The Reserve is managed as a federal, state and local partnership, with guidance provided by a nine member Trust Board. The Trust Board functions as a local unit of government, and seven of its nine members are appointed by the Town of Coupeville and Island County . These citizens live in the Reserve and apply their local knowledge to help manage and administer the Reserve. This arrangement empowers local citizens to engage directly with management and administration of the Reserve, and facilitates effective dialogue on issues that directly affect the local community. For the past 30 years, the NPS via this financial assistance instrument, which is specific to the Reserve per the enabling legislation, has provided base operating funds to the Trust Board to enable management and administration of the Reserve partnership and minimize the federal presence (e.g. NPS staffs, land ownership). The Trust Board is required to match or exceed these federal funds with non-federal dollars and in-kind contributions, and this requirement effectively doubles the power of federal funding among other benefits. Trust Board activities help to secure philanthropic donations, volunteers, and related support to provide programs and functions that support the Reserve mission . Moreover , there are non-fiduciary benefits including collaboration and trust at the state and local level. These benefits come from the fact that the Trust Board uses federal funds to enable local units of government to be directly engaged in Reserve governance, and this empowers the local community to help guide Reserve administration. Trust Board functions will cease just as the busy spring tourism season is getting underway . Without management by the Trust Board the park will not be fully functional for visitors . Significant Ancillary Benefit to NPS Operations (if applicable): Yes Other Park Operations The Trust Board uses NPS funds to pay for several staffs (equivalent to three FTE), who help manage various programs and functions on behalf of the NPS operation in the Reserve . As noted previously, the Trust Board must match or exceed federal funds, so this arrangement provides a significant ancillary benefit by effectively doubling federal funding. The Trust Board operations help to raise non-federal funds and secure volunteer assistance to support the NPS' deferred maintenance backlog . For example, this year the Trust Board secured $30k in philanthropic funds to assist NPS with rehabilitating a historic barn with approximately $150,000 in deferred maintenance needs . These funds augmented federal project dollars and enabled complete rehabilitation of an important historic asset. Public Purpose and Overall Goals/Objectives : The Reserve is a federal/state/local partnership and this Cooperat ive Agreement is the vehicle that delegates federal funding to susta in the partnersh ip. The public purpose of this Agreement is to assist in the creation , promotion , facilitation , and improvement of the public 's understanding of natural , cultural, historical, recreational, and othe r aspects of areas such as ecological conservation areas, and state and local parks. The goals of this agreement are to help sustain the partnership and empower the state and local units of government-acting through the Trust Board--to be directly involved in Reserve management and administration of NPS assets . County Commissioner, local Mayor) that federal funding for the partnership is being withheld because the Trust Board provides essential Reserve functions and jobs are threatened. Local media have been inquiring as to specifics and these inquiries are likely to become elevated as several employees of the Trust Board whose salaries are supported by federal funding will soon be facing furloughs due to lack of fund conveyance and insufficient time to plan for this funding delay . Closure of the Reserve's seasonal contact station is likely to affect visitation and in turn impact the tourism based economy . Since the congressional delegation is aware of this review process, any further delays are likely to rapidly elevate their interest. Several volunteers who serve on the Board have drafted a joint letter expressing concern for funding , which has been shared widely among the congressional delegation and the local media . This letter has captured the interest of Congressman Rick Larsen , and his staffs have recently contacted the park to learn more about the funding delay . Comments: The Reserve is unique in that it is the only unit of the NPS that is managed jointly as a federal/state/local partnership. This is by legislative design : most of the Reserve is private land, and state and local partners are essential because these governmental entities have local zoning and land use authorities , which are not the purview of the federal government, that are needed to preserve the historic integrity of the area . The department should view this program as a model of governance that leverages limited federal funds and empowers local communities. There will be many adverse consequences from delaying or discontinuing this financial assistance . We urge the Department to recognize this and provide timely approval to avoid lasting adverse effects .
