RESOLUTION NO. 2018-05-___ (R)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF McKINNEY,
TEXAS, EXPRESSING DISAPPROVAL OF CITY COUNCIL MEMBER
LA’SHADION SHEMWELL’S RECENT ACTIONS AND ISSUING ITS
CENSURE OF SAID MEMBER
WHEREAS, it is a core value of the City Council that all citizens, including its elected
officials, visitors and others who come in contact with city employees be
treated with the utmost respect and integrity; and
WHEREAS, the elected officials of the city must set the example and tone for
demonstrating respect and integrity; and
WHEREAS, it is the City Council's expectation that council members consistently behave
in a professional manner, and adhere to the McKinney Home Rule Charter at
all times; and
WHEREAS, on May 8, 2018, Council member La’Shadion Shemwell improperly directed
a city employee/police officer to contact his department head, incident to a
traffic stop in which Council member Shemwell was the subject, such
direction being in contravention to Section 30(a) of the Charter; and
WHEREAS, Council member Shemwell made the following statements to the city
employee/police officer:
“Clearly, when you read my name you knew who I am”
“You’re out of line” (2 times)
“You better call Chief Conley” (2 times)
“Mr. Wilkerson, you’re making a really bad decision” (2 times)
“You are in really big trouble” (8 times)
“You better get Chief Conley on the phone, now, and let him know
what you’re doing”
“You’re digging yourself a hole”
“You made a very bad decision”; and
WHEREAS, at the traffic stop, Council member Shemwell displayed uncooperative and
argumentative behavior toward the employee/police officer; and
WHEREAS, Council member Shemwell’s statements and actions demonstrated a lack of
judgment and professionalism; and
WHEREAS, while Council member Shemwell has expressed some regrets for his actions,
the City Council finds that it is necessary to reinforce that this type of
behavior is not acceptable for an elected official; and

 WHEREAS, by this resolution the City Council desires to address Council member
Shemwell’s actions and reinforce our commitment to respect and integrity.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
McKINNEY, TEXAS, THAT:
Section 1.

The above stated recitals are incorporated herein by reference.

Section 2.

The City Council of the City of McKinney hereby reaffirms its commitment to
ensuring that all persons be treated with respect and integrity. The City
Council further calls upon Council member La’Shadion Shemwell to reaffirm
his commitment to abide by the Charter. For the reasons stated in this
resolution, the City Council does hereby issue its censure of Council member
La’Shadion Shemwell.

Section 3.

This Resolution shall be in full force and effect immediately after its passage
and approval.
