WHEREAS, the Board of Education is legally obligated in certain circumstances to place employees on paid administrative leaves of absence, and THEREFORE, BE IT RESOLVED that Joseph Yockel will be placed on an administrative leave of absence effective June 7, 2018. LEAVE OF ABSENCE Michael Miller, employed by the District since July 1, 2016 is a Groundskeeper in the Buildings and Grounds Department. Mr. Miller has been approved for a leave of absence that qualifies for FMLA effective May 31, 2018 anticipated through June 14, 2018. Page 4 of 14 4. CHANGE IN EMPLOYMENT STATUS – Ariana Allen, employed by the District since September 3, 2014 is a Cleaner at the High School. Ms. Allen has been medically cleared to return to work effective June 4, 2018. Jason Cring, employed by the District since September 1, 1997 is a 1.0 FTE Special Education in the High School. Mr. Cring is being reassigned as a 1.0 FTE Instructional Technology Support Specialist effective September 4, 2018. Susan Lennox, employed by the District since September 7, 2005 is a Bus Attendant in the Transportation Department. Ms. Lennox’s medical disability leave of absence has been changed from May 17, 2018 to May 24, 2018 anticipated through June 21, 2018. Daniel Nunnenkamp, employed by the District since July 21, 1986 is a Cleaner at QUEST Elementary School. Mr. Nunnenkamp has submitted a request to change his retirement/resignation to be effective at the end of business on June 28, 2018. Sharon Peter, employed by the District since March 16, 1998 is a Cleaner at Village Elementary School. Ms. Peter has been granted an extension to her medical leave through June 29, 2018. Originally, her medical leave of absence was scheduled through May 23, 2018. 5. The Superintendent recommends that the Board of Education award the Cooperative Milk bid to: Vendor Upstate Niagara BOCES Awarded Amount $2,678,219.70 Hilton Awarded Amount $66,031.29 The bid was conducted by Rose Brennan Monroe 2-Orleans BOCES Purchasing Agent. 9 bids were obtained and 2 bids were received. Upstate Niagara was the bidder with the lowest cost and met all specifications and was therefore given the bid. c) Acceptance of the Cooperative Bread Supply Bid #RFB-1843-18 The Superintendent recommends that the Board of Education award the Cooperative Bread Supply bid to: Vendor Midstate Bakery BOCES Awarded Amount $360,071.82 Hilton Awarded Amount $26,486.20 The bid was conducted by Rose Brennan Monroe 2-Orleans BOCES Purchasing Agent. 8 bids were sent out and 2 bids were received. It is recommended that Midstate Bakery be awarded the bread bid for being the vendor that submitted the lowest cost and me all bid requirements. d) Acceptance of the Cooperative Beverage Supply #RFB-1844-18. The Superintendent recommends that the Board of Education award the Cooperative Beverage Supply bid to: Vendor Coca-Cola Enterprises Kimmons Coffee BOCES Awarded Amount $115,269.95 Hilton Awarded Amount $12,300.00 $244,421.10 $13,837.50 The bid was conducted by Rose Brennan Monroe 2-Orleans BOCES Purchasing Agent. 16 bids were obtained and 2 bids were received. Contracts and Agreements a) Approval of the 2018-2019 Monroe 1 BOCES Transportation Contract The Superintendent recommends that the Board of Education approve the 2018-2019 Monroe 1 BOCES Transportation Contract. Total anticipated annual cost $44,194.79 C. Other 1. Recommendation for approval 2018-2019 Food Service Budget. The Superintendent recommends that the Board of Education approve the 2018-2019 Food Service Budget of $1,564,129.00 2. Recommendation for approval to increase Lunch Price for 2018-2019. The Superintendent recommends that the Board of Education approve the increase in Lunch Price from $2.65 to $2.75 to cover mandated requirements to meet proposed federal and state regulations. 3. First Reading of the following Policies The Superintendent recommends that the Board of Education approve the first reading of the following policies: Policy #5660 – Meal Charging and Prohibition Against Meal Shaming Policy #3260 – Community Use of School Facilities Policy #8261 – Title I Parent Family Engagement Policy Policy #8470 – Class Size Policy #5651 – Zero Waste 4. Resolution to approve Repeal of Resolution dated February 14, 2017 Real Property Tax Levy Section 487 Exemption WHEREAS, paragraph 2 of Section 487 of the Real Property Tax Law of the State of New York (the “RPTL”) provides that real property which includes a solar or wind energy system or farm waste energy system approved in accordance with the provisions of such section shall be exempt from taxation to the extent of any increase in the value thereof by reason of the Page 12 of 14 inclusion