Purpose The purpose of this Executive Order is to create a Procurement Of?ce led by a Chief Procurement Of?cer in the Department of Finance. 3. Procurement Of?ce The City of New Orleans Procurement Of?ce is hereby created in the Department of Finance and is referred to hereafter as the ?Procurement Office.? The Procurement Of?ce will be headed by a Chief Procurement Of?cer who will serve in the unclassi?ed service of the New Orleans Civil Service System. The CPO shall hold a four-year degree from an accredited college or university and hold at least one of the following certi?cations: Certi?ed Purchasing Manager (CPM), Certi?ed Professional in Supply Management (CPSM), Certi?ed Professional Contract Manager (CPCM), or Certi?ed Public Procurement Of?cer (CPPO). The CPO has the authority and responsibility to draft comprehensive written procedures, consistent with this Order, governing the procurement, management, control, and disposal of any and all supplies, services, and construction procured by the City. Such procedures shall be transmitted to the Chief Administrative Of?cer for enactment as policy memoranda. 4. Of?ce of Inspector General The CPO is directed to meet regularly with the Of?ce of Inspector General to ensure the Of?ce of Inspector General receives the information necessary to carry out its functions provided in Section 9-401(2) of the Home Rule Charter and Section 2- 1120 and other applicable provisions of the City Code. The CPO is also directed to notify the Of?ce of Inspector General, electronically or in writing, at the commencement of each procurement and prior to any Selection Committee meeting to discuss a procurement. 5 . The DYF shall have a minimum of ?ve years of experience with programs serving children and/or youth populations, pro?cient knowledge of youth development, experience designing and implementing new programming, signi?cant experience in planning, administration and supervision, and shall be a person with demonstrated executive and organizational ability. The DYF shall hold a four-year degree from an accredited college or university and a graduate degree in Education, Social Work, Public Administration, Public Health or a related ?eld is strongly preferred. The Of?ce of Youth Families Authority The OYF has the authority and responsibility to serve as the City?s central coordinating entity for policies that impact families and young people, and its duties will include, but not be limited to: ii. iv. Membership The membership of the New Orleans Gun Violence Reduction Council will be appointed by the Mayor for one-year terms, but can be reappointed from year to year, and will include broad?based stakeholder and community representation. The New Orleans Gun Violence Reduction Council shall be charged with advising the mayor and crafting and re?ning a comprehensive approach to the City?s gun violence reduction strategy and offering data-backed programmatic recommendations to reduce gun Violence. The Mayor?s Of?ce of Utilities, headed by a Director of Utilities who will serve in an unclassi?ed Civil Service position, shall: (3) Assist the Department of Finance in recommending terms to be incorporated in any franchise, permit, or privilege to be granted by the City. (0) Assist the Department of Finance in supervising and investigating, within lawful limits, the public utilities operating in the City for compliance with franchise or other privileges, rate orders, and any matter concerning the interests of the City or its residents with respect to the operations ofpublic utilities. Assist the Department of Finance in recommending to the Mayor that legal proceedings be instituted to secure compliance with any franchise granted by the Council and with the provisions of law relating thereto. Assist the Department of Finance in making public reports, and recommendations to the Mayor, on any matter concerning the interests of the City with respect to the operations of public utilities. Assist the Department of Finance in performing such other duties as are required by this Charter or assigned in writing by the Mayor.
