The White House is signaling to Capitol Hill leaders that he wants money to beef up the U.S. border with Mexico in a spending bill due by late April, according to several people familiar with the matter. The move would risk a government shutdown: Senate Minority Leader Chuck Schumer has warned that trying to jam money into a must-pass funding bill would be met by stern Democratic resistance. The White House is trying to convince GOP leaders to include between $3 and $6 billion in a funding package for border security, Republican sources said. Some of that money would be used to construct the wall, but significant portions of it would go toward immigration and customs enforcement. Republicans believe the latter move would make it harder for Democrats to vote against. But there are some divisions among Republicans as well. Many GOP lawmakers from border states are skeptical about how Trump would go about beefing up border defenses. "I prefer to see a plan first before we start appropriating money," said John Cornyn of Texas, the No. 2 Senate Republican. "We won't just appropriate money and have the plan TBD. And I've got some questions." The White House is set to unveil a budget for the next fiscal year on Thursday along with an immediate spending request that will include billions for fighting the Islamic State. But the most controversial will be the money funding the border wall. But he would not yet say that would be enough for Democrats to vote down a spending bill. "I thought we were going to get a check from Mexico," Leahy said. The wall will "accomplish nothing. That's $30 billion that can't go into cancer research, diabetes research and veterans care." Republicans and the White House believe that Democrats will not risk a shutdown over a relatively small amount of funding for a border wall, particularly since Schumer supported a bill to construct a wall last decade. The GOP believes Democratic voters are pro-government and that senators would ultimately balk at voting to shut down the government. Schumer, however, said on Tuesday that any amount of border funding would amount to a "poison pill" and that Republicans "might be responsible for shutting the government down." A day earlier, he and other Democratic leaders sent a letter to Senate Majority Leader Mitch McConnell warning against the inclusion of border wall money in a government funding bill; McConnell said Tuesday he was "amused" by Schumer's stance. But Schumer will have a major role to play next month, because the GOP will need at least eight Democratic votes to pass any funding legislation in the Senate. The waiver was published in the Federa l Regi ster today. This waiver is pursuant to authority granted to the Secretary of Homeland Security by Congre ss and covers a variety of environmental, natural resource , and land management laws. The Department has exercised the waiver authority in Section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), as amended, on five previous occasions from 2005 to 2008, as well as exercising this waiver authority earlier this year for a project in the San Diego area, which was announ ced in Aug ust. This curr ent waiver covers certain border infrastructure projects in the United States Border Patrol's El Cen tro Sector, a critical sector for border security. In fiscal year 2016 alone, the United States Border Patrol apprehended more than 19,400 illegal aliens and seized approximately 2,899 pound s of marijuan a and approximately 126 pounds of cocaine in the El Centro Sector. The El Centro Sector remains an area of high illegal entry , and replacin g the existing fencing , which was built in the 1990s and no longer meets the Border Patrol's operational needs , is a high priority. To begin to meet the need for additional border infrastructure in this area , DHS will implement a bord er fence replacement project. This project will focus on an approximately three-mile segment of the /\MERICAi\ pVERSIGHT DHS-001-162-000032 DHS-17-0466-C-000032 border within the El Centro Sector that starts at the Calexico West port of entry and extends westwa rd, replacing approx imate ly two miles of the exist ing primary pedestr ian fence with a new bollard wal l. Congress funded the project in the FY 2017 DHS Appropriations Act. The waiver was published in the Federal Register today. This waiver is pursuant to authority granted to the Secretary of Homeland Security by Congress and covers a variety of environmental, natural resource , and land management laws. The Department has exercised the waiver authority in Section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), as amended, on five previous occasions from 2005 to 2008, as well as exercising this waiver authority earlier this year for a project in the San Diego area, which was announced in August. This current waiver covers certain border infrastructure projects in the United States Border Patrol's El Centro Sector, a critical sector for border security. In fiscal year 2016 alone, the United States Border Patrol apprehended more than 19,400 illegal aliens and seized approximately 2,899 pounds of marijuana and approximately 126 pounds of cocaine in the El Centro Sector. The El Centro Sector remains an area of high illegal entry, and replacing the existing fencing, which was built in the 1990s and no longer meets the Border Patrol' s operational needs, is a high priority. To begin to meet the need for additional border infrastructure in this area, DHS will implement a border fence replacement project. This project will focus on an approximately three-mile segment of the border within the El Centro Sector that starts at the Calexico West port of entry and extends westward, replacing approximately two miles of the existing primary pedestrian fence with a new bollard wall. Congress funded the project in the FY 2017 DHS Appropriations Act. The waiver was published This waiver is pursuant to authority granted to the Secretary of Homeland Security by Congress and covers a variety of environmental , natural resource , and land management laws. The Depa1tment has exercised the waiver authority in Section 102 of the Illegal Immi gration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), as amended, on five previous occasions from 2005 to 2008, as we ll as exercising this waiver authority earlier this year for a project in the San Diego area, which was announced in August. This current waiver covers certain border infrastructure projects in the United States Border Patrol ' s El Centro Sector, a critical sector for border security. In fiscal year 2016 alone, the United States Border Patrol apprehended more than 19,400 illegal aliens and seized approx imately 2,899 pounds of marijuana and approx imately 126 pounds of coca ine in the El Centro Sector. The El Centro Sector remains an area of high illegal entry, and replacing the existing fencing , which was built in the 1990s and no longer meets the Border Patrol's operatio nal needs, is a high priority. To begin to meet the need for additional border infrash?ucture in this area, DHS will implement a border fence replacement project. This project will focus on an approximately threemile segment of the border within the El Centro Sector that starts at the Calexico West port of entry and extends westwa rd, replacing approx imately two miles of the existing primary pedestrian fence with a new bollard wall. Congress funded the project in the FY 2017 DHS Appropriations Act. Congress provided the Secretary of Homeland Security with a number of authorities necessary to carry out DHS's border security mission. One of these authorities is found at section 102 of the IIRIRA. Section 102(a) ofIIRIRA provides that the Secretary of Homeland Security shall take such actions as may be necessary to install additional physical barriers and roads in the vic inity of the United States border to deter illegal crossings in areas of high illegal entry into the United States. In section 102(b) of IIRIRA, Congress has called for the installation of additional fencing , baniers, roads, lighting, cameras, and sensors on the southwest border. Finally, in section 102(c) of IIRIRA, Congress granted to the Secretary of Homeland Security the authority to waive all legal requirements that the Secretary, in his sole discretion, determines necessary to ensure the expeditious construction of the barriers and roads authorized by section 102 of IIRIRA. The Department is implementing President Trump's Exec utive Order 13767, Border Security and Immigration Enforcement Improvements , and continues to take steps to immediate ly plan , design and construct a physical wall along the southern border , using appropriate materials and technology to most effectively ach ieve complete operat ional contro l of the southern border. While the waiver eliminates DHS's obligation to comply with various laws with respect to covered projects, the Department remains comm itted to environmenta l stewardsh ip with respect to these projects.