of such solar or wind energy system or farm waste energy system for a period of fifteen (15) years; and WHEREAS, paragraph 8 of Section 487 of the RPTL provides that, notwithstanding the provisions of paragraph 2 of Section 487 of the RPTL, a School District may by Board Resolution provide that no exemption under Section 487 of the RPTL shall be applicable within its jurisdiction with respect to any solar or wind energy system or farm waste energy system constructed subsequent to the effective date of such Board WHEREAS, the Board of Education of the Hilton Central School District approved Resolution dated February 14, 2017 exercising its right to opt out of paragraph 2 of Section 487 of the RPTL pursuant to and in accordance with paragraph 8 of Section 487 of the RPTL; WHEREAS, the Board of Education of the Hilton Central School District hereby desire to repeal Resolution dated February 14, 2017 in order to begin offering the exemption provided by paragraph 2 of Section 487 of the RPTL NOW THEREFORE BE IT RESOLVED, be it resolved that: Section 1. The Board of Education hereby repeals Resolution dated February 14, 2017 and declares that the tax exemption made available by Section 487 of the Real Property Tax Law shall be applicable within the boundaries of the Hilton Central School District with respect to any solar, wind and/or farm waste energy systems. Section 2. This Board Resolution shall be effective immediately. 5. Resolution to approve Armed Youth Assistants WHEREAS, the Board of Education (“Board”) of the Hilton Central School District (the “District”) desires to continually enhance the safety of the school environment; and WHEREAS, in furtherance of that goal, for a number of years, the Board has appointed individuals to the position of Youth Assistant for the purpose of maintaining the security and safety of the District’s facilities and grounds through both proactive and reactive measures; and WHEREAS, certain Youth Assistants are retired members of a police or sheriff’s department, or division of state police and given their prior experience in law enforcement, such Youth Assistants have extensive training in responding to safety and security issues that could take place in schools including response to armed individuals; and WHEREAS, in light of security issues that have occurred at schools around the country including active shooter incidents, the Board of Education has determined that it is in the best interests of the safety of students, staff, and visitors, to allow these Youth Assistants to be armed so that they are able to respond immediately to such incidents; and WHEREAS, Board of Education Policy No. 3411 allows for exceptions to the general prohibitions on the possession of firearms on school district property for law enforcement officers and for individuals who have the express written permission of the Hilton Central School District Board of Education or its designee. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: Page 13 of 14 1. The Board of Education hereby authorizes an individual appointed as a Youth Assistant to carry a firearm on school property while carrying out the duties of his/her position under the following conditions: (a) the Youth Assistant is a retired member of a police or sheriff’s department, or division of state police; and (b) the Youth Assistant is licensed to possess the firearm by New York State and/or the County of Monroe; and (c) the Youth Assistant is registered as an armed security guard pursuant to the New York Security Guard Act of 1992 (New York General Business Law Article 7-A) and meets all requirements to be an armed security guard under State law; and (d) the Youth Assistant undergoes any additional training as required by the District; and (e) the Youth Assistant has been designated by the District as one who will be serving in a capacity where the carrying of a firearm will be expected. 2. The Superintendent of Schools or designee is authorized to execute any and all written authorizations required by law as related to such positions and is directed to ensure that all requirements of law are adhered to with respect to the possession by Youth Assistants of a firearm on campus. 3. The Superintendent of Schools or designee is further authorized to take any and all other actions as may reasonably be required in furtherance of this resolution. 6. Approval of the Solar Power Purchase Agreement (PPA) with Delaware River Solar. The Superintendent recommends that the Board of Education approve the Power Purchase Agreement (PPA) with Delaware River Solar. 7. Approval of the Payment in Lieu of Taxes (Pilot) agreement with Delaware River Solar.
