students. S?Whitehurst had a reiationship with V?John Doe 2 spring 2007. S?Whitehurst also had a reiationship witi- in 200?~2008. S-Whitehurst also had a reiationship with ?in 2007-2008. A On 07108113 1 submitted my report against Whitehorst and her inappropriate sexual relationships with students. 130027407. During that investigation I [earned several mandated reporters may have had reasonable suspicion that child abuse was occurring. 1 began my investigation regarding those aiiegations. The following is a synopsis of statements S-Whitehurst and - made regarding being counseled, during the 2007-2008 school year, about possibly having an inappropriate relationship with one another, refer 130027407. .S-Whitehurst summarized statement Whitehorst told me Principal Rivera from RHS only counseled her once about giving a student a ride home. Whitehurst said the female student was in a very bad situation at home. She explained the student spoke about suicide and she was extremely concerned for her welfare. She and Principal Rivera were able to get the student counseling. After speaking with Whitehorst another time she told me Principal Rivera had called her into her of?ce. A student, unknown who, said they saw her and ?at the movies. Whitehurst told Principal Rivera she had never gone to the movies alone with _that was the end of their conversation. Whitehurst then toid me she did go to the movies with- but his siblings had gone too. ?summarized statement: ?old me one day he was waiking by his counselors of?ce, Mrs. Craw, when she asked him to come in to taik. She told him the staff was talking about S?White'hurst, he didn't ask her what she meant by that. She asked him ifthere was anything going on, again not elaborating, he toid her did not want to disclose the relationship so he lied. Mrs. Crew beiieved him and nothing more was said. 1030-4117 Deputy Report for incident 130028632 Page 19 of 32 Craw was out of the state on vacation. We were unable to locate a telephone number to contact her via telephone. At that time law enforcement was not contacted and no report was ?led with Child Protective Services(CPS). The following is a timeline of when CVHS and RUSD received information about Whitehurst and V?Doe 1 having an inappropriate relationship. MAY 16th 2013 Alexander submitted a con?dential report to CVHS Principal Cavanagh and Assistant Principal Curtis Marceil. Alexander expressed concerns over Whitehorst possibly having an inappropriate relationship with V?Doe 1. CVHS Principal Cavanagh spoke with V?Doe 1 while RUSD assistant superintendent Sabine Robertson-Phillips questioned Whitehorst about 3 having an inappropriate reiationship with V?Doe 1. At that time law enforcement was not contacted and no report was ?led with Chiid Protective ServicesiCPS). June 18th 2013 Whitehorst gives birth. A photograph was distributed via email, June 2151 2013. to CVHS staff. The photograph shows the baby in the foreground and V-Doe 1 in the background. No one else is in the photograph. S?Cavanagh sends the photograph to Robertson-Phillips and they have a discussion about V?Doe 1 being in the photograph. At that time law enforcement was not contacted andno report was ?led with CPS. Juiy 1 st 2013 V?Doe 1's mother goes to CVHS to report the inappropriate sexual reiationship to Cavanagh. Cavanagh contacts Robertson-Phillips who then noti?es police of the reiationship that resulted in Baby Doe. Cavanagh reports the incident to CPS. CPS case worker David Sheiton told me this was the ?rst time CPS had ever been noti?ed regarding Whitehorst. SEARCH WARRANT: On July 03, 2013, a search warrant was served at the Radiands Uni?ed School District and CVHS. Evidence seized included S?Whitehurst?s personnel ?le from the Redlands Uni?ed School District. During the commission of the Search Warrant I contacted Robertson-Phillips. i explained I needed anything related to S?Whitehurst. Whiie was there Robertson-Philips told me her Superintendent wanted to speak to me. she gave me the telephone. spoke to Superintendent Lori Rhodes and explained to her that we had a search warrant from a Judge allowing us to seize anything that may be of evidentiary value from both RUSD and CVHS. I told her the items we were looking for; She told me she didn?t understand why we were Deputy Report for incident 130028632 Page 20 of 32 doing this so late before a holiday. Again, I explained we had a search warrant allowing us to get items related to Whitehorst. Several minutes later, Steve Harber, telephoned Robertson-Phillips who then passed the telephone to me. Harber told me he was the attorney representing RUSD. He asked me what i needed and told me I was incorrect in what I could get based on the Search Warrant. told him I needed the following: any and all personnel andfor discipline ?les and records for Laura Elizabeth Whitehorst, relating to her employment at the Redlands Unified School District. Records include physical documents and records, notes, investigations, discipline, performance, computer or digital records, evaluations, and complaints. Records included to be seized may be physical, handwritten, digital, stored, or computer ?les. Again Harbor told me I could not take any notes that Robertson-Philips had only the personnel ?le. After speaking with Robertson-Phillips I told her i needed any notes regarding any allegations or investigations