Snyder, Kevin Subject: HUD Action Plan Hi: Yesterday Steve, Kevin and I met with the Regional Administrator for HUD. There were also several HUD staff who participated, including Julie Alston from the HUD Charleston office. At the meeting we discussed the current status of the Action Plan and perceived disconnects between the agencies on the housing requirement. As you know the WV Department of Commerce has provided data to support a substantial housing requirement while your offices believe the housing requirement is much less than described. In this portion of'the meeting HUD indicated that to date the Department of Commerce had over 2,000 applications for the RISE Program and have identified 692 that are conditionally eligible. Additionally, HUD indicated that in discussions with Jenny from WV VOAD she has identified a significant housing need and has stated to HUD she receives 40-50 additional inquiries a month regarding housing. From this discussion, we believe the next step is to hold a meeting with all stakeholders (HUD, FEMA, WV VOAD, the two of you, Commerce, Governor?s Office) to discuss avaiiable data and align on the housing requirement. FEMA agreed to take the lead on arranging this meeting. HUD was very clearthat in order to amend the Action Plan quantitative data must be provided to substantiate a change to the unmet housing need. The second part of the meeting focused on understanding the process to change the Action Plan. From this discussion we were able to identify the following steps: 1. Submit data to support a change. This data must demonstrate the housing need/costs are less than what is currently articulated in the Action Plan. a. On costs, I mentioned the concerns you have raised regarding the costs of reconstruction and HUD indicated that the estimates for housing reconstruction, which are the. basis for the bids, was approved by both HUD, Commerce and the Governor?s-offices legal staff. 2. If there will be a shift from housing to economic revitalization infrastructure, then the amendment will have toaddress what, if any housing need will still exist and how that need will be addressed. 3. The amendment will also have to address how shifting from housing to . economic revitalization infrastructure will benefit long-term recovery. As i mentioned above, the immediate next step is to nail down the housing need and achieve alignment between the state agencies with equities. Steve and Kevin will be working with staff to arrange this meeting. The HUD RA offered to attend and i will offer that as well. Let me know if you have any questions. See you next week.
