From: Tatum, Jacy Sent: Friday, May 18, 2012 4:28PM To: 1 Public Safety Employees Cc: 0 City Council; Gonzalez, Gabe Subject: Safer Tactics REDACiED Here are some basic police tactics that might save your life: Prior to a Knock and Talk, it's a good idea to conduct surveillance in the area of the residence so you can obtain information corroborating your assumptions. 1. When you know that a bad guy has a gun ...... do not do a "knock and talk" and expect things to go your way. When you mentally prepare yourself for bad things to hap'pen, you will mentally be prepared. When you think all people are good and you are superman dodging bullets and untouchable ....you will end up dead!! 2. When a bad guy has a cell phone, check the cell towers and locate where he is .... Use every tool you have, we don't play fair. ...We play to win!! 3. When you have an address that you think a bad guy might be associated with ...... contact that agency and have them check the computer for you ..... One phone call can save you sleepless nights of wondering where your bad guy might be. After all, we ate·all on·thesirme teirnYandwhoooesn'cwanno help you catch a bad guy? ··· --------4. If you are thinking of doing a "knock and talk" to locate your bad guy as your first, second, or third option .....think again. Bad idea!!!! There is nothing "Consensual" about a homicide or it wouldn't happen, don't think you can outsmart a guy who killed the person who brought him into this world. That type of sub-human creature is unpredictable .... 5. If for some reason you do go to another city and do a "knock and talk" make sure you call them ...... they might want to know what your plan is ....... so make sure you have a plan and an operation order to cover your intentions. You don't want to get in over your head and have to call the Calvary to save you; you want the Calvary there by your side out manning and overpowering evil. When we plan we create our outcome and better or odds ...... when we freelance we gamble with our lives. 6. And no matter what .... you never do "knock and talks" at night without knowing the layout of where you are going and what the residence looks like. Don't walk into a bees nest and expect the queen and king to invite you in for tea ..... catch then off guard smelling the roses on your turf, on your time, when the odds are in your favor .... NOT THEIRS!!! to CITYOFRP0014 I'm not trying to call anyone out on the carpet on what happened down in SF, I am calling it how I see it. The tactics that I have been taught are the same, less, or more then some of you reading this, so if you think I'm out of line or not speaking the truth about police work ..... l'm happy to entertain your thoughts and chat with you. My intentions of sending out this email lies within each reader. Some are offended, some are surprised, and others might think I'm out of line. But my intent is to prevent and educate by outlining basic police tactics. If you think the SF incident should have happened then speak up and let me know, I'll be happy to hear all your assumptions and excuses. If not, accept the truth that we all make mistakes and need to learn from them. I have spoke with over twenty different members of RPDPS who conveyed and mirrored my same thoughts and feelings about the SF incident that I did. If you doubt me, ask around .......... . Have a plan and a backup plan ..... because your first plan will never go the way you thought, but you will be ready when the bad guys plan fails and you triumph in round two! 2 CITYOFRP0015