of inappropriate relationships concerning Whitehurst. i asked her for the notes she showed me on 07113213 where she had spoken to Whitehurst regarding the allegations brought forward in May 2013. Robertson-Philips told me she was not going to get arrested for this and would give me what I needed- On 07I03113 I reviewed the items obtained during the Search warrant I had a photocopy of 3 pages of notes Robertson-Phillips took. Below is a sum mary of her hand written notes: -A list of people to speak to on Monday at 0900. The people listed are: Karen Alexander Gina Porter Sarah Seevers Rebecca Strode Galtaway Luther Parks Becky Buyak Tony Wood Bernie Cavanagh . -"Steve said send her picture of the delivery room" -There have been no reports or complaints about her interactions with students from the time of her employment to the present incident. ?.Teacher at RHS Chris Farina's son who said Laura Whitehorst serviced the whole baseball team(oral Sex). -our witnesses should not be talking to police without representation ?Say we will be happy to make those arrangements but we want our lawyers present". included in Whitehorst?s personnel ?le Was a con?dential report, dated May 16th 2013, Alexander sent to Cavanagh. In it she describes strange behavior she observed involving Whitehorst and V?Doe 1. However she explains that V?Doe 1 was in LINK Crew and it would be normal for him to have regular contact with the adviser, Whitehorst. She talks about Whiteharst telling her she was pregnant but never disclosing who the father was. She noticed both Whitehorst and V-Doe 'l seemed suiten. She further explains she does not want to falsely accuse anyone if she has nothing concrete to report. However she understands her'obligation as a mandated reported and communicated her suspicions to Cavanagh and Marcell. 10104;]? mum-:- Deputy Report forlncident 130028632 Page 21 01?32 In my initial report, I spoke to several people on the list that Robertson-Philips provided in her notes. The remainder will be included in this report or Detective Povero's report. INVESTIGATION: While speaking with Whitehorst on 07:03l13 she told me she did disclose to her parents, Date and Pam Whitehurst, that V?Doe 1 was Baby Doe's father. She oouid not remember the exact date but knew it was the last week in June 2013. On 07108/13 at approximately 1700 hours a subject came into the Redlands Poiice Department Annex and asked to speak with someone regarding the Laura Whitehorst case The subject verbally identi?ed himself a?We spoke in the conference room. -ld me he transferred to CVHS during the January 2013 school year. He joined Link Crew in February 2013. His adviser for Link Crew was Whitehorst. Soon after joining Link Crew he heard rumors that the baby?s father was in the classroom, he identi?ed the baby's father as V?Doe 1. He then saw strange behavior such as Whitehorst letting oe1 take her car to get pizza for the ciass or V?Doe 1 yelling at Whitehorst during ctass making her cry. knew this was not a normal student teacher relationship. ?lid not feel he had enough information to tell the school about V-Doe 1 and Whitehurst possibly having an inappropriate relationship? believed other people had to know about the relationship. 0n 07!09113 at approximately 1455 hours I spoke to V?Doe 1 in the living room of his home. V?Doe 1 put me on telephone speaker with a tomato who verbaily identi?ed herself as Jillian Duggan-Herd. she advised she was an attorney representing him. STATEMENTS asked V?Doe 1 who went to the hospital during or following Baby Doe's birth. The only teacher that came to the hospital was Seevers. V?Doe 1 toid me he thought Seevers took the photograph of Baby Doe with him in the background. V?Doe ?i was concerned he was in the background of the photograph but Whitehurst told him not to worry because she had told Seevers that other students had visited her in the hospital. The other students were-am. On 06117I13 at approximately 2300 hours V-Doe received a telephone call from Whitehorst telling him her water had punctured. He was at a friend's house so Whitehorst picked him up. He drove her to the hospital where she was checked out and admitted. V-Doe 1 explained Whitehorst did not want to call anyone until the baby was born. V?Doe 1 explained the ?rst person to visit Whitehorst at the hospitat was Katelyn Hale. Whitehorst didn't want it to seem weird that he was there so he asked her to invite Hale so it would appear other students were visiting. Once 02'0411 7 Deputy Report for incident 130028632 Page 22 of 32 Whitehurst was moved to the post delivery room her family showed up. The only teach er that came to visit was Seevers. Whitehurst told Seevers she and V?Doe 1 were hanging out the night before when her car broke down so he brought her to hospitai. Seevers focus seemed to be on Whitehorst and Baby Doe, not him. Seevers did ask him if this was a crazy experience since Whitehorst told her he was in the delivery room. V-Doe 1 said staff at CVHS may have had suSpicions but doesn?t believe anyone knew the truth. On 06118113 V?Doe 1 told his brother and sister about Baby Doe. The next day. 06i19113, he picked up Whitehorst, Baby Doe and brought them home. V-Doe 1 told me oniy four people knew the truth about their relationship and the pregnancy. He told me it was him. Whitehum_and--had recently left for Army boot