Date and Time of Arrest: 05/30/2018 at 8:20 am Case 18-94 SID 0R20432033 Arrestee: Dikeos, Rees Gilmore DOB: 03/21! 1998 Crime(s) Alleged: Criminal Homicide, ORS 163.005 Date and Time of Crime: 01/12/2018 at around 1 1:41 pm Location: 100 block of East Second Street, in the city ofNewberg, located in Yamhill County Arresting Of?cer: I. Eubanks #51033 ewberg Police Department Brief Summary of Probable Cause: On Friday January 12, 2013 at approximately 11:41 pm. Jack Alan Burnell (DOB 07/0 8/1997) was shot to death in The City of Newberg, in Yarnhill County. The homicide occurred in the 100 block of East Second Street, south of the Nap?s Thriftway parking lot, in an alley. Witnesses in the area heard several gunshots and called 911. Of?cers arrived on scene moments later and found the body of Jack Bumell. Of?cer?s located witnesses who cooperated with police by giving statements. Wimess 1 (W1) and Witness 2 (W 2) told of?cers that Bumell was there to meet an old ?iend of his, who goes by the name ?white man?. Neither W1 nor W2 knew white man personally. W1 said he had seen Burnell messaging with ?white man? over Facebook that evening. W1 said Mr. Burnell went to meet with ?white man? prior to his death. W1 gave a possible spelling of the Facebook vanity name as, ?wHite mahn?. WI said Burnell was nervous about this particular meeting with ?white man? 011 01/14! 18 The Oregon State Medical Examiner?s Office determined the cause of death to be multiple gunshot wounds and the manner of death to be homicide. On 01/24/18 I interviewed W2, who said he had heard Burnell call ?white man? by the ?rst name of Rees or Brees on one occasion. During this interview W2 also supplied an access code to unlock Burnell?s phone. Using information ?rom the victim?s phone we were able to identify Hwhiteman as Rees Dikeos. Messages found on the phone outline a plan for Dikeos and Burnell to meet one another in Newborg at ?Naps? on the night of the homicide. In the messages Mr. Dikeos tells Mr. Btunell that he is almost there. The Facebook messenger messages and Facebook phone calls continue back and forth between Rees Dikeos and Jack Bumell on 01/1120 8, up until moments before Burnell is shot to death. Bumeil asks Mr. Dikeos if he is in a Jeep. Mr. Dikeos makes a Facebook phone call to Burnell at 12:37 pm on 01/12/2018. That call lasts 1 minute and 49 seconds, making it about 11:33:49 when it ended. Video surveillance cameras from the Nap?s bottle return show patrons turning to look in the direction of the gun?re at about 1 1:39:58. On February 28, 2018 Detective Clay and I met with a person, hereafter referred to as con?dential source 1 (C81), who stated they have information on the Jack Burnell homicide. CSI continued Rees Dikeos uses the Facebook moniker of ?Hwhite Mahn?. CSI shared information they learned from Rees Dikeos including: Dikeos was robbed the night before in an alleged gun deal in Salem where gun fire occurred. Dikeos felt like it was Burnell who set hit: up to be robbed. Dikeos was driven to Newberg by a ?end the night of the murder and he was one of three people in the car. Dikeos said Bumell was shot with a handgun during what he set up to be a drug deal. 011 March 1, 2018 I contacted Salem Police Department Records Division to see if they had any reported shots ?red calls on the 11?:1 of January. Salem Police Records Division located a police report of a shots ?red call which occurred on 01/1 1/18 at around 22 :45 hours at a motel, America?s Best Value Inn located at 1875 Fisher Rd NE, Salem, Oregon. A witness to the Salem shooting, Witness 3 (W3), was shot at by the suspect when W3 told him to stop. W3 saw a phone on the ground where the shooter had been standing. Salem Police Officers retrieved the phone and six .45 caliber Winchester brand casings from the scene as evidence. The phone from the scene was later con?rmed to belong to Rees Dikeos. On March 20, 2018 I received a phone call from OSP Firearms Examiner Leland Samuelson. Mr. Samuelson said he performed a microscopic comparison of the .45 caliber cartridge cases from the Bumell homicide and the Salem shooting scene and the results showed they were ?red from the same ?rearm. Detective Clay ?rrther reviewed information returned ?om Faceboolc Inc. for Rees Dikeos ?Hwhite Mahn? Facebook account and found that the account was logged into on January 13, 2018 at 16:24 hours with a ZTE model Z982. We learned this speci?c phone was registered to Rees Dikeos. Based on the previous information I have probable cause to believe, and do believe that Rees Gilmore Dikeos 03/2 {/1998 is responsible for the murder of Jack Alan Burnell 07/08/1997. R.
