June 5, 2018 NEGOTIATED AGREEMENT Description: On Thursday, May 10, 2018, the Aurora Public Schools (APS) and Aurora Education Association (AEA) closed contract negotiations for 2018. Members of the Board of Education are receiving the proposed amendments to the negotiated agreement with the AEA. AEA leadership approved the tentative agreements and submitted them to the membership for vote from May 17, 2018 through May, 30, 2018. Master Agreement Language/Processes Article 11, Compensation – Consistent with national certifications for teachers and Speech Language Pathologists, effective the 2018-19 school year, a one- time stipend of $2300 will be provided to any school nurse who holds or obtains a National Certification for School Nurses. In addition, each school nurse who maintains the certification will be paid $1000 annually. Article 11, Compensation 1. Each cell of the Licensed Salary Schedule will be increased by $1600, effective the start of the 2018-19 contract year. 2. Educational Lanes will be provided to eligible employees, effective the start of the 201819 contract year. 3. Experience step increases will be provided to eligible licensed staff effective January 1, 2019. This step increase is not retroactive to the start of the 2018-19 school/contract year. In the event APS proceeds with a Mill Levy Override on the November 2018 ballot, APS and AEA have agreed to the following: 1. Contingent upon the passing of a Mill Levy Override in November 2018, APS will dedicate at least $10 million of mill levy funds toward employee compensation. These funds will be allocated as follows:  Effective January 1, 2019, all licensed teachers will receive a 3% increase to their base salary (representing a 3% increase to each cell on the salary schedule).  After the implementation of salary increases as described above, the remaining mill levy dollars dedicated to employee compensation would be set aside for the purpose of developing a new salary schedules. 2. AEA and APS agree to engage in the research and development of a new Licensed Salary Schedule to be completed by June 30, 2019.  If an agreement on an adjusted salary schedule is reached, AEA and APS agree to develop a proposal for implementation and provide adequate information to corroborate the estimated costs.  In the event APS and AEA are unable to develop a new Licensed Teacher Salary Schedule by June 30, 2019, APS will utilize the dedicated funds described above to further develop employee recruitment and retention strategies, including but not limited to hard to staff constructs (subject to negotiation with AEA). Article 16, Exceptional Student Services Providers – An additional day of per diem compensation (from 2 to 3) has been added for the completion of required paperwork outside of the regular duty by exceptional student services providers. Article 36, Performance Evaluation – Language was added to section D. Ineffective Performance of the article that identifies the categories in which a probationary teacher may be non-renewed:    Performance Budget Neutral The addition of this language is consistent with the Colorado Teacher Dismissal Act which indicates the employment contract of a probationary teacher can be non-renewed “for any reason” deemed sufficient. Recommendation: Staff recommends the Board of Education approve the amendments to the agreement between it and the Aurora Education Association as presented.