camp in Georgia. Shortly after the baby's birth Luoero emailed him the picture of him in background and asked him if he knew he was in the picture. He told her a bunch of students went to visit. V-Doe 1 toid me the only other time. besides speaking to Cavanagh. that he was spoken to by staff was for an incident involving his grades which had gone down due to his secret reiatioriship and disintegnancy He told his Economics teacher. Mr. Beaumont. he was failing and needed to bring his grade up. he then said he would shoot himself in the foot if he couldn?t bring the grade up. His teacher thought he said I?ll shoot myself in the head. Because of the miscommunication V-Doe 1 had to speak to his counselor Mr. Woods. V?Doe ?l was told by CVHS staff that any time they hear something like that they need to report it. Then in May 2013 Cavanagh questioned him asking him what type of relationship he had with Whitehurst asking him: have you ever gone to her house. do you hang out outside of school, or been in the classroom with the door locked. V?Doe 1 denied anything occurring. V?Doe 1 knew peopie(students) were talking about him and Whitehurst but he just ignored it. No students ever came up to him and directly asked him what he was doing with Whitehorst. He maintained that when people asked him about their relationship he would deny it. I told V-Doe that Whitehorst was concerned he was sending her texts and emails asking to speak to her and see Baby Doe. Whitehurst did not want to get in anymore trouble. He told me he understood and would not do that anymore. I exptained the District Attorney issued a Criminal Protective Order for him, prohibiting Whitehorst from contacting him. On 07109113 at approximately 1630 hours i spoke to Brianne Lucero, a teacher who recently resigned from CVHS. 1 spoke to her via telephone. STATEMENTS W-LUCERO: Lucero explained she was forced to resign February 2013. She told me it was due 101?042'1'? Deputy Report for incident 130028632 Page 23 of 32 to allegations that she was sending inappropriate messages via social media to students, she told me the allegations were not true. She was upset because CVHS and RUSD immediately assumed she was guilty and made it so she had to resign. She has not been back to campus since her resignation. Lucero was an English teacher. She did notice V?Doe 1 in Whitehorst's class after school. The door would be closed but whenever she walked into the class they were always at a distance from one another. She never observed any inappropriate behavior. Lucero said Cavanagh looked up to Whitehurst because she took on so many extra responsibilities at CVHS. She explained she felt that Cavanagh would de?nitely have Whitehurst's back and help her out. Lucero was upset that nobody believed her when allegations were made against her. INVESTIGATION: 0n 3 at approximately 1 645 hours I telephoned Hale. She told me she could meet me at the Lowe?s in Highland, Ca. We met in the parking lot and spoke. Around Christmas time V-Doe ?l told her about his relationship with Whitehurst and the pregnancy. He told her he didn't know what to do and needed a girl's point of view. ?aid she kept it low key. She told both of them if they needed anything she was there for them. .had Whitehorst as a teacher so she saw her every day. Whitehorst told her she was the only girl she could talk to about it and believed no one also knew. Miles 1 would tell her Whitehurst was and he didn't want her in his life anymore. Then Whitehorst would tell her V?Doe 1 didn't understand it was all the hormones affecting her. She explained many students had suspicions and there was a lot of talk. People assumed V?Doe ?l was the father but she would squash the rumors. Whitehorst would ask her. and V-Doe 1's best friend to hang out with her and V?Doe Whitehurst asked them to go out to dinner so it wouldn't look weird. She said they only went out to dinner twice, one time being the night she went into labor. That night around 0200 hours she got a message from V?Doe 1 telling her Whitehorst was having the baby and he would keep her posted. About an hour after the baby's birth she went to the hospital to visit. She said no other students went. Hale did not see Seevers at the hospital. She did not think Whitehurst told Seevers about the relationship. She told me only four people really knew about the relationship and pregnancy, S-Whitehurst, V?Doe and herself. On 07I10l13 at approximately 0810 hours Detective Povero and 1 spoke to Galloway, a teacher at CVHS, at the Redlands Police Department Annex. Detective Povero took his statements. Refer to Detective Povero's report. Deputy Report for Incident 130028632 Page 24 of 32 On 0711 0H3 at approximately 0900 hours Detective Povero and I went to CVHS to speak with potential witnesses. I contacted Mary Herold in her office. STATEMENTS I told Herold I wanted to speak to her reference the Whitehurst case. She told me she spoke to her Principal and they were supposed to direct any law enforcement to their District Office. If we needed to speak to her the District Of?ce would work with the lawyers. i told her we were meeting with other teachers today at 1000 and 1300. We asked if she did not want to speak to us she replied. "It?s not that I don?t want to talk to you it?s just that they told us that actually our staff members aren't supposed to directly talk