Know that I do not question your actions and believe that everyone understands your dedication to the flood victims. Please accept my sincere thanks for your personal generosity and tireless work. I believe that our problem is that West Virginians have lost confidence in state government to effectively manage the RISE WV program. In order to rebuild trust, I believe that officially updating the public by reports to the Joint Legislative Committee on Flooding would be helpful and appropriate. This letter is copied to the co?chairs of the Joint Committee, Senator Ed Gaunch and Delegate Roger Hanshaw. To you and to them, I suggest that our Joint Committee have hearings, open to the public and fully publicized using traditional and social media. The hearings will allow General Hoyer and members of the RISE WV program to report on progress made or problems encountered. The hearings will strengthen our ability to make legislative changes to better respond to future natural disasters. You asked that we wait and see what happens in one month; therefore, I suggest the first public hearing ofthe Joint Committee occur on Monday, July 9, 2018. I strongly believe the public hearings should continue for the foreseeable future. Many generous individuals, businesses and organizations have worked tirelessly for nearly two years to help flood victims recover. We have to rebuild trust with them, also. Trust thrives only in transparency. When we, as a Legislature, created the Resiliency Office, housed in Commerce, I believed there was a solid structure in place for continued recovery and transparency. Going forward, I will be closely monitoring the RISE WV program.