to you." - i told her I wanted to speak to her not the district and I left her my card so she could contact me. - INVESTIGATION: On 07110113 at approximately 1005 hours Detective Povero and I met with Attorney Matthew Singer at the Redlands Police Department Annex. He explained he was representing the Radiands Teacher's Association. Singer said Robertson-Phillips put him in contact with her LA ?rm. Any meeting that occurs would have to go through them. They were requesting that we not contact any em pioyee of the district without direct contact with Mr. Harper?s of?ce. Singer told me from what he knew of the case and after talking with Whitehorst's attorney, Jim Gass, this is a slam dunk conviction with her so he couldn't figu re out why the Rediands Police Department was still trying to talk to everyone. I told him we were doing a thorough investigation. He explained as far as the ?ve teachers' today they were not going to aliow them to make any statements at this time. Refer to Detective Povero's report. On 07110113 at approximately 1030 hours I spoke to Attorney Roger Rosen, via telephone. He told me he was the attorney representing and RUSD. He explained he wanted to fully cooperate with Rediands Poiice Department. Detective Povero and i attempted to contact several other staff members from CVHS. Refer to Detective Povero?s report. On 07110113 at approximately 1430 hours Detective Povero and I went CVHS to contact additional staff members. STATEMENTS I told him i wanted to speak to him about Laura Whitehorst. He told me. ?l've been told not to talk to police without a lawyer?. He apologized and said he has been instructed to do that. STATEMENTS 1010421? INVESTEGATION: On OTI10113 at approximately 1500 hours i spoke to Attorney Roger Rosen, via telephone. He told me he would send the email with the contact list and the emergency response form Cavanagh received from CPS. Later that day I received an email from Rosen. The distribution list showed that it was omitting the ?to" and "cc'f from the distribution list. See attached document. On 07l10113 at approximately 1530 hours I telephoned?, Galloway said he heard her and- speaking about Whitehurst's pregnancy. She told me she could meet me at the Lowe's in Highland. Ca. We met in the parking lot and spoke. STATEMENTS She said she had only heard rumors after the fact. She explained ever since this has been public different sociai media sites had discussed who the baby's dad was. She explained she had never heard about other teachers who were having inappropriate relationships with students. INVESTIGATION: All interactions were recorded using my digital voice recorder and downloaded to the Redlands Poiice Department system. We spoke in the kitchen of his home. STATEMENTS FLORES: ?old me he gave me the wrong name of the counselor he spoke with. He said he had a teacher named Mrs. Crew and a counseior named Mrs. Crew, two different people. He told me the counselor was Hilary Crew. Flores thought Hilary Crew was a temporary counselor. He said the day he went to her of?ce she asked him how he was doing in school and speci?cally asked him how he was doing in Whitehorst's class. He couldn't remember if she asked him about having an inappropriate relationship with Whitehu rst. i changed the name in the report to re?ect the correct Crew that had spoken to On 0722/13 contacted Children and Family Services(CFS) supervising of?ce specialist, Mary Naranjo. i asked her if there had been any referrals made to CFS prior to June 30, 2013 regarding Whitehorst, she verbally told me She then faxed me a memo stating no referrals had been made to CFS regarding Whitehorst from to 06l30f2013. See attached document. On 07I22l13 I contacted Rediands Police Department Custodian of Records, Lynette Salmanca. She stated no reports regarding Whitehorst had been made with RPD from 01/012013 to 06i30/20?l3. See attached document. I conducted additional follow up on the investigation. Robertson-Phillips had typed notes regarding her investigation of Whitehurst having inappropriate behavior. The following is a summary of those notes: Robertson-Phillips explained the day V?Doe 1?s mother contacted Cavanagh to report the inappropriate relationship between V?Doe 1 and Whitehorst she ?rst telephoned Detective Corey Hunt, Redlands Police Department, to ask for his advice on what she should do. See Detective Hunt?s attached supplemental report about his conversation with Robertson-Phillips. in notes had regarding Whitehurst, she detailed speaking with Todd Robbins, RUSD counsel. about Whitehorst. She speci?cally wrote the following: She shared with Robbins her investigation and asked whether she should; ask V?Doe 1 about his pregnant girlfriend and cal! There were student privacy matters and it woutd not be approoriate to salt the parents. The District needed to document the concerns expressed and if there is any further evidence to investigate immediately. On 0793/13 at approximately 2100 hours I teiephoned Robbins at work. STATEMENTS ROBBINS: He told me he did represent RUSD. I told him Robertson-Phillips mentioned his name in a memo she wrote and she had spoken to him about wether or not she should report an incident. I asked him if he remembered having that conversation with her. He told me they talk about lots of things but in terms of speci?cs those conversations are protected.
